VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programmes, Partnerships and Field Coordination (PFC), strives for a coherent strategic and programmatic operational response to regional and country priorities to accelerate ISID through the integration and scale-up of UNIDO’s operations and forging and maintaining strategic partnerships with leading development stakeholders and organizations. The Department of Programme and Partnership Coordination (PFC/PPC) assists Member States in enhancing cooperation with the private sector and international and development financial and banking institutions, and in mobilizing public and private partnerships and resources as well as coordinating the development of Programmes for Country Partnership (PCPs)/Country Programmes (CPs). It coordinates PCP as the chief model to upscale UNIDO’s work. This position is located under the Programme for Country Partnership Division (PFC/PPC/CPD) which facilitates the integration of the technical operations of UNIDO at all levels. It coordinates the implementation UNIDO’s PCP policy and guidelines. It coordinates, in particular, the identification, monitoring and communication of PCPs, in collaboration with respective PCP Programme Managers and with the support of the Regional Coordination Divisions.

PROJECT CONTEXT The Country Programme (CP) is a roadmap designed to coordinate the support by the United Nations Industrial Development Organization (UNIDO) with those priority strategies of the Plurinational State of Bolivia regarding the implementation of an Inclusive and Sustainable Industrial Development (ISID), as defined in the Lima Declaration of December 2, 2013, agreed upon during the 15th Session of UNIDO’s General Conference; and reflected in objective 9 of the 2030 Global Development Agenda: "Build resilient infrastructure, promote sustainable industrialization and foster innovation”. For its design, UNIDO’s activities in the country were aligned and new interventions proposals were formulated according to the priorities of the Plurinational State of Bolivia, as expressed in the 2025 Patriotic Agenda, with the 2015-2020 Economic and Social Development Plan (PDES) and with sector plans of the ministries involved. Considering that industrialization is a long-term process involving many actors, efforts will be made to strengthen synergies, thus minimizing the risk of duplicating other development partners' endeavors, both public and non-public, including the national private sector. Based on national priorities, this Programme will become a guide for the intervention of UNIDO in the Plurinational State of Bolivia in the years to follow. The CP will contribute to Sustainable Development Goals (SDG) of the 2030 Global Development Agenda, particularly SDG9 (Build resilient infrastructure, promote sustainable industrialization and foster innovation) and effective application of the current UNDAF (general UN cooperation framework) and those results anticipated in the UN Development Assistance Framework (UNDAF 2018-2022). The process of UNDAF is implemented in the framework of the initiative “Delivering as One – DaO), adopted since 2014. The CP will be focused in contributing to the transformation and diversification of the productive matrix in harmony with the Mother Earth in 5 major intervention themes: i) Development of the sector institutional mechanisms; ii) Supporting investments in productive complexes; iii) Supporting improvement of productivity; iv) Market development and consolidation; v) Supporting reduction of pollutants. The National Coordinator will work under the supervision of the CP Bolivia Programme Manager (UR Mexico) and in close cooperation with relevant national counterparts. Duty Station: La Paz, Bolivia Approximate duration: 3 months (with the possibility of extension)

Main Functions

Under the supervision of the Project Manager, and in close cooperation with relevant national counterparts, the National Coordinator will ensure efficient mainstreaming, up-scaling, TC identification and development, and will assist in appraising and monitoring CP Bolivia programme execution by: - Establish and maintain contact with senior national government stakeholders, UNCT and Resident Coordinator Office for effective coordination of Country Programme activities; - Establish contact with the donor community in Bolivia in relation with on-going and pipeline TC interventions; - Coordinate and facilitate the daily operations of the CP Bolivia and foster inter- linkages and cross-cutting activities with relevant stakeholders; - Plan, organize and facilitate programme-related meetings, workshops and trainings and prepare minutes/reports for distribution to key stakeholders; - Monitor and expedite project execution systematically through discussions, financial and narrative reports, correspondence with technical, substantive and project staff, field visits, elaboration of periodic project progress reports, participation in tripartite reviews and mid-term project evaluations; utilize information obtained as an input to corrective decision-making and revisions; - Organize and conduct briefings and debriefings on the CP with special regard for the country, sub regional and regional aspects, resources and development characteristics, with a view to maximizing project performance levels; - Represent UNIDO in high-level institutional meetings upon request of the Project Manager.

Minimum Requirements

Education

Advanced university degree in economics, business administration, engineering, environmental or social sciences, or related discipline is required.

Languages

Fluency in written and spoken English and Spanish is required.

Computer Skills

Field of Expertise

- A minimum of seven (7) years of professional experience in field of technical cooperation and/or project management, including work experience with international organizations and coordination with public and private stakeholders is required. - Experience in evaluating the needs, conditions and problems in developing countries is desirable. - Experience in working with government institutions, international economic relations, environmental management, industry environmental management, sustainable development and/or climate change, is desirable.
