Office/Unit/Project Description

Set-up in 2009 by UNDP, the Green Commodities Programme (GCP) exists to improve the national economic, social and environmental performance of agricultural commodity sectors. GCP works within agricultural commodity production in countries of UNDP operation where the programme can have significant impact on rural livelihoods, mitigating climate change, and maintaining the ecosystem services and resilience of landscapes and seascapes.

We primarily work with governments to convene multi-stakeholder platforms to create and implement national action plans for sustainable commodities. We are currently working on palm oil, cocoa, coffee, beef, soy, pineapple and fisheries in Indonesia, Ghana, Cote d’Ivoire, Peru, Ecuador, Brazil, Costa Rica, Dominican Republic, Liberia, the Philippines and Papua New Guinea.

UNDP’s impartiality makes us particularly suitable to convene public and private sector actors around specific development topics. Our ability to facilitate public-private platforms around key economic sectors allows for innovative public-private cooperation to address sustainable development challenges and to help deliver the Sustainable Development Goals.

GCP also supports a growing community of practice around sustainable commodities in developing countries, called: The Green Commodities Community. 

Working across the entire supply chain, GCP is now also coordinating a major new GEF Integrated Approach Pilot (IAP) program called: The Good Growth Partnership (GGP). This is an integrated “supply chain” approach to tackling the underlying root causes of deforestation from agriculture commodities, specifically beef, oil palm, and soy, which together account for nearly 70% of deforestation globally. The IAP Program is being delivered through a multi-agency consortium including WWF, IFC, UNEP, and CI and UNDP working across Brazil, Indonesia, Liberia and Paraguay. The program involves a number of ‘child’ projects focused on sustainable production, responsible demand, enabling transactions and adaptive management and learning. GCP is the lead agency on the program and is also implementing the production project and the adaptive management and learning project.

 

Institutional Arrangement

The GCP MEL Officer will work under the supervision of the GCP MEL Specialist. In the course of the assignment s/he will also liaise with other internal and external stakeholders as needed.

Duties and Responsibilities

Scope of Work

Working closely with and under the supervision of the GCP Monitoring, Evaluation and Learning Specialist (GCP MEL Specialist), the GCP Monitoring, Evaluation and Learning Officer (GCP MEL Officer) will be responsible for the following tasks:

Coordination and Support on Monitoring and Evaluation:

  1. Facilitate GGP country teams in Indonesia, Liberia and Paraguay in GEF Core Indicators and project objective and outcome monitoring;
  2. Maintain GGP monitoring tools updated, including the core indicators dashboard (Power BI) and GGP Production and A&L monitoring trackers (Excel-based);
  3. Gather data from GGP partners to populate the GGP program-level KPI framework;
  4. Support the GGP Production and A&L Terminal Evaluation process;
  5. Conduct with monitoring other GCP programme and project indicators, through adequate primary and secondary data collection, management, analysis and reporting;
  6. Support with developing M&E systems at programme and project level, as needed;
  7. Organize and implement outcome monitoring exercises, as needed;
  8. Facilitate and participate in reporting exercises, as needed;
  9. Participate in any other quantitative and qualitative data collection, management, analysis and interpretation exercises as needed (including monitoring of the GGP MTR management response and LAC COTS input gathering);
  10. Facilitate internal calls, discussions and progress reviews as needed;
  11. Perform any other MEL tasks as needed.

Required Skills and Experience

Minimum Academic Education:

  • Master’s degree in economics, sociology, environmental studies, international development, management, or other related fields;
  • Bachelor´s degree in economics, sociology, environmental studies, international development, management, or other related fields may also be considered.

Minimum years of relevant Work experience:

  • Master’s degree with no experience or Bachelor’s degree with at least two years of professional work experience in monitoring, evaluation and learning (MEL) is required.

Required skills and competencies:

  • Experience in conducting research, including through primary data collection, analysis and interpretation;
  • Experience with reporting.

Desired additional skills and competencies:

  • Experience working with qualitative data analysis such as Nvivo will be an advantage;
  • Experience working with sustainable agriculture and commodities will be an advantage;
  • Experience providing data collection, management, and analysis advice to project teams will be an advantage;
  • Experience at the UN, or at similar international or bilateral organizations will be an advantage;
  • Experience supporting complex global teams will be an advantage.

Required Language(s) (at working level):

  • Excellent command of English;
  • Working level proficiency in Spanish.
