BACKGROUND

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Present in Sierra Leone since 1999, IRC supports the Sierra Leonean institutions – government, civil society, community-based organizations and private sector – to provide improved social services.  The IRC does this through programs and partnerships designed to improve the life of women, youth and children by implementing Health, Education, and Women’s Protection and Empowerment programming. 

SCOPE OF WORK

Building on this work over the years, the IRC in Sierra Leone developed a new program framework, strategy and vision for 2019 – 2021. The country program has committed to ensuring that children, both in and out of school, have appropriate literacy, numeracy, social-emotional skills, and will work towards the reduction and elimination of barriers to ensure that girls are equally skilled and safe as boys.In line with this commitment, and in partnership with Concern International, Restless Development and BBC Media Action, the IRC is implementing the four-year Leave No Girl behind project which targets 28,000 out-of-school girls (aged 13-19) and aims to ensure they have significantly improved learning outcomes and transition to education, training or employment. Upon completion of the learning programme, girls will receive one-on-one mentorship to develop their individual transition plans.

Job Overview/Summary

The IRC is recruiting for a Consortium Senior Monitoring & Evaluation (M&E) Manager for the LNGB programme in Sierra Leone who will support the MEALR (Monitoring, Evaluation, Accountability, Learning and Research) Coordinator on programme monitoring, evaluation and learning and will be responsible for data collection and management.

The Consortium Senior M&E Manager will work under the oversight of the Consortium MEALR Coordinator.

Areas of Responsibility

Monitoring, Evaluation and Strategy

·Support the implementation of the monitoring, evaluation and learning (MEL) framework for the programme, ensuring that data systems established can measure progress against the programme logframe indicators.

·Support the MEALR coordinator in the design and implementation of the the endline assessment for the programme as well as other evaluation and research activities.

·Document and share challenges with Senior Team Leader, the MEALR Coordinator and the EAGER CCU team and propose design strategy to address challenges.

·Support the MEALR and the broader EAGER Team to generate lessons learned and feedback and contribute to share these with the consortium partner effectively.

·Participate in IRC institutional activities and actively contribute by sharing and illuminating evidence and learning from EAGER, and how these can be used to inform adaptive programming for the organisation.

Reporting

·Ensure the consolidation of monitoring data for reporting against the logframe and performance indicators for donor reporting and internal programme review, including feedback loops.

·Provide M&E support to the Consortium MEALR Coordinator for the compilation and completion of donor reports.

Coordination, Partnership and Team Work

·Support the MEALR coordinator to ensure the EAGER CCU team is abreast with M+E processes, fully understand them and is able to make informed recommendations.

·Foster a conducive working environment within the EAGER CCU team that reinforce positive relationship and team performance and wellbeing.

·Facilitate and participate in coordination structures with consortium partners to review data, discuss lessons learned and propose solutions.

·Maintain an action tracker for the project while ensuring that actions agreed upon from debrief meetings with programme teams are actioned.

·Take an active role in ensuring M&E staff across the consortium are compliant in uploading data into necessary app systems and maintain such database systems.

·Check and verify partner data submitted for reporting.

·Maintain programme databases (including data entry, validation, merging, cleaning and storage).

·Support field monitoring visits to ensure data quality and compliance against reporting.

·Maintain the monitoring calendar for the programme for field visits.
