Organizational Setting


FAO Partnership and Liaison office in Azerbaijan implements “Establishment of a National Disease-free Seed Potato Production System in Azerbaijan” project funded under FAO-Azerbaijan Partnership Programme, which aims to improve rural livelihoods and food security through establishing a robust national disease-free seed potato production system. The project considers establishment of a cold storage with up to 350 tons capacity in Tovuz district as per Activity 1.4. This activity needs specific engineer consultancy for its implementation.

Technical Focus


In this regard, the national consultant – construction engineer will work under the overall supervision of Representative of FAO Partnership and Liaison Office in Azerbaijan (FAOR), the direct supervision of the AFAOR, operational supervision of Program/Operations Specialist and FAPP Management Specialist, the technical supervision of Lead Technical Officers and in close collaboration with the national counterpart and will undertake the following duties.


Tasks and responsibilities


• Analysis of construction requirements for cost-saving and reduction strategies together with FAO National Project Coordinator and National Consultants from the Scientific Research Institute of Vegetable Growing;
• Assist in bidding processes; preparation technical specification/ TOR and opening of bids, bid evaluation, recommendation of award, contracts negotiations, quality management and performance measurement, contract finalization and issuance. Coordinate with Supplier and FAO-AZE required activities ensuring proper and timely actions from both, FAO and Supplier side;
• Inspect the materials to ensure compliance with specifications and issue immediate notice to the Contractor in the event that such materials and works fail to comply with the specifications
• Monitor and analyze the Contractor(s) in all matters concerning safety of workers and the public, and the care of civil works including provision of necessary personal protective equipment, lights, guardrails, fencing and security.
• Ensure compliance with safeguards, including the management of environmental mitigation plans
• Ensure that no child labor is used for the construction works or any other activities associated with the project and also ensure opportunities for skilled female labor are facilitated and made available.
• Regularly monitor and inspect the Contractor’s quality control and assurance program to ensure that quality of the finished works meet the Contract standards and specifications
• Convene regular site meetings with the Contractor to discuss issues and problems affecting the progress, and brief the FAO-AZE.
• Measure the work and certify the interim and final payment certificates for submission to the Employer.
• Assess and make necessary recommendations to the FAO-AZE on the Contractor’s applications for extension of time for completion, claims for additional payment, contract variations, changes in scope of work, any disputes, etc.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements


• A university degree in civil/construction engineering;
• At least 3 years of experience in similar experience in design, construction and supervision;
• Knowledge of English and/or Russian will be an asset
• Nationality of Azerbaijan or resident in the country with a regular work permit.

• Previous experience in the projects of the international organizations(FAO) or donors would be an asset;
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Ability to design and to draw schemes, to prepare BOQ/SOW
• Writing and communication skills in Azerbaijani;
