Short Term Supply Chain Officer

Under the direct supervision of the Country Supply Chain Manager, the Temporary Supply Chain officer will be responsible for managing the Supply Chain functions to ensure efficient procurement and delivery of supply chain functions.

KEY RESPONSIBILITIES

            1.  Supply Chain Planning

The Temporary Supply Chain officer is responsible for supporting the Country Supply Chain team in implementing ERP (Integra) supply chain activities and plans to support program implementation. Supply chain planning includes procurement, warehousing and asset management.

-Support Senior Supply Chain Manager and program staff in developing procurement plans for active grants in collaboration with program teams.

-Assist Senior Supply Chain Manager in developing and implementing transport & distribution plan for program supplies and assets.

-Attend meetings to set priorities and provide update on implementation on weekly basis

-Ensure procurement done are in procurement plans

2.  Procurement Management

The Temporary Supply Chain officer is accountable for implementation of procurement activities, ensures all program procurement needs and plans are met on time in accordance with GSC and donors’ standards.

-Carry out procurement in effective and compliance manner

-Liaise program leads and ensure item forecasts are shared for all new grants.

-Keep database of vendors, create new vendors and upload to the integra system as required

-Ensure vendor contracts are updated with all supporting documents in the system

-Prepare procurement process on integra system up the final stage of ward

-keep the BVA and integra workflow caches clear from old procurements

-Maintain procurement document filing orderly and auditable

-Compile procurement tracking sheet and share on weekly basis

-File and document Supplier performance and carry out due diligence

3.Asset and Inventory Management

The Temporary Supply Chain officer will be responsible for maintain and update asset and inventory records in the ERP system and supporting the field teams.

-Provides support on implementation of IRC Asset policies.

-Keep master asset register and upload any new assets to integra system and provide update regularly.

-Ensure the asset and inventory monthly reports from the field offices matches with the ERP system records.

-Support the field supply chain team handling warehouse inventory data management on integra system

-Actively participate integra system trainings and discussions

-Participate quarterly asset verifications

4.Compliance and Ethics

The Temporary Supply Chain officer will be responsible for identifying and reporting compliance risk in supply chain processes, implementing procurement controls, identifying procurement red flags, implementing internal and external audit corrective action plans and ensuring all supply chain activities are conducted ethically.

Reporting

The Temporary Supply Chain officer is responsible for compiling Country office supply chain reports and forwarding to the Senior supply chain manager.

-Prepare and share consolidated month asset reports

-Prepare and share monthly consolidated vendor data and contract tracking reports

-Prepare and submit ad hoc reports as required

           -Perform any other duties assigned by the supervisor
