Background

On 24th May 2021, the project “Elimination of Violence Against Women and Children in Viet Nam’´was launched by the Government of Australia and the United Nations (UN) agencies (UNFPA, UNICEF, and UN Women). The overall goal of the project is to ensure all women and children in Viet Nam, including those most vulnerable, are able to live a life free of violence through strengthened prevention strategies and multi sectoral responses.

The project is co-implemented by UNFPA, UNICEF and UN Women under overall coordination of UNFPA during period 2021-2025 with active engagement of Government Agencies (Gender Equality Department, Children’s Affair Department of Ministry of Labours, Invalid and Social Affairs, Family Department of Ministry of Culture, Sports and Tourism), CSOs and other national partners. The project will fund two positions: (i) an International VAWC Technical Adviser (TA), who will support the UN agency partnership by leading the coordination and management of project implementation, stakeholder engagement, and support high quality project deliverables, knowledge products and reporting; and (ii) a National Project Associate who will provide support the project Steering Committee, Technical Committee and TA.

The Project Associate of the DFAT-funded project will be located in the UNFPA Country Office at the Green One UN House in Ha Noi, Viet Nam. S/he will work under the overall supervision of and report directly to the TA.

Job purpose: The Project Associate supports the implementation of the DFAT funded project by providing administrative, financial, logistical and secretarial support to the project Steering and Technical Committees for project delivery. S/he is instrumental in facilitating project implementation, using and developing appropriate mechanisms and systems and ensuring compliance with established procedures. S/he assists, where and when needed and suitable, in the creation of substantive knowledge by compiling, synthesizing and analyzing information relevant to Gender-Based Violence issues.

 

Duties and Responsibilities

Summary of Key Functions:

  1. Administrative and financial support for the management, implementation, monitoring and evaluation of the project.
  1. Apply established systems and procedures and assist in the creation of substantive knowledge by compiling, synthesizing and analyzing information, specifically relevant to violence against women and girls.
  1. Assist the TA in guiding routine project implementation in close collaboration with national counterparts and project personnel, and in coordinating the timely delivery of project results and reporting deadlines;
  1. Provide administrative and logistical support to the TA in the conduct of project meetings, workshops and events and other project activities;
  1. Support the monitoring of project performance by providing necessary information and analysis, including timely implementation against indicators/results and the schedule; detect potential implementation problems (including activities and deliverables) and propose remedial action;
  1. Support three UN agencies in monitoring project budgets, project delivery rate against the workplan for management purposes;
  1. Conduct field visits, participate in review meetings and facilitate evaluation missions and prepare regular inputs to status and progress reports; carry out regular follow-up on the implementation of spot check and audit findings;
  1. Support advocacy and resource mobilisation efforts of the three UN agencies by establishing and maintaining donor and public information contacts. Assist with organizing and hosting  donor meetings and public information events, including preparing relevant background material for these events;
  1. Assist in implementing the project knowledge management, communications and media strategies to capture lessons learned and best practices related to the project; share them with management for future initiatives; and
  1. Implement any other activities requested by the Technical Committee and the TA;

Required Skills and Experience

  • First level university degree in Business or Public Administration, Economics, Finance or similar discipline desirable.
  • 6 years of relevant experience in supporting programme/project management in public or private sector.
  • Knowledge/experience in similar projects on violence against women and children will be an asset.
  • Proficiency in current office software applications and corporate IT systems.
  • Fluency in oral and written English
