VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitalization, Technology and Agri-Business (DTA), headed by a Managing Director, coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR). The Department of Digitalization, Technology and Innovation (DTA/DTI) leads the way in addressing opportunities, challenges and risks stemming from the fourth industrial revolution (4IR) and its contribution to sustainable socio-economic progress. The Department is responsible for the strategic coordination of 4IR-related matters with designated focal points in other technical Departments and organizational entities of UNIDO, as appropriate. In consultation with public and private partners, DTI designs and implements holistic interventions that are tailored to specific country needs. This position is located under Innovation and Digitalization Division (DTA/DTI/IDD) that promotes digital transformation and innovation ecosystems building, to advance the economic competitiveness of developing countries by helping them to benefit from the rapid progress of digital and convergent technologies associated to the Fourth Industrial Revolution (4IR) and ensuring a smooth transition towards cyber-physical industrial systems and a smart society.

PROJECT CONTEXT The COVID-19 global epidemic is straining populations and economies around the world. Although it has reported fewer cases of people infected with COVID-19 than other countries on the continent, Senegal is reportedly equally as affected as other countries in the region due to the effects of economic and financial contagion. Real GDP growth would go from 5.3% in 2019 to 1.1% in 2020, taking into account the effect of the response organized by the government to minimize the impacts of the crisis. Exports should register a 16% drop in 2020 against an increase of 9% in 2019 and imports should show a sharp drop, estimated at 18% in 2020 against an increase of 6% in 2019. The sectors most affected are: Accommodation and catering, Commerce, Transport as well as Fishing and fish farming whose activities are directly affected by the restrictive measures that the government has been forced to adopt in terms of health. These sectors represent 40% of jobs. In this context, MSMEs deserve special attention. According to some sources, the weight of SMEs in the Senegalese economy reaches 97%. Their contribution to employment exceeds 90% of total employment. To tackle this pandemic, MSMEs need appropriate technical support, but also direct and targeted financial support, given the income losses they faced. At the same time, special attention must be given to women and young people who are overwhelmingly present in MSMEs as entrepreneurs or as employees with a concentration in the tertiary sector, the most affected by the pandemic. Objective: The Program is part of the West African Competitiveness Programme - Senegal Component (WACOMP) The P2R is developed to contribute to the economic and social response against the COVID-19 pandemic. The specific objective is to support the resilience of MSMEs and their employees to the Covid-19 crisis and to initiate a rapid and sustainable post-COVID-19 recovery in the agri-food, healthcare and other priority sectors. Expected results: Result 1: Capacity of at least 200 local MSMEs (out of which at least 30% are managed by women and 20% by young people) is strengthened and jobs are maintained. The potential for job creation is enhanced in the agri-food, health care and other priority sectors in order to improve production processes and adopt standards and technical regulations to meet local demand and promote exports to ECOWAS sub-region; Result 2: Upgrading of 5 laboratories; Result 3: Technological innovation is supported to develop the means to fight COVID-19 by adopting the necessary processes and equipment / materials. Main Functions

Under the supervision of the Project Manager, the Communication and Visibility expert will execute the following duties: - Contribute to the finalization of projects communication strategies; - Produce and oversee awareness-raising and communication materials (brochures, posters, articles...) through different medias types (print, internet, radio, events), including preparation of ToR for experts, redaction of design/production plans, redaction and edition of content and distribution/promotion of media coverage; - Maintain contacts with all projects partners, stakeholders and beneficiaries upon regularly scheduled intervals (for example through email campaigns); - Provide technical support and advice related to communication and visibility to UNIDO project teams; - Support the organization of technical meetings, trainings and other events related to the project; - Contribute to the finalization of technical/official documents, factsheets, reports, presentations; - Monitor and evaluate constantly the implementation of communication strategies through various KPIs; - Undertake ad hoc activities discussed and approved by the Project Manager.

Minimum Requirements

Education

Advanced university degree in business administration, communication, public relations or other relevant discipline is required.

Languages

Fluency in written and spoken English and French is required. Fluency and/or working knowledge in written and spoken Arabic is desirable.

Computer Skills

Field of Expertise

At least one (1) year of work experience in communication, marketing or other relevant discipline is required. Experience in the use of various software to develop visibility materials is desirable. Excellent oral/written skills and ability to adapt key messages to different target audiences is desirable.
