OBJECTIVES OF THE PROGRAMME

The objectives of the Special Programme for Research and Training in Tropical Diseases (TDR) are to foster an effective global research effort on infectious diseases of poverty in which disease endemic countries play a pivotal role. The objective of the Programme Innovation and Management (PIM) Unit is to support TDR's objective through programme performance improvement and innovation. This comprises effective coordination of the technical and financial planning, monitoring, evaluation and reporting of activities and human resources across the Programme through the innovative management and administrative models, processes and systems.

DESCRIPTION OF DUTIES

Maintain, follow up and further develop, TDR's overall monitoring and evaluation framework.

Organize and roll out the strategic and operational planning of TDR's Programme and Portfolio, the systematic monitoring and the results reporting to governing bodies, executing agency and donors.

Liaise with TDR staff to ensure expected results objectives, targets, costs, progress and status are agreed and up to date.

Organize and maintain the system for collecting measurement of key performance indicators in line with TDR'sperformance framework.

Develop processes for and manage the generation of documentation for internal and external technical review of TDR and/or internal and external audits as applicable. To be the TDR responsible officer for the Portfolio and Project Management System(eTDR) in collaboration with the system admin, and for TDR Global (network of grantees, trainees and experts).

Liaise with WHO departments and regional office focal points to promote coherence, harmonization and synergy of objectives and activities between TDR's portfolio and that of others in WHO. Liaise with focal points of TDR's other co-sponsors (UNICEF, UNDP and WorldBank) to align TDR outcomes, impacts and core values measures to their top-level strategies, as well as those of WHO.

Play an active role in the development of frameworks of collaboration with key partners, co-sponsors and collaborators at large that have measurable indicators of success.

Work jointly with TDR's finance and programme officer to provide the necessary scientific and technical managerial input into, and take account of, TDR's administrative and financial processes to ensure that these are supportive of the efficient and effective delivery of TDR's objectives. In consultation with the finance and programme officer and other TDR staff, to further develop and maintain a manual of TDR policies and practices with respect to the technical, financial and administrative oversight of TDR.

Coordinate risk management and internal controls oversight within TDR and integration with systems.

Write progress and results reports for TDR governing bodies and contributors, aligning technical and financial results and synthesizing the impact and the value for money contributed by TDR's work.

Engage with TDR-supported networks in countries and regions in conducting activities related to TDR's global engagement portfolio of projects. Contribute to other TDR projects and activities as required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in a field relevant for this position (medicine, public health, health sciences) and qualification in finance and/or business management, or advanced degree in finance and/or business management and qualification in medical or health sciences.
Desirable: Qualification in the project and/or programme monitoring and evaluation

Experience

Essential: At least 7 years experience in project and/or programme planning, monitoring and evaluation, donor relations, some of which gained in an international context, preferably in a research setting at the national and international level.
Desirable: Experience in the UN or an international institution. First-hand developing country work experience.

Skills

Demonstrated track record in planning, monitoring and evaluation within the context of research and/or the management of international health research.

Proven communication and presentation skills with the ability to develop concepts in a clear and concise manner.

Proven project management skills (technical and financial components).

Strong interpersonal and negotiating skills with the ability to promote consensus and develop effective work practices and ethics.

Diplomacy, tact and courtesy.

Ability to work in a team and collaborate with other experts and colleagues and with external partners.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5082 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
