The Green Climate Fund (“GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change. 
GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. 

The Fund seeks to recruit a Senior Results and Data Management Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team on HQ based. The assignment is for an initial  120 working days over a 6 months-month period. 

 

Role

The Division of Portfolio Management (DPM) in the Green Climate Fund is currently seeking a Sr. Results and Data Management Consultant to support the development, implementation and integration of a Data Factory solution as articulated by the data management strategy. The Secretariat’s data is stored in multiple databases and in a very siloed manner which increases manual efforts to consolidate data and manage interoperability (sharing of data across systems). This manual work slows down the speed  and efficient of providing reporting, analyses and credible insights. The data factory solution as envisaged would provide for the wholistic and efficient integration of various organizational IT systems and databases to support the speeding up of information flows and the reduction of operational costs for the GCF.  Additionally, the Consultant will also support the further development and implementation of the Secretariat’s Portfolio Performance Management Systems (PPMS).

 

Duties and Responsibilities

The Consultant will be responsible for but not limited to:

The consultant will be responsible for the following duties.
1) Provide support for the operationalization of the Data Factory as articulated in the data management strategy
- Analyze the current routing of data flows and propose their re-routing and automation through the data factory
- Provide insights into process improvements resulting from analyses of data flows
- Develop and maintain all operational and technical flows for data automation and re-routing
- Catalogue reports, dashboards, and other data storage elements to expand access to available data for the organization
- Continue to create the initial data access layer with common methods for exposing data (API’s, TDS’s,)
- Partner with cross-divisional teams to create Business Requirements Documents (BRD) for integration and automation of data flows
- Support the work of the Data Council as endorsed by the GCF’s
2) Provide support to the development and implementation of online based project / portfolio performance monitoring/management tools.
- Provide support to conceptualization of the next phases of the PPMS including restructuring  and reflow modules to expand the data capture and analytics capabilities of the PPMS;
- Provide technical inputs to the development and implementation of PPMS modules for funded activities as well as RPSP and PPF
- Support the data integration from various internal systems (iPMS, Tableau) to PPMS
- Collaborate closely with system developers in ICT with respect to testing; troubleshooting; and fine-tuning the PPMS and ensuring adequate reflection of user experience.
- Deliver consultation workshops within the DPM and with other offices within the Secretariat for successful piloting and implementation of the PPMS for funded activities, Readiness and PPF;
- Contribute to the development and enhancement of portfolio dashboards and or portfolio data visualization on PPMS; and
- Support the integration of new results framework (IRMF, RRMF) into the PPMS.

3) Support the implementation of GCF’s enhanced data management practices.
- Support the standardization of tools and approaches for data ingestion from various systems and applications
- Support the revision and updating of data input protocol in line with the data factory approach;
- Liaise with GCF data council to ensure effective and efficient coordination and collaboration on data initiatives
- Investigate data discrepancies and undertake data rectifications by working closely with project focal points as well as stakeholders outside of the OPM as required;
- Undertake additional operational tasks as required by RDM/DPM needs and context.


Required Experience and Qualifications

 Bachelor or Master's (preferred) level degree in information systems, data engineering, climate policy,  or related fields;
 Minimum 7 years of work experience with a master's level degree, 9 years of work experience with Bachelor’s degree, or equivalent combination of relevant education and experience in the above fields;
 Experience with implementing MSFT AZURE DATA FACTORY
 Strong command of software programs such as Excel, and other Microsoft Office suite products;
 Proficiency in data management and visualization tools such as Tableau including proven experience in undertaking data analysis;
 Excellent written and oral communication skills in English, and able to synthesize complex ideas in a concise manner;
 Good knowledge of portfolio management systems in the public and private sectors preferred;
 Ability to work in a multicultural environment with diverse stakeholders; and to
work independently and take the initiative in response to Fund's needs.
