ABOUT THE JOB

The overall role of survey/EOD team leader conducting NTS survey and collecting updated and reliable information about hazardous areas and tasks, particularly focusing on areas where HMA program is planning future clearance projects.

Quick response to EOD emergency tasks reported by affected communities, focusing on clearing emergency mine/ERW small size tasks in support of the DMAC Emergency Hotline system.

Providing basic RE messages to communities in order to reduce mine/ERW accidents.

Responsibilities:

  • The Survey/EOD team leader must have a strong background in survey and will ideally have been involved in conducting polygon survey, Non-Technical Survey.
  • The survey/EOD team leader conducting emergency EOD tasks and destruction of spot mine/ERW up to AMAS/IMAS EOD Level 3 (up to 220mm ammunition and Air-dropped bombs).
  • The survey/EOD team leader should deliver the basic Mine/ERW risk education messages to the community, and able to recognize and recommend further Mine/ERW risk education by MRE teams where necessary (especially in areas where women are at high risk and the Survey/EOD team is unable to deliver the messages due to cultural sensitivities).
  • Before any Survey team/ section deploys, the survey/EOD team leader must insure to have the information specific to the district provided from the AO and operation department.
  • Direct supervision of survey team in an operational site
  • Obtain all appropriate survey from official government bodies (Government /Police/Military) in the area of operations.
  • Conduct QA/QC checks of the Sur/EOD team staff performance/product daily as described in QA/QC SOP.
  • Be aware of the security alerts and evacuation routes in case of security collapse in the area of operations. Establish an evacuation plan.
  • Be responsible for explosives storekeeping, inventory transportation and safety of survey/EOD teams.
  • Be responsible of overall technical/operational management and radio communications issues in accordance to DRC HMA SOPs at operational site and within the area of responsibility.
  • Control quality and quantity of survey/EOD work in the field and make sure that all the activities are according to the plan and SOP.
  • Establish and maintain strong liaison with local authorities and community in the operation location.
  • Maintain a good discipline within the team and in compound.
  • Control the working condition of equipment of survey and EOD for any damages and see to replacements if necessary.
  • Undertake any other tasks as ordered by the Operation Officer in the area

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • Minimum five years De-mining (Mine/ERW clearance experience).
  • Minimum two years Sur/EOD experience in TL position

Female applicants:

  • Female in DRC who travel for official trips will be allowed to travel with a Moharam and the travel/accommodation cost will be incurred by DRC.
  • Female mothers who work for DRC are eligible for Day Care cost for their children up to the age of 6.

Education/qualifications:

  • High school (Certificate is attached)
  • Should have the team leader course certificate
  • Basic management course
  • Should have the EOD- AMAS/IMAS-level 3 certificate.
  • TS and NTS course certificates

Languages:

  • Pashto and Dari –fluency
  • English – basic
  • Able to use the computer programs such as (DOS. Windows, Word, MS and Excel)
