STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in education,Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

This Job holder is a National Programme Policy Officer, working under the close support and guidance of the Head of School Feeding Unit in the Country Office. He/she will report to the Head of School Feeding and will be under the general supervision of the Head of Programme.

This job holder will manage both School Feeding Programs including Emergency School Feeding, contributing to improvement of the Program Unit performance, through the management of the Strategic Outcomes 1 (emergency school feeding), 2 (regular school feeding) for Burkina Faso Country Strategic Plan 2019_2023.

The incumbent will be involve in program and policy activities as well as analytical work. He/she will manage a team of 2 Programs Assistant and Associate staff.

JOB PURPOSE

To design, manage, monitor, report and provide support to the Head of School Feeding Program activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development of School Feeding Programs, plans and processes, ensuring alignment with wider program policies and guidance.
2. Provide project management support to both School Feeding Programs and defined programs and projects related to education program, ensuring a coordinated approach with national programs that complies with WFP standards and procedures.
3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
4. Research and analyze policy and operational issues to support the School Feeding Unit in the development of policies, programs and activities.
5. Contribute to the preparation of accurate and timely reporting on School Feeding Programs and activities that enable informed decision making and consistency of information presented to stakeholders.
6. Liaise in collaboration with the Head of School Feeding Unit and internal counterparts, namely the  the Permanent Secretary of the Presidential Initiative (SP-IP) and the educational direction for school Feeding (Direction de l’Allocation des Moyens Spécifiques aux Structures Educatives) to ensure effective collaboration, and monitor ongoing projects.
7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through School Feeding Programme management support of learning initiatives.
9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries in education and School Feeding Program.
10. Contribute to the resource mobilization efforts for WFP projects, clearly articulating the need for School Feeding Programs including emergency school feeding opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues when necessary
11. Ensure the best use of assigned financial resources for achievement of set objectives within a moderate budget

FUNCTIONAL CAPABILITIES

OTHER SPECIFIC JOB REQUIREMENTS

The incumbent will support also the Head of School Feeding in the following priority sectors defined by WFP, the Ministry for education and the Permanent Secretary of the Presidential Initiative for School Feeding:

1.  Support the design of the national school feeding in line with the MENAPLN vision and the Presidential Initiative;
2. Support capacity building, including joint resource mobilization for a resilient and nutritional school feeding program in Burkina Faso;
3. Engage in the feasibility and design actions related to the national reformed of school feeding program involving all stakeholder parties, namely, government institutions, parents, farmers, private sector, financial institutions, United Nations agencies, etc…;
4. Support the reform of national school feeding implementation in Burkina Faso via school feeding models promoting Home Grown school feeding involving stakeholders and in line with the presidential initiative through a steering committee that will oversee the development and implementation of a pilot project and its scaling up;
5. Support Burkina Faso's participation in international coalition for school feeding;
6. Strengthen stakeholder capacities, responsible of local food procurement for national school feeding program;
7. Undertake joint monitoring and evaluation of national school feeding program, including field visits.
8. Robust expertise and knowledge on education, school feeding, or other safety net programs
9. This National Programme Policy Officer will contribute to the development of new solutions, implement a pilot Home Grown School Feeding and its scaling up activities, compile best practices, identify and establish strong partnerships with government entities and implementing partners

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has at least 5 years of experience in implementing technical programs (i.e. nutrition, etc.).
• Has implemented programmes and provided input into designing operations.
• Has provided input into policy discussions and decisions.
