ABOUT THE JOB

The Operation Officer (OO) will set up and manage all office functions at the operation location area. Manages the regional operations area, admin, finance and Logistic in accordance with the operations and administrative SOPs. He acts as the liaison between DRC/DDG HQ Kabul and relevant DMAC office.

Responsibilities:

  • Manage and maintain good discipline and chain of command to the personnel within the area operation office.
  • Plan, monitor and evaluate the Demining operation (where applicable), Clearance, EOD, MRE and Survey activities.
  • Report various line function activities to the respective Regional Mine Action Manager/project focal point in office.
  • Manage and coordinate activities between Operations, Logistics and Admin/Finance staff. Ensure to correct application of logistics, administrative and financial procedures at relevant area of operation.
  • Maintain functioning radio communications and logistics re-supply.
  • Be informed of the security situation on a daily basis and evacuation routes in the Province.
  • Report changes with the security situation of the relevant area to the Regional Mine Action Manager/Project focal points and safety officer.
  • Where tasked by Regional Mine Action Manager/project focal point, coordinate within internal investigation board in an event of Mine/UXO accident or other incident.
  • Regularly visit and appraise the work of all teams in all locations, providing support and feedback.
  • Coordinate with the team leaders that all teams are performing according to DDG operational SOP.
  • Ensure explosive store, use of that materials, transportation and accountability are conducted according the DDG operating SOPs.
  • Be informed of all external and internal nonconformities received by operational teams and that they are solved on time.
  • Summarize and submit the relevant team’s monthly achievement report to the operation department Kabul.
  • Preparation of teams monthly /weekly location report and monthly filed staff attendance report.
  • Ensure the cashbooks and receipts for the current mission are maintained on a daily basis and sent to HQ without delays at the end of each week.
  • Liaise with DMAC and other humanitarian and development organizations active in the operation area. Liaise with other authorities, ANA and ANP in coordination with the instructions from DRC/DDG HQ Kabul.
  • Participate in Coordination mine action Meetings and Technical Working Groups arranged by DMAC. Develop a professional relationship with relevant DMAC.
  • Co-operate and give support and assistance to internal and external QA in all operational matters.
  • Undertake any other tasks as directed by the Regional Mine Action Manager and other relevant Heads of Department.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • 5 years’ experience in the mine action program (Clearance, MRE, Survey and MDU operation).
  • 3 years’ experience for Mine Action (MA) operation officer.
  • Have to be qualified EOD IMAS level 3  
  • Middle management level
  • Basic knowledge for Finance , Logistic and HR

Education/qualifications:

  • High school (Certificate is attached)
  • Bachelor degree (Certificate is attached)

Languages:

  • Pashto and Dari –fluency
  • English -advance
