The Green Climate Fund (“GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change. 
GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. 

The Fund seeks to recruit a Results and Data Management Assistant Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team on HQ based. The assignment is for an initial  120days over a 6 months-month period. 
 

Role

The consultant will be responsible for assisting the RDM team with a range of operational and analytical tasks necessary for the management and reporting on the GCF portfolio data and results, in collaboration with other workstreams within the DPM, as well as relevant offices and divisions such as the Office of Executive Director (OED), Division of Mitigation and Adaptation (DMA), Division of Private Sector Facility (PSF), Division of External Affairs (DEA), Division of Governance Affairs (OGA) and Division of Support Services (DSS)’s Information and Communication Technology Unit (ICT). Specifically, he/she will assist with 1) undertaking portfolio data analyses and compiling a range of portfolio level reports and briefs; 2) optimizing and maintaining GCF’s portfolio management systems and databases, and 3) supporting the implementation of the Fund’s integrated results management framework (IRMF) and Readiness Results Management Framework (RRMF). S/he will report directly to the Data Management Associate and ultimately to the Senior Specialist of the RDM.
 

Duties and Responsibilities

The Consultant will be responsible for but not limited to:

Under the overall guidance of the Data Management Associate and the Senior Specialist, s/he will provide the following main services.
1) Support portfolio-related data analyses and the compilation of reports and briefs on the portfolio status, implementation performance, and climate results for internal and external stakeholders.
• Support the compilation of Board documents and Conference of the Parties (COP) reports on the GCF portfolio, including financial information, climate change mitigation/adaptation impacts, and other relevant information in collaboration with other workstreams within the DPM and relevant offices and divisions such as OED, DMA, PSF, OGA and DEA;
• Draft information briefs, presentation decks, and dashboards on the GCF portfolio based on organizational needs;
• Update and maintain GCF portfolio data including those on disbursement projections and performance indicators in the Secretariat’s internal data management systems;
• Conduct analyses of portfolio and results data and identify early warning signals and implementation risks for effective monitoring of projects under implementation;
• In collaboration with other divisions such as DMA, PSF, and ICT, ensure the accuracy and completeness of the internal and publicly available information by identifying any data gaps in the database and proposing rectifications as appropriate;
• Respond to portfolio data needs and queries across the Secretariat and from external stakeholders; and
• Undertake additional research and operational tasks related to data analytics initiatives as assigned by his/her supervisors.
2) Assist with the optimization and maintenance of GCF’s portfolio management systems and databases.
• Provide support to the development and implementation of GCF’s Open Data Library (ODL) which is a self-service platform for GCF portfolio data. This work includes the preparation of training for ODL users, quality assurance of the Tableau implementation underlying the ODL, and the development of new features onto the ODL;
• Support the overall work of operationalizing and maintaining the online-based portfolio performance management system (PPMS) including the scoping with relevant divisions, consultation with the ICT and the system vendor, creation of process maps for new PPMS modules, online form development and refinement, user-acceptance testing, and system administration;
• Ensure smooth onboarding of various GCF operational divisions and external partners on the PPMS through preparation for webinars, training, and presentations as relevant;
• Troubleshoot and respond to user queries as appropriate; and,
• Support any other initiatives to optimize, operationalize, and/or integrate GCF’s portfolio management systems.
3) Provide support to the implementation of the Fund’s integrated results management framework (IRMF) and readiness results management framework (RRMF).
• Update and maintain GCF portfolio data such as on disbursement projections and performance indicators in the Secretariat’s internal data management systems; and,
• Provide technical assistance on incorporating the IRMF and project risk and performance indicators into the PPMS as well as the RRMF.


Required Experience and Qualifications

• Bachelor’s degree or equivalent in economics, finance, climate policy, environmental science, information science, or related fields;
• Minimum one year with a master’s level degree, or Minimum two years of work experience with a bachelor’s degree;
• Proficiency in standard software programmes (MS Excel, Word, PowerPoint, Outlook, and Access) as well as data management and visualization tools including proven experience in undertaking data analysis; experience of Tableau is an added advantage;
• Excellent written and oral communication skills in English, and able to synthesize complex ideas concisely;
• Good knowledge of portfolio management systems in the public and private sectors preferred;
• Experience in climate finance, international economics, or information management is highly desirable;
• Ability to work in a multicultural environment with diverse stakeholders;
• Ability to work independently and take the initiative in response to Fund's needs; and
• Experience in an international setting is an advantage.
