Background

BACKGROUND:

The United Nations Development Programme (UNDP) partners with people at all levels of society to help build nations through sustainable, innovative, and community-based development projects. UNDP has presence on the ground in close to 170 countries and territories. Since 1972, UNDP and its partners have helped Bangladesh make critical advances in the areas of governance, poverty reduction, climate change and disaster resilience.

UNDP in Bangladesh is actively supporting the Government’s vision of Digital Bangladesh. In the current digital age, accessible, inclusive, and stable digital environments that maintain and protect individuals' rights and agency are vital for societies to achieve self-sufficiency. A key development imperative of UNDP is the proper use, understanding, and implementation of digital technology.

OBJECTIVES:

UNDP Communication Team is responsible for effective communication and promotion of the projects and activities undertaken by UNDP. This happens through a variety of methods which include engaging people by public relations activities through goodwill ambassadors and media outlets. The national consultant on-boarded through this project will be in-charge of becoming the central liaison and coordination point for such public relations activities.

Duties and Responsibilities

SCOPE OF WORK:

The consultant will be responsible for assisting UNDP Bangladesh Communications team in accomplishing the following objectives:

  1. Communicating with the celebrity selected as a Goodwill Ambassador of UNDP, Bangladesh.
  2. Initiating the required steps for an agreeable contract signing between UNDP Bangladesh and Goodwill Ambassador.
  3. Planning and executing offline and online Awareness & Advocacy campaign by engaging Goodwill Ambassador.
  4. Creating and coordinating schedule and activity plan connected to engaging Goodwill Ambassador.
  5. Planning and communicating Advocacy Campaign ideas of by engaging related high-ranking officials on National and International day observance.
  6. Arranging celebrity campaign against gender-based violence
  7. Initiating engagement of different media firm / agency / TV Channel / Newspapers for Story/ News/ Talk Show.
  8. Media Management and Networking to promote success story, press kit, news and events of UNDP Bangladesh.

OUTCOMES:

  1. Inception Report.
  2. One successfully contracted celebrity Goodwill Ambassador for UNDP Bangladesh.
  3. Offline and online awareness and advocacy campaign through the Goodwill Ambassador.
  4. Realistic and implementable schedule and activity plan of engaging the Goodwill Ambassador.
  5. Successful engagement of high-ranking officials for advocacy on national and international day observance.
  6. Celebrity campaign against gender-based violence.
  7. Effective engagement of different media firm/agency/TV channel/Newspaper for Story/News/Talk Show.
  8. Effective media management and networking on behalf of UNDP Bangladesh.

Competencies

COMPETENCIES:

  • Proven track record of celebrity networking and on-boarding.
  • Strong network with media outlets.
  • Capacity of engaging high-ranking officials in campaigns.
  • Ability to interact with stakeholders at all levels, including UNDP Senior Management.
  • Familiarity with UNDP and UN system is an asset.
  • Familiarity with and strong interest in development issues will be advantageous.
  • Focus on impact and results of the initiatives.
  • Cultural, gender, religion, race, nationality and age sensitivity and adaptability is a must.

Required Skills and Experience

ACADEMIC QUALIFICATION

Minimum Bachelor’s Degree in Business Administration/ Development Studies/ Social Sciences/ Journalism/ Communications/ International Relations or other Development or Communications -related area of study from any reputed institution.

EXPERIENCE:

  • Minimum 2 years of experience in communicating and coordinating with celebrities/Higher officials of Government/Public represenative.
  • Minimum 5 years of experience in content creation and production/Engagement of different media firm,agency,TV channel/Newspaper.
  • Minimum 1 year of previous experience of working with UN and/or International Development Organizations/NGOs.

DURATION

The duration of the assignment will be for 60 working days spread over a period of 120 days.

INSTITUTIONAL ARRANGEMENTS

The consultant will be reporting to the Head of Communications of UNDP Bangladesh. The person will be responsible for coordinating amicable terms between UNDP Bangladesh and the Goodwill Ambassador, initiating campaigns and communication through the Goodwill Ambassador, and managing media and networking opportunities for public relations activities of UNDP Bangladesh.

DUTY STATION

Dhaka, Bangladesh. However, the consultant may require travel within the country to collect necessary documentation. All necessary travel will be coordinated through UNDP and will follow the strict regulations of Covid-19 protection.

TRAVEL,DSA

All envisaged travel costs (if any) must be included in the financial proposal.

Communication and IT equipment: The Consultant is expected to have own laptop and mobile phone. Cost of communication should be included in the financial proposal.

As mentioned in section (g), the assignment may not require any field visit.However, the filed visit outside Dhaka will be determined by UNDP, if needed. In general, UNDP doesn’t accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using his/her own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

No DSA will be paid at the duty station and for foreseeable (if any) field visits - the contract agreement would be inclusive all. If unforeseen travel outside the area of work (i.e. duty station plus field visits) not mentioned by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Only candidates obtaining a minimum of 49 points out of 70 in the technical evaluation would be considered for Financial Evaluation.

Financial Evaluation (Total 30 marks)

All technical-section qualified proposals will be scored out 30 for financial plan based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals will receive points according to the following formula:

p = y (µ/z) where:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Recommended Presentation of Offer

Interested individuals must submit the following documents/information to demonstrate their qualifications.

a) Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;

b) Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

c) Brief description of why the individual considers him/herself as the most suitable for the assignment and a methodology on how she/she will approach and complete the assignment.

d) Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided

e) Suppose an organization/company/institution employs an Offeror and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA). In this case, the Offeror must indicate this at this point and ensure that all such costs are duly incorporated into the financial proposal submitted to UNDP.
