Organizational Setting

FAO Country Office of Armenia (FAO Armenia) and the Environmental Project Implementation Unit (EPIU) are the Executing Entities (EEs) of the Green Climate Fud (GCF) project of GCP/ARM/008/GCF project “Forest resilience of Armenia, enhancing adaptation and rural green growth via mitigation (thereafter “the Project”)”. EPIU will enter the project execution acting as the Operational Partner (OP) under the FAO Operational Partners Implementation Modality (OPIM), whose obligations are detailed in the Operational Agreement (OPA).

Reporting Lines

The National Project Coordinator reports to the FAO Representative.

Tasks and responsibilities

  • Manage and coordinate effectively and efficiently the project activities and results delivery to ensure its results are in accordance with the logical framework, Annual Work Plans and Budgets (AWPs/Bs), Monitoring and Evaluation (M&E) Plan, Risk Mitigation Plan, and signed Operational Partner Agreement (OPA);
  • Be responsible for day-to-day project management, for both organizational and technical matters, in budgeting, planning and general monitoring of the entire project framework;
  • Oversee the administrative personnel and ensure the procurement and financial management in line with the FAO policies, Operational Partner Agreement (OPA), and co-financing agreements;
  • Lead the review and preparation of AWPs/Bs including analysis and reporting in collaboration with FAO country office and project co-financiers, technical experts, Accountant and Procurement Specialist;
  • Ensure adherence to the project’s work plan, prepare revisions of the work plan, justification of budget revision, revision of work plan if required;
  • Ensure adequate information flow, discussions and feedback between the partners of the project in particular project co-financers, and ensure stakeholder engagement throughout the project cycle;
  • Ensuring effective gender mainstreaming and social inclusion of the project, with the technical support of the Monitoring and Evaluation and Planning Team Leader;
  • Organize the Project Inception Workshop, other workshops/meetings/ events related to the Project, and ensure the proper handling of logistical matters of events;
  • Act as a Secretary of the Project Steering Committee (PSC) and facilitate PSC meetings on behalf of the PSC chair;
  • Prepare Terms of References (ToRs) for project personnel and service providers to be submitted to the Lead Technical Officer and Budget Holder for clearance/ approval;
  • Review human resources, finance and procurement documentation related to the Project including project co-financing for Budget Holder’s clearance/ approval;
  • Ensure the planning of human resources inputs for the project activities and timely deployment of project personnel along with the work plan, and the transparency and accountability of recruitment process under FAO rules and guidelines;
  • Provide operational guidance to the Executing Entities and Operational Partner of the Project;
  • Support the organization of Operational Partners Implementation Modality (OPIM) quality assurance activities (spot checks, audit), FAO project supervision, the interim independent evaluation and final independent evaluation in close coordination with FAO Country Office and the FAO Independent Office of Evaluation (OED);
  • Provide guidance to the project personnel and service providers and monitor compliance with the agreed work plan and ToR;
  • Provide guidance to project co-financiers and monitor that their co-financing contributions are provided within the agreed terms;
  • Be responsible for the preparation and quality of project including financial reports required for FAO and GCF;
  • Review project documentation such as meeting minutes and workshop proceedings, and communication materials such as briefing notes, project summary, newsletter etc;
  • Organize project implementation support and monitoring missions by the FAO Regional Office and headquarters including the Inception Support Mission for the first project year;
  • Conduct field missions and regular briefing to the National Designated Authority (NDA) of GCF as well as authorized officers of OP on project progress, as appropriate;
  • Undertake any other actions related to the project as requested by FAO and/or OP;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in business administration, finance, social science, environmental sciences or related fields
  • At least 5 years of experience in project/ programme coordination/ management for natural resource management projects/ programme;
  • Nationality of Armenia

  • Good communication and writing skills.
  • Ability to effectively coordinate a large, multi-stakeholder project;
  • Ability to administer budgets, train and work effectively with counterpart staff at all levels and with all groups involved in the project;
  • Strong drafting, presentation and reporting skills;
  • Strong computer skills, in particular mastery of all applications of the MS Office package and internet search;
  • Excellent writing and communication skills in English;
  • Working experience in UN system with ministries, national institutions and forestry sector is an asset;
  • Working knowledge in Russian is an asset;
