Organizational Setting

 

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible, upon request, for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to nuclear security events and threats thereof. NSNS comprises four Sections\:

  • Information Management Section
  • Nuclear Security of Materials Outside of Regulatory Control Section
  • Nuclear Security of Materials and Facilities Section
  • Programme Development and International Cooperation Section


 

 

Main Purpose

 

The purpose of the assignment is to provide expertise to the Division of Nuclear Security (NSNS) by reviewing existing NSNS guidance publications and associated training materials with the purpose of developing suggestions for harmonizing terminology and concepts related to response to nuclear security events and response to nuclear and radiological emergencies triggered by nuclear security events; contribute expertise in the development of related NSS Publications on nuclear security response measures to MORC.

 

Functions / Key Results Expected

 

  • Provide expertise in the development of the training materials related to response to nuclear security events and response to nuclear and radiological emergencies triggered by nuclear security events, to be utilized at the various training events, including Nuclear Security Schools.
     
  • Provide expertise in the development of the harmonized definitions related to response to nuclear security events and response to nuclear and radiological emergencies triggered by nuclear security events.
  • Provide expertise in the development of the relevant Document Preparation Profiles (DPP) for the review of the NSS publications, as well as in the drafting of relevant documents.
  • Provide expertise to facilitate and contribute to workshops on NSS 37-G and MPEs, as needed.

Qualifications and Experience

 

  • Advanced university degree in nuclear physics, nuclear engineering or related technical field. Doctorate Degree - PhD in nuclear physics, nuclear engineering or related technical field is an asset.

  • Minimum of ten years experience working in nuclear security, with a focus on nuclear and radiological emergencies triggered by nuclear security events.

  • National and international experience in emergency planning and field response operations.

  • Experience in developing guidance and training materials related to nuclear and radiological emergencies triggered by nuclear security events.

  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
