UNICEF is seeking the services of a dedicated consultant to coordinate Oky Philippines localization and deployment activities and provide project management and technical services.

UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference

Under the supervision of the WASH Officer, Chief of Section, Country Office Gender Focal Point and the Regional Gender Advisor/ Oky Business Owner, the WASH Technical Officer for Menstrual Health and Hygiene (MHH) is accountable for the timely and quality implementation of the WASH-MHH program, under the Education Output 2.3: Adolescent Development, with particular focus on the localization and deployment of the Oky Menstrual Period Tracking App in the Philippines. The initial contract is for 6 months, with potential extension depending on performance.
 
Scope of Work Assignment (Tasks/Milestones):
 
1. Project management:
• Overall coordination of all Oky-related Philippines initiatives and activities.
• Liaise with relevant UNICEF Philippines and regional office WASH, Adolescent, and Gender Sections.
• Ensure that all activities are delivered on time and within scope.
• Provide regular updates on progress and challenges to core Oky team and relevant UNICEF Philippines country office.
• Refine and monitor Oky Philippines workplan to track progress.
• Monitor and report on progress against the monitoring, evaluation and learning (MEL) plan.
• Regular documenting insights, learnings and outcomes of activities.
• Create and maintain comprehensive project documentation.
• Regular documenting insights, learnings and outcomes of activities.
• Support the core Oky team and UNICEF Philippines colleagues on regular DFAT reporting, results and lessons learned.
 
2. Stakeholder management:
• Act as key point of contact for Oky Philippines internal and external stakeholders in Philippines.
• Facilitate regular check-ins and meetings among collaborators for coordination.
• Attend regular calls and meetings with other Oky markets and implementing partners to share lessons and insights.
• Develop presentations to present Oky Philippines work to potential partners and internal stakeholders.
• Refine and develop communications materials to document and showcase Oky Philippines activities.
• Identify and set up a community of SRH, MHH and GenderTech organisations in Philippines.
• Hold regular community of practice calls with the SRH, MHH and GenderTech community in Philippines to share insights, get advice, promote and build a community.
 
3. Technical assistance:
• Support the Philippines country office in identifying and onboarding a key implementing partner to deploy Oky in the Philippines.
• Provide other technical assistance and support to the key implementing partner and Oky Philippines activities as needed.
• Provide deployment support to the key implementing partner once on board, such as:
o Support the Mindanao pilot.
o Support user consultations with girls with disabilities and document findings and recommendations.
o Facilitate expanded implementation of #MeronAko MHM in Schools Campaign.
 
4. User acquisition, promotion and marketing:
• Support the key implementing partner in marketing and promotion activities.

Qualifications and Competencies of Successful Consultant

  • Bachelor’s degree (or higher) Social Sciences, Development Studies, Gender Studies, Journalism, Communications/Development Communication, International Development, ICT or in an area relevant to UNICEF’s Gender and Innovation / Oky / digital Sexuality and Reproductive Health and Comprehensive Sexuality Education work, and related fields.
    • Has great appetite and capacity to learn.
    • Excellent technical writing skills; sample of previous individual written work will be required.
    • Experience on knowledge management and publication an asset.
    • Experience working with government agencies and civil society organizations, including youth groups an asset.
    • Specific experience in working on digital projects, products and services, or innovation, in Philippines; experience working with women and girls preferred.
    • Five years of progressively responsible professional experience and demonstrated track record in the area of co-ordination, project management, communication and outreach – experience in operations in digital development / tech preferred.
    • Proven skills in communication, networking, strategic thinking, advocacy, negotiation, and ability to relate this to innovation and young people.
    • Proven ability to conceptualize, plan and execute ideas.
    • Fluency in English; fluency in Tagalog and other Philippine languages is an asset.
    • Specific experience working in the Philippines in a digital development setting. Desirable
    • Understanding of the constraints of digital solutions for emerging markets. This should include experience developing low-bandwidth digital solutions.
    • Hands-on experience designing and rolling out digital products for target audiences in low connectivity settings (for example, adolescent girls). Self-starter who is happy to hit the ground running; independently motivated who doesn’t require extensive set-up processes, training, orientation, or strategy development.
