BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP Syria Country Office is seeking to fill the position of Programme and Policy Officer 
(Protection and Gender), based in Damascus. The position will report to the International Protection and Gender Officer, work in close coordination with activity managers from different functional units and will support and coordinate with Protection and Gender Focal Points/ Results Network Members at field office level. The position will also contribute to the work of the Prevention from Sexual Exploitation and Abuse (PSEA) and Accountability to Affected Populations (AAP) team, currently composed of 4 team members and a complaint and feedback hotline. 
The Gender and Protection Officer will provide strategic and technical support to improve the integration of protection, gender and accountability across WFP programmes and operations in Syria Country Office. 

KEY ACCOUNTABILITIES (not all-inclusive)

1.    Work with senior staff from the Country and Sub-Offices to promote a strong culture and leadership that support the integration of protection and gender principles in WFP’s programmes and humanitarian operations for safeguarding of the do-no-harm approach and gender equality results.
2.    Contribute to the development and update of CO gender and protection related strategies, positioning papers and workplans as required, and work with management and activity managers to ensure workplan implementation
3.    Support programme employees/personnel to integrate gender and protection throughout the programme management cycle (design, budgeting, implementation, monitoring, reporting and evaluation), and in needs assessment frameworks, including adaptation of tools, collection, analysis and reporting processes.
4.    Provide advice, guidance and follow up to any protection and gender related aspects in WFP programme implementation, including exploring how a system of reporting of protection issues within the context of WFP’s programme delivery can be established and sustained.

5.    Contribute to quantitative and qualitative analysis, as well as data collection processes, in relation to protection and gender related issues that are captured during consultations, assessments and any other means of communication with communities.
6.    In collaboration with the relevant programme personnel ensure protection issues can be captured through the Beneficiary Feedback Mechanisms and are responded to appropriately
7.    Devise and support the implementation of gender and protection capacity development initiatives, undertaking training and building the capacities of employees on protection analysis, response development and integration of these areas in WFP’s work.
8.    In line with WFP policies, carry out specific analysis on challenges, needs and capacities of persons with disabilities, including provision of support in designing specific sensitization activities that ensure inclusion in programming
9.    Coordinate the work and strengthen the capacities of Gender Results Network & Protection Focal Points throughout the country and field offices
10.    Represent WFP in all relevant inter-agency gender, protection and AAP coordination mechanisms, coordinating and strengthening the link between WFP’s internal work on gender, protection and AAP and its interagency role as a partner and peer within the humanitarian system.

STANDARD MINIMUM QUALIFICATIONS

Education:advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. 

 

Experience 

With an Advanced University Degree: At least 1 year of responsible professional post graduate in the following : 

  • Has gained experience in implementing programs and mainstreaming rotection, gender and/or accountability principles 
  • Has extensively built capacities of different stakeholders
  • Has provided input into policy discussions and decisions

With a First University Degree: At least 3 years of responsible professional post graduate in the following 

  • Has gained experience in implementing programs and mainstreaming rotection, gender and/or accountability principles 
  • Has extensively built capacities of different stakeholders
  • Has provided input into policy discussions and decisions


Language: Fluency in both oral and written communication in Arabic and in English.

Knowledge & Skills:

  • Sound knowledge of programme implementation with good & Skills: understanding of protection, gender and accountability mainstreaming. 
  • Excellent team player and genuine capacities of influencing a wide range of diverse people
