Background

In 2021 the UN Country Team (UNCT), the Government and partners embarked on the process of preparation of the new Government of Ukraine – UN Sustainable Development Cooperation Framework (CF) 2023-2027. The new CF will be the main guiding document for programming and implementation of the Government and UN development activities in Ukraine in support of national sustainable development and 2030 Agenda.

 

A high-quality CF will be designed in accordance with the UN Sustainable Development Guidance and its Consolidated Annexes, as well as the CF development roadmap endorsed by the UN and the Government at Ukraine – UN Partnership Framework Steering Committee meeting in June 2021.

 

The development of Ukraine CF 2023-2027 will be facilitated by the Office of the UN Resident Coordinator (RCO) in close coordination with resident and non-resident UN agencies - members of UNCT and in consultation with the Government, national and international partners.

 

The RCO is recruiting a national consultant to support and contribute to effective UN coordinated efforts related to formulation and design of Ukraine - UN Sustainable Development Cooperation Framework 2023-2027. 

Duties and Responsibilities

MAIN OBJECTIVES OF THE ASSIGNMENT

The Consultant will help the Office of the UN Resident Coordinator to ensure effective coordination of UNCT efforts in designing a high-quality CF document in line with UNSDCF Guidelines.

 

The Consultant will support the RCO in organization and implementation of the CF development process structured in inclusive and participatory manner, promoting national ownership through open and transparent consultative process, meaningful engagement of relevant partners, while ensuring full participation and ownership of UNCT and national stakeholders.

 

The assignment will be based on and ensured through analysis and use of relevant UN guidelines, endorsed timeline and milestones of the Cooperation Framework development. The consultant will support the RCO in facilitation of coherent efforts of the UN and coordinated actions of its structures and coordination mechanisms related to consolidation and validation of CF priorities, outcomes, drafting of the Cooperation Framework document, integration of comments and feedback from the UN, engaged partners and stakeholders, CF validation, finalization and endorsement by the UN and the Government in 2022.

 

DESCRIPTION OF RESPONSIBILITIES / SCOPE OF WORK

Under the guidance and overall supervision of the RCO Head that will be the ultimate authority to control the quality of work results and assess the consultant’s performance during the assignment, the consultant will be responsible for implementation of the assignment, which include but are not limited to:

  • Managing, updating and providing support in implementation of the CF development roadmap, its key milestones and endorsed timeline;
  • Supporting CF prioritization and validation consultative processes with the UN and partners to discuss strategic cooperation priorities and development results (outcomes/outputs);
  • Supporting CF formulation process in line with the CF Guidance and outline (provided in Annex 3 of the CF Consolidated Annexes) by supporting required coordination and facilitation actions, including soliciting and consolidating feedback, inputs, comments to the draft CF narrative and result framework;
  • Providing substantive and technical support to organization of internal UN coordination processes, operation of CF coordination mechanisms and structures.

 

Deliverables

While a detailed workplan with agreed deliverables will be developed by the supervisor - the Head of the RCO - indicative set of deliverables derived from the CF development roadmap includes the following:

Ø  Ensured support to coordination of UN actions related to editing of the CF outcome statements; draft theory of change; provision of substantive and technical support to UN consultations with the Government and international development partners on initial CF priorities and outcome statements.

Ø  Ensured support in preparation to and holding multi-stakeholder meetings with the UN, Government, civil society, development partners, academia and business to solicit feedback and inputs to the CF priorities and outcomes; support UNCT and PMT discussion of UN comparative advantage; support operation of the CF Outcome Groups in consolidation of information used for drafting the CF results framework and narrative.

 

January 2022

Ø  Support CF design and editing, UNCT discussion of configuration related to CF implementation, review process of the draft CF, including by regional Peer Support Group and other parties.

 

February 2022

Ø  Support with integration of comments (RC/RCO/UNCT/PSG/GoU/other stakeholders) to the draft Cooperation Framework document; facilitation of translation, proof-reading; CF validation, finalization and UN endorsement.

 

March 2022

Ø  Support CF finalization and submission to the Government for final review and endorsement.

Ø  Support RC with annual 2021 UNPF report (if required).

 

April 2022

Ø  Support preparation to the UNPF Steering Committee meeting and the CF signing ceremony event.

 

May 2022

 

Monitoring/REPORTING requirements

The consultant will report to and work under supervision of the Head of RCO in close collaboration with members of the RC Office and the UN Resident Coordinator, UN Agencies and inter-agency groups to ensure efficient flow of information, coordination of actions, recording of agreed action points and follow up on their implementation.

Required Skills and Experience

EXPERIENCE AND QUALIFICATIONS REQUIREMENTS

  • At least Master’s degree or equivalent in international development/relations, social sciences or similar.
  • At least 5 years of practical working experience with international development organisations conducting design and facilitation of development of strategic planning documents and programmes, including UN Cooperation Frameworks.
  • Proven examples of applied specialised technical knowledge of UN strategic planning and programming principles, methodologies and approaches.
  • Proven excellent command of spoken and written English and Ukrainian.
  • Strong analytical and organizational skills, ability to meet deadlines and manage effectively multiple tasks.
  • Knowledge of the UN system and UN joint country programming processes, Sustainable Development Agenda is an asset.

FINANCIAL PROPOSAL

Daily rate contract

The financial proposal shall specify a daily rate which should be all-inclusive and take into account various expenses the candidate expects to incur during the contract, including:

  1. The daily professional fee
  2. The cost of travel from the home base to the duty station and vice versa, where required
  3. Living allowances needed at the duty station
  4. Communications, utilities and consumables
  5. Life, health and any other insurance
  6. Risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable
  7. Any other relevant expenses related to the performance of services under the contract

 

RCO makes payments based on the actual number of days worked. Payments must be supported by a duly completed time sheet.

 

Travel costs

Should any travel be necessary in connection to this TOR (beyond the travel from home base to the duty station), UNDP will reimburse the expenses based on the duly authorized travel details, including travel and per diems. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

 

Evaluation method:

A) Technical

Educational background (20 points max):

20 pts – PhD in international development/relations, social sciences or similar field

15 pts – Master’s degree or equivalent in international development/relations, social sciences or similar.

 

Relevant professional experience (20 points max)

20 pts – over 6 years of practical working experience with international development organisations conducting design and facilitation of development of strategic planning documents and programmes, including UN Cooperation Frameworks

15pts – between 4 and 6 years

10 pts – at least 3 years of experience

 

Proven examples of applied specialised technical knowledge of UN strategic planning and programming principles, methodologies and approaches (20 points max)

20 pts – over 6 cases of professional engagement in UN strategic planning and programming

15 pts – between 4 and 5 programme evaluations

10 pts – at least 3 examples of professional engagement in UN strategic planning and programming

 

Fluent spoken and written English and Ukrainian, otherwise not meeting minimum requirements - 5 pts

 

Knowledge of the UN system and UN joint country programming processes, Sustainable Development Agenda is an asset – 5 pts
