Context

United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021- 2025 strategy was signed by the UN and Government of Somalia leadership on 15 October 2020 with implementation to commence at the beginning of 2021. UNSDCF is the most important instrument for planning and implementation of the UN development activities at the country level in support of the implementation of the National Development Plan (NDP 9) and 2030 global agenda. The UNSDCF is framed by Strategic Priorities covering the entirety of the UN’s thematic areas of work in Somalia: 1. Social Development, 2. Economic Development, 3. Security and Rule of Law 4. Inclusive Politics and Reconciliation 5. Crosscutting Focus areas for this assignment are: A:Monitoring the implementation of the joint plan activities B: Reviewing and Reporting on progress C: Evaluation (output and outcome) D: Learning (process, effectiveness and efficiency) The position is located in the Integrated Office of the DSRSG/RC/HC for Somalia. The incumbent will report to the Head of Integrated Office through the Data Management and Results Officer. Within delegated authority, the Monitoring and Evaluation Officer will be responsible for the following duties: He/she will facilitate the timely implementation of the UNSDCF 2021–2025 Strategy, ensuring effective monitoring and evaluation of Programmes both outcomes and output level across the thematic areas. She/he will be responsible to assist the principle M&E Officer on the day-day monitoring and evaluation of programmes and projects. Additionally, s/he will further be responsible to assist Strategic priorities and the consolidation of progress reports. He/she will contribute to initial efforts in support of the UNCF to strengthen M&E practices and institutionalise learning for adaptive programming and forward-looking strategic planning. Part of the role is to identify opportunities for future pieces of work in this regard

Task description

Duties and Responsibilities In close coordination with Results, Groups contribute to the coordination, regularly monitoring, reviewing, documenting, reporting on progress towards the UNSDCF outcomes as outlined by the UNSDCF Results matrix and programme outputs. Support the Results Groups in their annual work planning, mid-term, final evaluation, and annual reviews process, including in the determination and adjusting of the UNSDCF indicator baseline and targets as new updates or data become available. As guided by the RCO team leader/ Data Management Officer actively participates in Results Groups meetings, SDG, Data for Development, and M&E group meetings. Support the Results Groups with their inputs to the annual one UN country Result Report (CRR) specifically to report progress on joint outputs as articulated in the Joint Workplans. Analyses, reviews, reports, evaluate on UNCF at the national level in terms of achieving results, using existing monitoring and evaluation platforms/ tools, and introducing new mechanisms and systems. Assists in creating and documenting knowledge regarding current and emerging, Gender Human Rights issues by analysing UNSDCF Joint Workplans Make substantive contributions through the collection of information and the analysis of the national, regional, and international data context. Assisting in implementing M&E knowledge management strategies to capture lessons learned and best practices, sharing these with UNCT for use in knowledge sharing and planning future strategies. Keep track of UNSDCF M&E activities, studies, surveys, and other M&E-related products Assists in documenting the overall achievement of results of the strategic components as contained in the UNSDCF. Assist in the supervision of quality assurance of UNSDCF Joint Work Plans in line with the UNSDCF outcomes and outputs. Map the results chain for the UNSDCF including inputs, activities, outputs, intermediate and outcomes. Lead the review of the existing M&E systems, tools, and indicators in use by the RCO/DSRG office, the Somalia government, and relevant partners, identify sources of data already available, and flow of information. Participate in internal and external monitoring missions. Identify opportunities to harmonize M&E across programmes that are contributing to the overall UNCF. Identify opportunities to institutionalize learning to inform adaptive programming and forward-looking strategic planning. Identify opportunities to review the outcomes/outputs and ultimate objectives of the UN mission and assess whether they are fit for purpose. Time frame and expected deliverables Time Frame and Deliverables First Month Deliverables 1: Review existing M&E systems, databases, tools Consultations with the ODSRG/RC/HC / IO together with the Data management, Results Monitoring and Reporting officer to review UNSDCF expected results and indicators with RGs co-chairs. Second Month Deliverables 2: Draft UNCF Monitoring Evaluation and Learning Plan (MEL) with associated guidelines and share with Results Groups, PMT and UNCT for inputs and comments. Incorporate , Results Group, PMT, UNCT comments and finalise. Third Month Deliverables 3: Design appropriate methodology, timeframe for implementing 2021 CF annual report and develop standard templates for reporting. In close coordination with the IO/ RCO office, UNCF Co-chairs RGs lead 2021 Cooperation Framework annual report. Knowledge sharing session: Organize a meeting to facilitate sharing of the annual reporting findings, recommendations, lessons learnt with the PMT, Results Groups and UNCT. Fourth Month Deliverables 4: In close coordination with Data Management Results Monitoring and Reporting Officer, UNINFO agency focal points or Results Group Focal points crosscheck and validate annual Results data populated in the UNINFO online database and provide feedback in case of any missing data. Deliverable 5: Develop a short list of recommendations based on identified opportunities for future pieces of work in relation to: Harmonizing M&E across programmes that are contributing to the overall UNCF. Institutionalizing learning to inform adaptive programming and forward-looking strategic planning. Reviewing the outcomes/outputs and ultimate objectives of the UN mission and assessing whether they are fit for purpose.
