Organizational Setting

The Hand-in-Hand (HiH) initiative is an evidence‐based, country‐led and country-owned initiative to accelerate progress of Sustainable Development Goals 1 and 2 (eradicate poverty and hunger) using the most sophisticated tools available, including advanced geospatial modelling and analytics. The HiH initiative in addition aims to set up and operate with open and transparent monitoring of program development and implementation to achieve impact. HiH aims to identify and support the implementation of interventions and investments that exploit the biggest opportunities in agri-food systems that will raise the incomes of rural populations and reduce inequality.

The Dashboard Developer (Tableau) plays a critical role in developing and operationalizing the platform that is supporting the monitoring, implementation and impact assessment of the HiH programs, projects, investments and interventions in member countries of the initiative.

The dashboard platform of the HiH initiative is operated under the direction of the FAO’s Chief Economist. Fighting against hunger requires the best and most innovative analysts committed to changing the world for the most vulnerable people. The consultant must be comfortable working under high pressure in a rapidly changing environment, take initiative and be able to work independently.

Reporting Lines

The Dashboard Developer (Tableau) reports to the Head of the Geospatial Unit of the Hand-in-Hand initiative. The candidate will be working in very close collaboration with the HiH coordination unit in the Chief Economist’s team.

Technical Focus

The Dashboard Developer (Tableau) will undertake the full range of tasks as requested by the Hand-in-Hand core and country teams in order to set up dashboards with desired back and front end features. The work will be done in collaboration with multi-disciplinary teams of economists, thematic experts and information technology specialist using the latest tools, technologies and techniques. Candidates will have passion for developing comprehensive and interoperable monitoring and evaluation systems to present well-structured, interactive and dynamic visualizations. Candidates need to have concrete experience in:

• Developing and supporting dashboards, data visualisation and analytic applications using Tableau.
• Developing, documenting and supporting reusable data visualisation components and widgets.
• Master data management in Tableau and data documentation (metadata).
• Data identification, retrieval and acquisition, processing and publication (manual and automated) for dashboards.
• Data integration with Tableau including live feeds/federated data.
• Data exchange protocols and standards.
• Statistics and statistical techniques.
• Machine learning for tabular data.

In addition, knowledge of the following is desirable:
• M&E for projects, investments and other interventions in developing countries.
• GIS and geospatial tools and techniques.
• Alternative dashboarding, data visualisation and reporting tools and products.
• Programming in Python and/or R
• Apache Airflow and Google Dataflow.
• Familiarity with the Google Cloud Platform.

Tasks and responsibilities

The Dashboard Developer (Tableau) will perform the following duties:

• Participate in an agile multi-disciplinary team that delivers real solutions in the shortest time.
• Prepare publication quality comprehensive and interoperable dashboards registered and with compliant metadata.
• Mainstream dashboarding best practices and innovative techniques.
• Identify core and most suitable data and surrogates.
• Review data quality and methodological approaches.
• Build dashboarding and widget models.
• Apply machine learning techniques.
• Prepare evidence-based reports to support dashboarding analysis.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

For consultants: University degree or equivalent in computer science, information systems, Monitoring and Evaluation methods and platforms and related fields, Data Science, Computer Science, IT engineering. Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

For PSAs: University Degree or equivalent technical experience in the subject. Working knowledge of English, French, Spanish, Arabic, Chinese or Russian.


A total of 4 years of experience with:

At least 3 years of professional experience:

• Developing dashboards, data visualisations and data analysis applications.
• Working with statistical and economic data (on projects, investments and other interventions in developing countries)
• Working with SQL

At least 1 year of professional experience:

• Data engineering integrating data and developing and supporting data pipelines
• Working with Python or R

Strong organizational skills and program management experience.
