OBJECTIVES OF THE PROGRAMME

The objective of WHO NMH programmeis to reduce NCDs and mental health mortality and morbidity through increasingaccess to quality health care services focusing early diagnosis, treatment andrehabilitation as well as reducing NCDs risk factors through comprehensivemultisectoral mechanism. The main focus of theprogramme will be on: Strengthening country capacity to develop national mloutsectoral policies and plans and implement interventions to prevent and control NCDs and their risk factors in line with the Regional Framework for Action and the United National Political Declaration. Strengthening country capacity to develop national polices and plans and implement interventions to promote mental health, reduce the burden of mental health disorders, and prevent and treat substance abuse disorders in line with global comprehensive mental health action plan and regional strategy on mental health and substance abuse. Coordination between country partners to develop and implement programme and plans to prevent violence and road safety injury. Contributing to reduced risk factors for malnutrition, overweight, obesity or under-nutrition such as stunning and wasting.

DESCRIPTION OF DUTIES

Theincumbent will perform the following duties:Generic Duties 1.Undertake research and data collection on thenon-communicable disease topics to contribute to the development of publichealth programmes and activities and reporting. 2. Contribute to the drafting of new NCD guidelines,and revision of existing policies and guidelines. 3.Participate in the coordination and organization ofpublic health workshops, meetings, conferences, and other events relevant tothe public health topics. 4.Contribute in community outreach activitiesconcerning non-communicable disease activities and other and other publichealth activities. 5. Acts as a focal point to NCD topics in the area ofwork. 6. Perform all other related duties as assigned. Specific duties Supports the organization of national/ sub-national training courses related to UHC/NMH programme/projects and the facilitation/ organization of regular coordination and preparedness meetings with key actors. Ensure timely preparation of correspondence, technical briefs and backgrounds, reports, presentations, and other related to the areas of responsibility of the incumbent.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in Health (medicine or publichealth related fields such as healthpromotion, nutrition, or health management)
Desirable: Advanced university degree in Health (medicine or publichealth) with a specialization in non-communicable diseases. Postgraduate degree in Medicine/Public Health/Non Communicable Diseases.

Experience

Essential: At least one year of relevant experience in monitoring and evaluation of Non Communicable diseases and mental health programme in Iran.
Desirable: Work experiencewith UN system or international non-governmental organizations.

Skills

Knowledge of country level situations with regardto Non-Communicable Diseases with good understanding of relevant country'sneeds, priorities and policies, along with WHO's policies, practices,guidelines and procedures in the related areas and ability to apply them in thecountry office setting. Sound skills in working with national and UN partners Proven skills in monitoring, evaluation and reporting of health programme focusing on NCDs and mental healthAbility to identify issues, formulate opinions,make conclusions and recommendations. Ability to review and revise policies andobjectives of assigned program and activities. Interpersonal skills using tact, patience andcourtesy. Excellent knowledge of Health and safetyregulations. Proven knowledge of technical aspects in the fieldof specialty. Public speaking techniques. Excellent drafting and communication skills. Commitment to implementing the goal of genderequality by ensuring the equal participation and full involvement of women andmen in all aspects of work. Team spirit and time management skills.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 31,200 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
