Organizational Context

UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Department of Human Resources Management (CMO/HRM) is responsible for ensuring that the Organization has at its disposal the human capital required to deliver its mandate and achieve business and strategic goals. To this end, the Department designs and implements modern human resources management policies and tools, which allow the Organization to attract the best talent, help its staff develop and grow professionally in jobs and through continued learning, and keep them engaged and motivated throughout the employment cycle to contribute their best. The Department delivers a broad range of services covering UNIDO’s human capital through a partnership model with the Department’s Professional staff acting as business partners for relevant parts of the Organization. The Department oversees the functions of Gender Equality and Empowerment of Women. The Department is further responsible for carrying out statutory functions in accordance with the provisions of the staff regulations and rules of the Organization, the regulations of the United Nations Joint Staff Pension Fund (UNJSPF) and policy issuances covering other categories of UNIDO human capital, including management of security-related entitlements for all UNIDO personnel at Headquarters and in the Field. This position is located in the Talent Planning, Acquisition and Development Division (CMO/HRM/PAD). The Division promotes and implements strategic organizational policies aimed at improving the planning, acquisition, development, engagement, motivation and retention of the human resources required for the Organization's mandate. In this respect, the services of the Division cover staff members, Individual Service Agreement (ISA) holders and other personnel. The Temporary Recruitment Assistant reports to the designated Human Resources Officer and/or Chief of PAD. The incumbent is expected to perform routine and non-routine processes, focusing on consistent service delivery and support services within the organizational environment and team. His/her interventions result in targeted service delivery. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

Main Functions

Talent Acquisition - Assists in screening of the incoming recruitment requests for compliance with the established rules and regulations, obtains and provides the HR Officers with all relevant background information. - Assists with required approvals and preparation of the vacancy announcements. - Screens applications for assigned positions; identifies qualified and eligible candidates for the assignments in GS category in line with requirements stated in the vacancy announcements; seeks clearances, submits long-listed applications to requesting organizational units and drafts related correspondence. - Assists with the assessments and interviews for filling positions; follows up on required documents for obtaining appointment approvals. - Initiates and follows up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities. - Assists with all background information for issuance of letters of appointment and prepares all relevant documentation on selected candidates for submission to the Employee Services, Relations and Policies (SRP) Division. - Processes requisitions and tasks related to the recruitment under the Individual Service Agreement contracts for the assigned portfolio. - Replies to general queries from requesting managers/offices and candidates and keeps track of the status of the assigned recruitment cases; follows up with client offices on deadlines. Organizational Learning & Staff Development - Assists with the annual Learning Needs Assessment and the establishment of a yearly UNIDO learning plan, researches and gathers information to assist the Human Resource Officers to develop the organizational learning and coaching programmes based on learning needs and gap analyses for the purpose of upgrading the skills of staff, improving their performance and developing their career opportunities. - Administers the logistical arrangements for the implementation of the approved methodology and strategy for the utilisation of the organization’s career development budget and its optimum utilisation. - Compiles results the organizational learning and development programmes to enable the Human Resources Officers to design further programmes to promote continuous improvements at individual, unit and organizational levels. - Organizes and administers the logistical and administrative arrangements for the organizational learning and development programmes. - Assists with tracking e-learning activities, following up with internal clients. Other/General tasks - Assist with the implementation, monitoring and outreach for UNIDO talent programmes (Junior Professional Officer, Partner Expert, Internships, etc.). - Maintains an up-to-date filing system and databases. - Backstops other Assistants in PAD. - Provides input / statistics to audits, independent evaluations, JIU reports, etc. - Processes requests for issuance of travel documents, medical and security clearances, draft employment or service certificates, and other related correspondence. - Perform other related duties as assigned.

Minimum Requirements

Education

Completed higher secondary education (high school diploma or equivalent) is required. Credit towards total working experience may be considered on a year- -by-year basis, up to maximum of four years, for a first university degree or or equivalent diploma, in a field relevant to the post.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of French or Spanish, or of another official UN language, is desirable.

Computer Skills

Field of Expertise

- At least six (6) years of working experience in providing support to managerial/professional staff and using administrative skills is required. - Experience/proficiency in using of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet search engines, is required. - Experience in providing assistance with administration of staff is desirable. - Experience in office procedures and practices, preferably within the UN system or in a multicultural environment, is desirable. - Experience with SAP or similar ERP software is desirable.
