STANDARD MINIMUM QUALIFICATIONS

  • Education: Completion of secondary school education. A post-secondary certificate in the related functional area is an asset.
  • Experience: Six or more years of progressively responsible work experience in the relative business stream with experience in general administrative work
  • Knowledge & Skills: Ability to follow standard business support processes and procedures; Proficient Knowledge and usage of standard office software packages; Good attention to details; proficient knowledge and usage of information and data management systems.

 

ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) has been providing emergency relief in Libya since April 2011, when conflict caused the economic and humanitarian situation in the country to deteriorate significantly. Food insecurity remains a challenge due to protracted displacement, disruption to markets and skyrocketing food prices.

The WFP program direction in Libya will focus on Cash Based Transfers (CBT) modalities of assistance in providing the beneficiaries with means to access food in local markets according to their needs. Position holder is expected to contribute to this vision and ensure effective and efficient implementation of CBT activities across Libya in accordance with WFP corporate guidance.

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines;
  • Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. cash assistance needs, resource utilization, reconciliation reports, abnormalities reports etc…) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control;
  • Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders;
  • Liaise with internal counterparts such as Monitoring & Evaluation Unit and Supply Chain Unit to support effective collaboration, implementation and monitoring of ongoing CBT project activities;
  • Coordinate with local partners, Financial Service Providers, other service providers, agencies, NGOs and government institutions to ensure efficient delivery and implementation of CBT assistance;
  • Support the capacity building cooperating partners, financial service provider and national government within the specific technical area;
  • Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility;
  • Oversee and/or review the work of cooperating partners, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines;
  • Ensure monthly assistance is coordinated and provided on time, including preparation and submission of required documentation for the process;
  • Assist CBT coordinator in designing key processes for payment of funds to beneficiaries through FSP, reconciliation of beneficiary payments, as well as payment of operational expenses.
  • Perform other duties as required
