STANDARD MINIMUM QUALIFICATIONS

ORGANIZATIONAL CONTEXT

The aim of SUMAT is to have a team of doctors that provide excellent primary care and stabilize emergencies, offer timely technical input for medical evacuations and provide health education for WFP employees and their families in the locations identified by the Country Office (CO). 
To support WFP staff in Darfur in their mission, the SUMAT Senior Project Advisor, with WFP HQ and Country Office support, will be guiding, advising, and monitoring as well as providing management support to the project. The Senior Project Advisor will play a key role in the technical evaluation of the clinical activities and services’ quality control process. The Senior Project Advisor will be roving around all the SUMAT clinics to assess the strengths and weaknesses of the medical services provided, to streamline all the clinical and medical warehousing processes. Additionally, the Senior Project Advisor will work with the SUMAT project manager and all the relevant stakeholders to implement the recommendations for healthcare support in Khartoum for WFP’s 1450 staff and family members.

The Senior Project Advisor will report to the Head of Administration and will work in close collaboration with the SUMAT Project Manager, the SUMAT Head Doctor, the SUMAT Doctors, the WFP Sudan CO and RMW Staff Health Advisor.
 

KEY ACCOUNTABILITIES (not all-inclusive)

The SUMAT Senior Project Advisor duties consist in the following: 

1.    Monitor the clinical activities in all SUMAT clinics to ensure evidence-based patient care and practice in line with Medical Professional Standards and deontological norms.
2.    Advise the project team in developing strategies and best practises to enhance the effectiveness and sustainability of the project.
3.    Provide technical guidance in the fields of emergency medical evacuation, medical warehousing, and stabilization.
4.    Contribute to the consolidation of technical knowledge and lessons learned and distill good practices for dissemination.
5.    Conduct regular field visits to monitor clinical activities and assist with the supervision missions from the co-operating institutions to ensure a conducive and secure working environment for medical staff.
6.    Facilitate communication interaction between AFPs, MOH, UNITAMS, local medical facilities and counterparts to build synergies with key partners to ensure greater impact of the project.
7.    Ensure the proper management of confidential patient information without sharing any patient information with UN agency except the minimum necessary for medical evacuations, emergency care or referrals, recording all consultations in Electronic Medical Records.

DELIVERABLES AT THE END OF THE CONTRACT

1.     Provide oversight mechanism through monitoring of progress of health care delivery by "high-level performance indicators,": (1) health improvement; (2) fair access; (3) effective delivery of appropriate health care; (4) efficiency; (5) patient/caregiver experience; and (6) health outcomes of SUMAT.
2.    Ensure that technical (i.e., medical/health) and logistical coordination to ensure high quality primary healthcare services to staff and family members 
3.    Implement the MSHE recommendations regarding primary healthcare for UN staff and dependents (initially, WFP staff and dependents) in Darfur at support the planning phase to expand the project to Kordofan and Blue Nile area for the next year. 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Education:
Advanced university degree (Doctorate, Masters or equivalent) in Medicine or demonstrably equivalent studies from a recognized institution. Registration as a General Practitioner in the country of origin is required. 

Experience:    
At least 12 years of professional clinical experience in the areas of primary healthcare and medical emergency management. Experience in working in a hardship location under very difficult and insecure environments. Experience in the Darfur region in Sudan is an asset.

Knowledge & Skills:
1.    Specialist expertise in the assessment and treatment of medical health needs and the assessment of future health risks. 
2.    Demonstrated skills to create a trusted environment in which patients can talk confidentially. 
3.    Ability to manage medical emergency situations with limited resources. 
4.    Excellent clinical knowledge and skills. 
5.    Excellent communication skills (oral, written and presentation). 
6.    Analytical ability 

Languages:    
English (proficient) Arabic is an advantage.
