Economic Empowerment Program Manager

Job Overview:The Economic Empowerment Program Manager is responsible for effectively managing and developing economic empowerment services to IRC participants, which include (but are not limited to): Career Development Program, offering career pathway and growth opportunities for people served by IRC; Micro-Enterprise Development (MED) Program, which creates new opportunities for entrepreneurs to access training, technical assistance, and capital for establishing, expanding, and/or sustaining small businesses; Financial Coaching, a service that provides direct financial counseling and coaching to participants including budgeting, public benefits screening, and credit counseling. Under the supervision of the IRC Seattle Deputy Director, the Economic Empowerment Program Manager is responsible for program implementation, management, and development ensuring that high quality services that support the goals of program participants are available, accessible, and responsive.

Major Responsibilities

·Oversee Economic Empowerment program operations: manage budgets and funding sources, assure that quality practices are implemented, and program outcomes are met

·Supervise Economic Empowerment program staff and provide appropriate coaching, mentoring and support aligned with IRC’s People Management Standards including adjusting management style to meet the needs of individual staff, regular one-to-one meetings, clear expectations, timely and direct feedback, and regular performance evaluation

·Consistently monitor program outcomes and grant deliverables to ensure donor and grant requirements are met

·Ensure required information for program eligibility and reporting purposes is collected and accurate records are maintained, including case files and participant data entry

·Assist in the outreach and recruitment of program participants; screen and assess interested participants for program eligibility and participation

·Ensure one-on-one financial coaching and counseling is provided to program participants, including: Provide financial coaching on creating a personal budget, establishing a bank account, taking out loans, and establishing credit, as well as advanced asset building topics, including analyzing credit reports, techniques to build credit, and debt reduction as needed

·Collaborate with development team to design new programming and draft proposals to grow Economic Empowerment services

·Lead, with support, the planning and coordination of special events such as partner engagement events and workshops

·Represent IRC Seattle’s Economic Empowerment program in the local community, and develop and maintain strategic partnerships with other voluntary agencies, educational institutions, employer partners, small business and financial experts, mentors, key donors, and other relevant stakeholders

·In collaboration with Deputy Director and other colleagues develop and implement process improvements to increase efficiency and quality of programming

·Develop and improve data collection, analysis, and reporting systems; establish monitoring and evaluation tools to ensure effective programming

·Oversee the recruitment, training, and management of program staff, volunteers, and interns

·Other duties as assigned

oExternal:IRC National Network of Economic Empowerment Programs, IRC Economic Empowerment Technical Unit, Local Small Business Associations and organizations, Financial institutions, corporate partners, community-based organizations, donors, employer partners, etc.

Job Requirements:

·Relevant degree or equivalent experience

·Minimum 3-5 years progressive work experience including program coordination, management, or equivalent

·Demonstrated experience working with refugees, asylees, and/or other immigrant populations

  • Lived experience as a refugee or immigrant is preferred

·In lieu of lived experience, experience working with refugees and/or immigrants; cross-cultural or overseas experience accepted

·Experience working with non-native English speakers of varying levels required

·Ability to work well with people of diverse cultural backgrounds

·Experience in an advising capacity assisting people in determining economic opportunity pathways

·Demonstrated ability in designing, developing, and implementing economic empowerment programming

·Demonstrated experience with project design, proposal development, and implementation of program growth

·Ability to manage change and program growth through vision, strategy, staff support and development, and solid leadership, implementation, and organizational skills

·Experience supervising and supporting staff, interns, and volunteers

·Ability to work well independently and as part of a team

·Flexibility and well-developed organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines in the context of a diverse, fast-paced work environment

·Strong written, oral, and interpersonal communication skills: the ability to communicate effectively with colleagues and partners in a cross-cultural, multi-disciplinary environment, and the ability to present to diverse audiences

·Solid diplomatic and networking skills: the ability to effectively manage a variety of internal and external relationships

·Fluency in English; fluency in other relevant languages preferred

Working Environment:

  • Access to a reliable transportation to travel regularly throughout the service delivery area
