Overview of the programme

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving financial protection against health-related risks.

The South – East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.8 billion people, with India’s population of 1.3 billion. Mission of the WHO Country Office for India

The mission of WHO India is to improve quality of life of the 1.3 billion people in India by supporting the government in eliminating vaccine preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for UHC.

WHO Country Office for India supports National AIDS Control Organization (NACO), Ministry of Health & Family Welfare (MoHFW) to conceptualize, design, implement, monitor, and evaluate different phases of National AIDS Control Program. WHO India works very closely with and provide strong technical support to NACO in several technical areas including prevention, surveillance, strategic information, monitoring and evaluation, estimation and projection and care, support, and treatment. Based on recently developed Global Health Sector Strategy for 2022-2030 on HIV, Hepatitis and STI, WHO India Office is fully committed to work closely with NACO in strengthening the neglected STI component of the next phase of the national HIV/AIDS program.

The current vacancy is to strengthen the STI component of the national HIV/AIDS program.

Description of Duties:

The purpose of this position is to provide strategic technical support to NACO in the areas of STI. STI component will perform in sync with other prevention components and care support treatment, project SOCH (Strengthening Overall Care for HIV patients) and surveillance as well as work closely with other bilateral and multilateral agencies and local partners. Apart from this STl component S/he will also work in close association with Reproductive, Maternal, Newborn, Child Health and Adolescent (RMNCH A) program under National Health Mission (NHM) for any synergy that is required under National AIDS Control Program (NACP). The selected candidate needs to work in close coordination with other technical experts, staff working at NACO, States AIDS Control Societies (SACSs), Technical Support Units (TSUs) and District AIDS Prevention Control Units (DAPCUs) and facilitate achieving 95-95-95 targets and dual elimination of parent to child transmission of HIV and syphilis.

At NACO, the incumbent will work under the overall supervision of Chief Medical Officer and direct supervision of Deputy Director. At WHO India Country Office, the incumbent will work under the overall guidance of the WHO Representative, Deputy Head of WHO Country Office for India, direct supervision of National Program Officer (HIV Prevention, Surveillance and Strategic Information/Monitoring & Evaluation) at under overall supervision of Team Leader – (Communicable Diseases). S/he will have the following responsibilities in her/his assigned area of work:

  • Ensure the implementation of STI Component under NACP across lndia according to the approved strategic framework and budget
  • Develop his/her own framework to accomplish the stated objectives and seek approval from the component head
  • Review of technical and operational guidelines for STI/Reproductive Tract Infection (RTIs) program as well as laboratory guidelines for diagnosis of STI in alignment with global guidance
  • Participate in the Technical Resource Group (TRG) meetings of NACO
  • Review the existing STI reporting formats' indicators and suggest modifications/changes, if any, needed to competent officer for review and adaptation
  • Strengthen lab based STI surveillance systems and develop linkages between regional and state STI laboratories, facilitate regular review of these institutes and submit periodically early warning indicators-based information for action to component officer based on data generated by these STI laboratories
  • Build capacities of STI Component officers at SACSs and TSUs for effective programme management and analysis through field visits and clinical audit of prescriptions in DSRCS
  • Work closely with Basic Service Division (BSD) component and RMNCH A program to achieve dual elimination of PTCT of HIV and Syphilis
  • Review and provide Inputs on STI/HIV related research proposals
  • Ensure data confidentiality, data protection and data security may be ensured while sharing NACP data with other stakeholders
  • Submit annually STI indicators to global AIDS reporting format in consultation with component officer and in close coordination with surveillance, project SOCH divisions, NACO
  • Submit monthly progress note to the component officer and frag issues which need higher level intervention
  • Draft annual report on s, component as per the project SOCH reporting data for general, bridge and key population at the national and state revers
  • Draft similar report on lab based STI surveillance
  • Flag probable hot spots based on evidence for action
  • Perform any other duties as assigned by the supervisor(s).

Education:

Essential: University degree in modern Medicine (MCI/State Medical Council registration essential)

Desirable Specialization in skin or dermatology or post-graduation in community medicine/preventive and social medicine or public health or other allied fields

Functional Skills and Knowledge:

Excellent knowledge of written and spoken English and working knowledge of local language will be an asset.

Experience:

Essential: At least two years of professional experience in public health programmes in epidemiology, surveillance and control of communicable diseases, particularly STI.

Desirable: Five to seven years of professional experience in public health programmes in epidemiology, surveillance and control of communicable diseases. Experience of STI related work in UN and/or other international organizations would be an added advantage.

Additional Information:

Monthly remuneration is 189,616 taxable as per Indian laws and the appointment will be through Special Services Agreement (SSA) extendable subject to satisfactory performance and continuing need for the function. S/he could be posted anywhere in India as per the project needs.

The Technical Expert- STI is a national of the country (India) in which he/she is to serve, is recruited locally and is not subject to assignment to any official station outside the home country. Only Indian Nationals should apply.
