Purpose of consultancy

To prepare and monitor a new project of Country Connectors for Research4Life, ensuring the active establishment of the network of the Country Connectors within the framework specified by the Research4Life partners .

The project will commence in the first six months of 2022 with defining the work of the CCs in at least the first two countries, and thereafter adding up to five more countries for the second half of the year, to be determined by the fund-donor.

The consultant will liaise with the Capacity Development Senior Advisor to ensure aligned efforts to build enhanced capacity development skills and receptiveness within the Country Connectors network.

Background

Research4Life is a public-private partnership between the World Health Organization (WHO), the Food and Agriculture Organization (FAO), the United Nations Environment Programme (UNEP), the World Intellectual Property Organization (WIPO), the International Labour Organization (ILO), the International Association of Scientific, Technical and Medical Publishers (STM), Cornell University, Yale University and several technical partners. The partnership’s goal is to contribute to the attainment of the UN’s Sustainable Development Goals, reducing the knowledge gap between higher and lower income countries by providing affordable access to critical scientific and professional research. Since 2002, the five programmes – Research in Health (Hinari), Research in Agriculture (AGORA), Research in the Environment (OARE), Research for Development and Innovation (ARDI) and Research for Global Justice (GOALI) – have provided researchers at more than 10,000 institutions in more than 125 lower income countries, areas and territories with free or low-cost online access to over 150,000 leading journals, books and other resources in the fields of health, agriculture, environment, technology, and law.

A recent review (Research4Life User Review, 2020) found that many of Research4Life’s stakeholders, mainly the users, are unaware of the information access available to them via Research4Life, even while those who were aware of it reported high impact on their activities. This shows untapped high demand for the collections, and prior experience demonstrates that a successful CCs programme will increase the usage and impact of Research4Life.

Research4Life is therefore initiating a Country Connectors network project to address the need for local interventions to heighten awareness and strengthen capacity of information use and management, as well as build communities of evidence users within national and regional settings.

Deliverables

Project Network Preparation and Monitoring

  • Deliverable A: Prepare Country and Regional Customization and Framework for Engagement (Continuing at low-level effort throughout the project. Period of heavier concentration are expected as each new set of countries are introduced.)
  • DUE: 15 June 2022 (for 2nd tranche of 5 countries)
  • Subactivity: Network Development and Engagement (Scaling up as CCs designated and network grows)
  • Subactivity: Provide general Training and Onboarding (Intense effort occurs first two months after a new tranche of countries added. Also occurs ad hoc when there is turnover)
  • Deliverable B: Stakeholder Engagement with R4L (Continuing at low-level effort throughout the project – this is primarily directed internally in the partnership
  • DUE: 25 July 2022 (participation in R4L GPM)
  • Subactivity: R4L Committee Participation and Consultation (particularly CapDev and Comms)

Reporting, Evaluation and Impact Assessment

  • Deliverable C: Monitoring and Evaluation (Scaling up as CCs designated and coordinated and their work begins)
  • DUE: 31 May and 30 Sept 2022
  • Subactivity: Reporting and Reports Review (providing reports to R4L and also overseeing CC reporting)
  • Subactivity: Conduct Data Review (part of Reports Review process and in preparation for the next Report cycle.)
  • Deliverable D: Provide feedback on work of individual CCs (Conducted every six months to ensure a regular cycle of feedback to the CCs)
  • DUE: 30 June 2022

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree (master’s degree or equivalent) in library science and/or knowledge management and/or related field.
  • First-level University degree in library science or knowledge management and advanced University degree in a related field

Experience

Essential:

  • At least 10 years of relevant and progressive experience required in project delivery at regional level.
  • Experience in creating and developing information-access and capacity-development programmes and services in a library context.
  • Proven experience in developing politically sensitive work plans and writing project-related documentation

Desirable:

  • Experience with one or more UN entities and/or other international development agencies
  • Experience working in Research4Life-focus countries.

Skills/Knowledge:

Essential:

• Proven skills in the areas of project creation, development, coordination, planning, organizing, resourcing, monitoring and evaluation with a careful attention to detail.
• Ability to adapt and manage deliverables and resources in a climate of change and to think and act quickly, sometimes under pressure, yet remain effective.
• Ability to motivate and lead colleagues and to collaborate effectively with teams in an international, multi-cultural, multi-disciplinary environment; separated by geographical locations and working across different time-zones.
• Excellent communication (both oral and written), problem solving and analytical skills
• Proactive, flexible, resourceful and able to work independently with limited supervision

Languages required:

Essential:

Expert knowledge of English

Desirable

Expert knowledge of French or Spanish.
