CHAI is seeking a TB Program Manager to lead the CHAI TB program. The Manager will oversee CHAI’s support to the National TB Program (NTP) of the Ministry of Health (MOH) to help reach ambitious End TB by 2030 targets, defined as reducing TB incidence by 90 percent, reducing TB mortality by 95 percent, and reducing patient costs. In this effort, CHAI is engaged with the NTP to help identify more of the missing TB cases through the use of innovative technologies and approaches, to improve the quality and availability of the latest TB treatment services, and to facilitate health insurance reimbursements.

 

This role offers a unique opportunity for a talented individual to apply a range of epidemiological, analytical, and supply chain management skills to guide the operations of a disease elimination program.


The position entails high level of direct coordination with multiple stakeholders within the government, partners, and CHAI’s global technical teams. S/he will represent CHAI in high-level meetings with government partners and donors on policy-making and management-related matters. The Manager must be a highly motivated, entrepreneurial individual with outstanding people and program management, problem-solving, analytical, and communication skills. The position will be based in Hanoi with travel within the country expected up to 25% of the time. 

Responsibilities
  • Provide strategic vision and management to the TB program in Vietnam, and coordinate CHAI’s support to help strengthen systems and achieve programmatic goals on aggressive timelines
  • Assist NTP to successfully execute the End TB 2030 strategy. Activities may include leading CHAI’s efforts to:
    • Upgrade and institutionalize case finding technologies and processes to improve the identification and screening of people with higher likelihood of TB, and refer them for confirmation testing and care
    • Support the NTP to introduce and scale up the latest TB treatment regimens by helping to update national guidelines and job aids, and improving adherence support tools
    • Support quantification for procurement and supply chain management
    • Improve TB testing and care reporting and coordination by the private sector and non-TB public hospitals
  • Adapt and align the TB response with the COVID-19 response
  • Improve the sustainability of the TB response, especially by improving integrations to facilitate social health insurance reimbursements. Assist the NTP to identify and mobilize potential funding sources to implement the End TB goal
  • Identify key impediments to the successful execution of the TB strategy and work with other CHAI staff and partners to develop solutions
  • Develop internal work plans aligned with national strategy objectives, and oversee the quality of the work
  • Identify strategic areas for expansion or redirection and guide strategic planning or proposal development as needed in alignment with the Country Director
Qualifications
  • Bachelor’s degree plus 5 years of work experience including experience managing others
  • Exceptional problem solving skills and quantitative and qualitative analytical capabilities
  • Exceptional English communication skills, including the ability to create compelling, logical presentations, using PowerPoint and other tools, and a structured and clear oral and written communication style
  • Advanced analytical skills and problem-solving with proven ability to develop and apply quantitative models using Excel and other tools to address specific challenges and improve working practices with a focus on outcomes
  • Strong interpersonal skills and ability to build relationships in a challenging multicultural environment
  • Ability to manage numerous work streams simultaneously in high pressure situations
  • Proficient in Excel, Powerpoint, and Word

Advantages:

  • Experience with procurement and supply chain management systems
  • Comfortable with information technology and experience in using surveillance systems, data collection tools, and data visualization applications
  • Experience living and working in Southeast Asia
