Purpose of consultancy

To facilitate the implementation and monitoring of activities of the demonstration project to expedite the end-to-end integration of influenza and SARS-CoV-2 sentinel surveillance being implemented in 27 countries in six WHO regions.

Background

The Global Influenza Programme initiated the demonstration project in April 2021 in 27 countries across all six WHO regions to expedite the end-to-end integration of influenza and SARS-CoV-2 sentinel surveillance. The project aims to enhance testing with the use of RT PCR multiplex assays for influenza and SARS-CoV-2, build capacity for sequencing of SARS-CoV-2 viruses, and timely sharing of virologic and genetic data and meta-data on publicly accessible data platforms. The project serves to define models of best practices adapted by countries for an integrated surveillance in the context of the COVID-19 pandemic.

Deliverables

Output 1: Weekly monitoring of sentinel surveillance reporting by participating countries using RT PCR multiplex assays for influenza and SARS-CoV-2

  • Activity 1.1: Monitor weekly reporting of integrated influenza and SARS-CoV2 sentinel surveillance results to FluNet and FluID data platforms
  • Activity 1.2: Ensure timely procurement and supply of CDC influenza A/B and SARS-CoV-2 multiplex kits, laboratory reagents, enzymes to participating laboratories
  • Activity 1.3: Identify gaps for above, actions to take, and assist team in follow ups

Output 2: Weekly monitoring of consistent and timely sharing of SARS-CoV-2 genetic sequence data and metadata in GISAID

  • Activity 2.1: Update the profile of sequencing capacities of participating laboratories
  • Activity 2.2: Ensure timely procurement and supply of sequencing reagents to participating laboratories
  • Activity 2.3: Monitor and evaluate the timeliness and consistency of sharing SARS-CoV-2 genetic sequence data and metadata in GISAID

Output 3: Updated dossier of project Implementation

  • Activity 3.1: Take notes, document proceedings of various meetings
  • Activity 3.2: Contribute to the development of project progress reports
  • Activity 3.3: Update shared drives of the project

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

University degree in public health, health policy and management.

Experience

Essential:

At least 3 years of relevant work experience with disease surveillance.

Desirable:

Experience with WHO or another UN or international public health agency; experience in influenza surveillance.

Skills/Knowledge:

Excellent writing and communications skills and solid knowledge in data management.

Languages required:

Essential:

Expert knowledge of English

Desirable:

Working knowledge of another WHO official language

Travel

As and when travel is permitted, the consultant may be expected to travel to support field testing of the guidance and/or tool/s developed. Otherwise, the consultancy will be done online using virtual platforms.
