Mission and objectives

The UNESCO Office in Côte d’Ivoire implement UNESCO’s five programmatic areas (education, natural sciences, social and human sciences, culture, communication and information), in order to contribute to the achievement of the Sustainable Development Goals in Côte d’Ivoire.

Context

UNESCO’s Programme offers a wide range of different entry points for solid and mutual benefiting partnerships in areas where the Organization has leadership, recognized expertise and comparative advantage. It also offers unique opportunities for innovative ideas and flagship projects with development partners and the private sector, using UNESCO’s convening power and abilities to build and strengthen institutional capacities, advise on public policies based on evidence, empower vulnerable population groups, promote gender equality and social inclusion, and function as a laboratory of ideas. To strengthen its work and to increase impact, UNESCO is seeking opportunities for the creation of new partnerships and synergies and to mobilize extrabudgetary funds. Under the authority of the Representative of the UNESCO Abidjan Office, the UN Volunteer shall contribute to the mobilization of resources and building partnerships by supporting the Office in the development of concept notes, project proposals, and communication materials for potential donors, and in response to any new funding opportunities that may arise. This will include collecting donor intelligence and identifying funding opportunities for Côte d’Ivoire in the program areas of UNESCO; ensuring quality assurance of project proposals and reports and providing backstopping on the negotiation of funding agreements; and developing communication materials. The incumbent will work closely with the Resource Mobilization Unit at UNESCO HQ in Paris. The UN Volunteer shall equally support the Director and Programme Specialists in formulating, implementing and keeping their Resource Mobilization Plan up to date, including the related action plan, which details ongoing fundraising efforts across the office to address resource gaps and priorities.

Task description

Within the delegated authority and under the supervision of UNESCO Office Representative or his/her designated mandated representative(s), the UN Volunteer Expert Resource Mobilization and Partnerships will: •Support the Representative/Head Office and the Program Specialists in maintaining effective and positive relationships with all decentralized representatives of potential donors •Keep up to date on the latest developments and initiatives of relevance (e.g. donor trends, new funding initiatives announced by international donors, donors announcing interest in Côte d’Ivoire, etc.) •Engage the relevant Programme Specialists in the Office in the resource mobilization initiatives in their areas of work •Establish project portfolios according to the interests and formats of possible funding sources. While the substance of any concept note or project proposal will come from the responsible Programme Specialists, the incumbent is responsible for quality assurance, including editing and formatting, and checking the completeness of the proposal. This includes compliance with UNESCO terminology and guidelines on the use of UNESCO’s logo. •Ensure that proposals include clear arrangements and agreements on reporting timelines as well as donor visibility (human-interest stories, website/social media coverage, field visits), and that the requirements for visibility are adequately costed in the budget. •Overall monitoring of internal reporting schedules under donor agreements to ensure the timely submission of proposals, including allowing sufficient time for quality assurance, editing, etc. •While the substance of any donor report will come from the responsible programme specialist, the incumbent is responsible for quality assurance, layout and formatting, and ensuring reporting is in line with initial agreements and templates under the proposal. This includes accuracy check as well as ensuring compliance with UNESCO terminology and guidelines on the use of UNESCO’s logo. •Support the Representative of UNESCO Abidjan with the development of a set of compelling communication tools, such as fact sheets, a standard slide presentation, etc. that can be customized easily for different donors. •Support in the organization of events or meetings aimed at the creation of new partnerships and fund mobilization. •Contribute to project communication through social media and visibility plans.
