Job Summary:

The Grants and Monitoring & Evaluation Manager is responsible for managing local business development activities and compliance, monitoring, and evaluation frameworks.They manage a team, collaborate with and advise program and functional leaders, and contribute to strategic initiatives to support operational success.

Responsibilities:

New Business Development (Pre-Award)

·Oversee new business development activities including business development research, identifying relevant opportunities, coordinating go/no-go decisions, and full cycle proposal development for public, private, and internal opportunities.

·Collaborate with program managers and staff, Finance, and Grants and M&E teams to design programs, develop and draft proposals (narratives, timelines, work plans, budgets, applications), request and confirm appropriate approvals, and prepare supporting documents needed for submissions.

·Review drafted proposals for compliance with the IRC’s Outcomes and Evidence Framework, internal procedures, business development processes, and feasibility. Identify and mitigate risks by working with teams involved.

·Serve as focal point for opportunity tracking system, OTIS, management.

·Ensure compliance with IRC’s standardized business development processes.

Data, Grants Management, and Compliance (Post-Award)

·Manage and update online referral system.

·Facilitate monthly budget versus actual meetings between program managers/coordinators and finance staff to ensure compliance and spend down.

·Hold monthly Salary Allocation meetings to ensure personnel spending remains on track.

·Meet regularly with program managers and coordinators to discuss the status of outcomes, ensuring that programs are on track and troubleshooting if not, and outstanding program needs for future funding proposals are identified.

·Facilitate grant opening, closing, and check-in meetings between program staff, finance, and the Grants and M&E Team.

·Participate in bi-weekly meetings with HQ Pre-Award Officer on status of opportunities in pipeline.

·Maintain grant and report tracking system, ensuring that information is available to, and understood by, program managers/coordinators for timely submission of reports.

·Respond to HQ requests related to grants and contracts, including annual budget and development planning process.

·Maintain accurate records related to potential partnerships and sub-awards in adherence to IRC’s Partnership Management (PEERS) system.

·Provide compliance and monitoring support by through internal program data monitoring and responding to program manager inquiries, reaching out to the donor where needed.

Monitoring & Evaluation (Post-Award)

·Develop, update, and maintain data dashboards in Tableau/PowerBI to display, monitor, track, and evaluate program data in real time; communicate data dashboard updates via reports to program managers and senior management team (SMT).

·Oversee client and partner feedback activities in coordination with program managers. Review surveys and other client feedback tools for consistency across programs to evaluate programs.

·Distribute reports for program staff and SMT on client feedback evaluations.

·Provide other monitoring and evaluation support to programs as needed.

·Attend monthly M&E Community of Practice calls.

·Other duties as assigned.

Qualifications:

Education: Bachelor’s Degree required. Master’s degree in international relations, data management, project management, non-profit management, or related field strongly preferred.

Work Experience:

·A minimum of five years of progressively responsible professional work experience in program design, proposal development, grant writing, project/program management, or related area.

·Professional work experience in refugee social services, humanitarian relief, public service, or other not-for profit environment strongly preferred.

·Prior supervisory experience preferred, ideally in a non-profit or community-based setting.

·Experience with refugee and/or immigrant populations highly preferred.

Demonstrated Skills and Competencies:

·Project management experience demonstrating the ability to create and coordinate successful work plans within established deadlines.

·Proven track record of success with public and private awards.

·Excellent interpersonal skills: the ability to work effectively with partners and colleagues.

·Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines with minimal supervision.

·Solid diplomacy, relationship building and networking skills; ability to effectively manage internal and external relationships, including community stakeholders and donors.

·Confident communication skills with ability to make judgements about appropriate information to share with various levels of stakeholders.

·Proficient in Microsoft Office applications (Word, Excel, Outlook) and with using online client and data management portals.

·Knowledge of data management and portal buildout in PowerBI/Tableau preferred.

·Fluency in English, both spoken and written with exceptional attention to grammar and previous editing experience.

Working Environment: Standard office work environment.Occasional evening and weekend work may be required.
