ORGANIZATIONAL CONTEXT

En collaborations avec le département de sureté et de la sécurité des Nations Unies (UNDSS) et sous la supervision directe de l’officier de sécurité du PAM ou la directrice pays du PAM Madagascar, le titulaire du poste travaillera avec un degré élevé d'indépendance et participera à diverses activités de sécurité et travaux analytiques complexes. Le titulaire du poste jouera le rôle d’interface entre le PAM est la compagnie privée de gardiennage pour s'assurer que les objectifs de sécurité sont pleinement atteints et contribuera à l'amélioration de leurs performances

JOB PURPOSE

Soutenir la gestion des opérations de sécurité quotidiennes du PAM afin de faciliter l'exécution efficace des programmes qui répondent aux besoins d'assistance alimentaire et de maintenir la sécurité et la sûreté du personnel, des activités et des installations du PAM.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the security and safety contingency and continuity planning for the office supporting the standardization and implementation of plans and that emergency systems are regularly tested for WFP facilities in-country.
2. Liaise with United Nations Department of Safety and Security (UNDSS) and the in-country security management apparatus and attend security operations management meetings, to ensure WFP management and staff are fully briefed on security matters in RB/CO.
3. In conjunction with WFP Field Security Division, provide operational support to the Country, Area and Field Offices for achievement of Minimum Operational Security Standards (MOSS) and Minimum Operational Residential Security Standards (MORSS) compliance.
4. Responsible for all facilities access control measures and procedures to ensure safety and security of WFP staff and visitors in line with UNSMS best practices.
5. Provide support to the management of security budget including procurement planning to facilitate efficient and cost effective resources management.
6. Responsible for management of security equipment to ensure it is issued correctly, is in serviceable condition and is in compliance with the established security standards.
7. Maintain liaison with Human Resources Unit regarding a number of security staffing matters (e.g. recruitment, contract management, capacity building), to ensure compliance with the established WFP policies and procedures.
8. Collect information about local security developments, issues and potential impact upon WFP operations for supervisor’s attention in order to support security and operational activities.
9. Prepare accurate and timely reports to contribute to the consistency of information presented to the senior managers.
10. Provide security orientation briefing to newly arrived staff to ensure staff are well-informed of local security conditions and procedures.
11. Support training activities as required to build the security capabilities of WFP and external partners.
12. Support the supervisor during emergencies to meet changing needs.

QUALIFICATIONS

 

                   Formation:

Diplôme universitaire en sciences sociales, gestion de la sécurité, relations internationales, application de la loi ou tout autre domaine pertinent. Un diplôme obtenu auprès de l’École militaire / de police avec une  expérience pertinente et qualifiante peut être accepté à la place du premier diplôme universitaire.

 

EXPERIENCES

Expérience:

  • Au moins cinq années d'expérience, à des niveaux de responsabilité de plus en plus élevés, dans  la gestion de la sécurité (au sein des forces armées, des politiques ou des entreprises) et / ou des risques en matière de sécurité, et ayant une expérience et un intérêt particuliers pour   les interventions humanitaires internationales ; 
  • Une connaissance approfondie et une expérience de la zone du Sud de Madagasca est un plus ; 
  • Connaissance démontrée d'acteurs clés dans région du sud de Madagascar ; 
  • Connaissance démontrée des politiques de gestion de la sécurité des Nations Unies ; 
  • Une formation à la négociation d'accès ou à l'approche communautaire de la sécurité est requise
