The 2030 Agenda for Sustainable Development, including the 17 Sustainable Development Goals (SDGs), are global objectives that will shape national development plans over the next 9 years. From ending poverty and hunger to responding to climate change and sustaining our natural resources, food and agriculture lies at the heart of the 2030 Agenda. The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through its Strategic Framework by supporting the transformation to More efficient, inclusive, resilient and sustainable agri-food systems for Better production, Better Nutrition, a Better environment and a Better life, leaving no one behind.The FAO Office of Sustainable Development Goals (OSG) coordinates FAO engagement in the 2030 Agenda follow-up and review, working closely with concerned units across the Organization with an overall objective to mainstream SDGs through the FAO Strategic Framework.
The SDGs are central in FAO’s overall theory of change. Key SDGs and their indicators, including all indicators for which FAO is custodian or contributing agency, are used to promote focus, track progress and express aspirations at the level of medium/long-term outcome/impact. Twenty Programme Priority Areas (PPAs) guide the programmes that FAO will implement under the four Betters in order to fill critical gaps and put in place the conditions needed to drive the changes that will ultimately contribute to the achievement of the specific SDG targets.

The position is located in the Office of Sustainable Development Goals (OSG) at FAO headquarters in Rome, Italy.

Reporting Lines
The Programme Officer reports to the Director, Office of Sustainable Development Goals (OSG).

Technical Focus
FAO’s work on SDGs covers various service lines including, monitoring and reporting progress, building capacity of countries to follow up and review the 2030 Agenda in areas of FAO work and supporting interventions to improve key SDG targets at national, regional and global level. The post is focusing on ensuring coherence on planning for developing and delivering SDGs services at global, regional and national level that can support agri-food systems transformations.

Development, implementation, evaluation, effective leadership and management of major projects and teams in accordance with OSG objectives and FAO's Strategic Framework.

Key Functions
• Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action; liaises with relevant parties; ensures follow-up action;
• Performs specific assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change;
• Researches, analyses and presents information gathered from diverse sources;
• Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies;
• Generates survey initiatives; reviews, analyses and interprets responses; identifies problems/issues and prepares conclusions;
• Organizes and prepares written outputs, e.g. background papers, analyses, sections of reports and studies, inputs to publications;
• Provides substantive backstopping to consultative and other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations;
• Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities;
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget).

Specific Functions
• Coordinates, implements and monitors OSG’s Programme of Work and Budget according to the work plans and service agreements and prepares relevant reports;
• Provides technical support, tools and other modalities to FAO country offices to ensure that food and agriculture are reflected in voluntary national reviews (VNRs);
• Prepares project documents for fundraising activities on SDGs issues;
• Formulates, implements and provides technical support to projects that strengthen SDGs integration for transformation to sustainable agri-food systems;
• Prepares TORs for consultancy and advisory services as well as for Letters of Agreement and other implementation modalities related to the work of the Office of Sustainable Development Goals;
• Supports FAO units on the formation of surge capacity teams needed to support VNRs, UN country-level planning, and other SDGs related country level processes;
• Provides support in the organization and delivery of technical workshops, consultations, seminars and training sessions on conceptual and practical aspects of SDGs integration for transformation to sustainable agri-food systems;
• Contributes to the preparation of studies, position papers and conceptual frameworks on SDGs based agri-food systems transformations;
• Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in sustainable development, international relations, public administration, social science, political science or a field related to FAO work
• Seven years of relevant experience in programme and project management, monitoring and evaluation, or relevant area
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish)

• Understanding of FAO policies and programmes is considered a strong asset
