Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Environment and Energy (EAE), headed by a Managing Director, aims to integrate and scale-up the energy and environment activities focusing on supporting governments and industries to provide sustainable and resilient soft and hard infrastructure for industrial development, supporting industries to contribute to climate neutral circular economy, and supporting governments and industries in fulfilling national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment and the Department of Energy. The Department of Environment (EAE/ENV) contributes to ISID and the implementation of the SDGs, in particular of SDG 9, by greening existing industries and products, as well as by facilitating creation of new green industries and products, and by minimizing resource use along value chains and during the lifetime of products, facilitating uptake of circular economy practices. The Department promotes the concept of circular economy, sustainable design of products with less materials, being easy to maintain and incorporating longevity, industrial resource efficiency to improve the effective use of natural resources including in particular materials and water; assists developing countries and countries with economies in transition to achieve the objectives of and compliance with multilateral environmental agreements; reduces the release of industrial pollutants into the environment; and improves sustainable access to water for productive uses. The Department encourages industrial development for economic growth that is sustainable, resource efficient, beneficial to the climate, and resilient as well as protective of the natural environment and human health, and keeps workers, communities and consumers safe. Its activities serve to improve competitiveness, as well as development of and access to markets, particularly for SMEs. The Department acts as the focal point in UNIDO for various multilateral environmental agreements and multilateral co-operation in the field of the environment: the Montreal Protocol on Substances that Deplete the Ozone Layer; the Stockholm Convention on Persistent Organic Pollutants; and the Minamata Convention on Mercury; as well as other relevant international initiatives and conventions such as the Strategic Approach to International Chemicals Management (SAICM), and multilateral co-operation in initiatives like the Partnership on Action for Green Economy (PAGE) and the Green Growth Knowledge Platform (GGKP) and the Green Industry Platform (GIP). The Department coordinates its service delivery with the services offered by other technical departments, and other relevant organizational entities of UNIDO. This position is located under the Materials and Chemicals Management Division (EAE/ENV/MCM) which is responsible for supporting developing countries and countries with economies in transition in the implementation of existing or emerging compliance regimes not covered by other divisions. With novel approaches to materials and chemicals management and to innovation, with training and education, and with implementing circular economy approaches in particular related to extension of product life by maintenance, the division is to leverage its experience to facilitate responsible materials sourcing and to support smaller enterprises and entrepreneurs in greening their businesses.

Project Context Barbados is a partner country of the Partnership for Action on Green Economy (PAGE), a joint initiative of the United Nations Environment Programme (UNEP), the United Nations Development Programme (UNDP), the United Nations Industrial Development Organization (UNIDO) and the United Nations Institute for Training and Research (UNITAR). PAGE supports nations and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. The partnership offers a comprehensive and coordinated package of technical assistance and capacity building services. Barbados’s fisheries sector is key to the country’s economy in relation to employment levels of up to 7% (8000 persons) of the employed population (January 2021- employed persons = 117,600), national food security, social well-being and foreign exchange earnings. The sector is challenged in many ways, from the harvest sector, the post-harvest sector; the institution itself and the environment. For instance: declining catches of some species; inadequate fisheries management measures; inadequate quality assurance legislation; unacceptable fish handling practices; limited financial resources and institutional capacity for effective fisheries management, etc. Climate change further amplifies the range of issues, challenges, vulnerabilities and threat to the sector. The BGDS 2013-2020 also identifies a number of responses including develop and implement strategies that will provide for viable and sustainable livelihoods; safe working conditions for workers in fisheries and good governance of institutions, structures and processes that influence the sustainability of livelihoods without undermining or compromising the livelihood assets of present and future generations. In addition, the climate change phenomenon exacerbates these challenges, and further highlights the sector’s vulnerability. Many responses to these challenges have been proffered, but chiefly, the livelihoods challenges remain at the fore in addressing the issues that threaten the sector’s development and growth. It is for this reason that this proposed intervention, via PAGE Barbados, in collaboration with UNIDO, aims to undertake a rapid, critical assessment of the sector using the “Sustainable Livelihood Approach” as the framework for analysis, with an emphasis on Climate Vulnerabilities. It is expected that much of this work will be qualitative in nature (SWOT Analysis, Focus Groups and interviews will be employed), and will: - Outline climate resilient policy reform; - Technological and investment needs; and - Identify resource mobilisation options to support the transition to a more climate resilient dayboat boat fishery. Against this backdrop, this proposed study aims to undertake a rapid critical assessment of the sector using an appropriate methodology. Emphasis will be placed on assessing climate vulnerabilities. The day boat fishery, the largest subsector will be targeted, including its associated value chain. DUTY STATION: Barbados DURATION: 84 days

Main Functions

The National Consultant is responsible for analysing the dayboat fishery and value chain using the Sustainable Livelihood Approach (SLA) to identify climate-resilient livelihood development opportunities and investment needs for its future development. The assignment includes analysing the various elements of the Barbados dayboat fishery to outline climate-resilient policy reforms, technology and investment needs. The analysis will identify resource mobilisation options to support the transition to a more climate resilient dayboat boat fishery. The National Consultant will report to the UNIDO PAGE Project Manager and PAGE Focal Point and relevant stakeholders in Barbados. In particular, the National Consultant will undertake the following activities: 1. Fisher assets - Assess the capital assets and submit a report including policy recommendations and conclusions of the improvement potential to promote sustainable and climate resilient day-boat fishery. Outputs to be achieved; Analysis report should include the following elements: - Natural assets: fishery resources, bio-diversity, ecosystem goods and services; - Human assets: fishers’ skills, knowledge, health, experiences, education; - Social assets: formal or informal support groups, relationships and networks; - Physical assets: boats, gear, equipment, infrastructure; and - Financial assets: income, saving, credit, debt, insurance. - Policy recommendations and conclusions of the improvement potential to promote sustainable and climate resilient dayboat fishery The report is to be submitted to the UNIDO PAGE project manager for comments and approval. 2. Governance system - Analyze the policy gap to identify new opportunities and ways to support sustainable day-boat fishery. Outputs to be achieved; - The report should include a policy gap analysis to identify opportunities to update existing policies and regulations to support sustainable dayboat fishery. The report should include an analysis of the governance system and relevant institutions, policies and laws that define, regulate or impact fishers and use of the assets. The report is to be submitted to the UNIDO PAGE project manager for comments and approval. 3. Vulnerabilities - Analyze the reduction of natural hazards and anthropogenic impacts, focusing on mitigation, recovery and resilience measures to address existing and potential vulnerabilities to which the fisher assets and governance system are exposed. Outputs to be achieved; The analysis report should include: - The identification of means to anticipate, prepare for, cope with, and recover from both natural hazards and anthropogenic impacts. The report is to be submitted to the UNIDO PAGE project manager for comments and approval. 4. Policy reform and resource mobilisation - Propose relevant policy reform and resource mobilisation analysis. Outputs to be achieved; The submitted final report shall include the analyses of activities 1-3, and further elaborate on the following: - The outlining climate-resilient policy reforms, technology needs, and investment options to further develop the dayboat fishery; - The resource mobilisation options (once the policy and technology update has been analysed) to support the transition to a more climate resilient dayboat boat fishery. The final report is to be submitted to the UNIDO PAGE project manager for comments and approval.

Minimum Requirements

Education

Advanced university degree in natural sciences, environmental management/ engineering or a related area is required.

Languages

Fluency in written and spoken in English is required. Fluency in or working knowledge of another UN language is desirable.

Computer Skills

Field of Expertise

- At least five (5) years of professional experience in the fisheries sector including experience in conducting site assessment and fisher folk consultations is required. - Experience in conducting evaluations for UNIDO or any other UN Agency is desirable; - Experience with, and in-depth knowledge of, existing fishery policies is desirable.
