The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the OECD. Both the IEA and the OECD seek opportunities to work with an increasing number of non-member countries of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability across the globe.

The IEA is seeking to recruit an Energy Analyst to join the Renewables Integration and Secure Electricity (RISE) Unit to lead analysis and support the implementation of effective policies, regulations, and market designs that will ensure clean, affordable and secure power systems during clean energy transitions. RISE provides policy advice to inform policy makers on best practices, across the whole value chain, that can contribute to a more secure and cost-efficient electricity system in the context of clean energy transitions. The selected candidate will work in RISE under the general guidance of the Head of the RISE Unit, and will also work with staff across the Agency on electricity issues.

Main Responsibilities

Research and Analysis

  • Undertake in-depth policy, technical and economic analyses of the electricity sector, in particular regarding the challenges of fast, secure and affordable decarbonisation of the power sector. This will include analysis and policy advice on the integration of large shares of renewables into national and regional power systems, ensuring electricity security during clean energy transitions, climate resilience, cross-jurisdictional issues, electricity market design and cross border power trade.
  • Coordinate the elaboration of IEA publications covering electricity sector developments, analysis of emerging power sector technologies and other electricity-related issues.
  • Create and manage datasets of financial, economic, and other metrics pertaining to RISE projects.

Liaison, outreach and capacity building

  • Coordinate the activities of the RISE Unit regarding the techno-economic analysis and policy advice provided to emerging economies and regions, including China, India, Indonesia, South America and Africa, with a particular emphasis on decarbonisation of the power sector and enabling market and investment frameworks.
  • Collaborate with other Divisions in the Agency and other organisations on cross-cutting projects, publications, policy reviews, the development of programs and conferences.
  • Build and maintain contacts with delegations of IEA member and focus countries, other governmental bodies, international organisations and representatives of industry and research institutions.
  • Prepare presentations of IEA work and messages at meetings of IEA standing committees, working parties, conferences and other groups as required.

Ideal Candidate Profile

Academic Background

  • An advanced university degree(s) in relevant disciplines, such as economics, engineering, physical sciences, public policy or similar discipline. Degrees with a quantitative focus would be an asset.

Professional Background

  • Minimum of five to seven years of experience working on policy and techno-economic analysis of electricity sector topics, including market design, renewables integration, cross-border electricity trade and regulatory developments.
  • Proven experience in management of small teams.
  • Excellent understanding of the energy sector technologies, regulatory and market frameworks in electricity systems, including system operation, generation, transmission and distribution technologies.
  • Proven analytical capabilities as demonstrated in past work (e.g. policy, analytic reports, published papers, etc).
  • Experience in implementation and advice on energy policies, in particular in emerging economies, is a strong asset.

Tools

  • Experience with power system modeling, statistical programming and programming languages, such as PLEXOS, Python and R, while not compulsory, would be an advantage.

Languages

  • Excellent knowledge of written and spoken English; working knowledge of other languages would be an advantage.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.

  • Depending on level of experience, monthly salary starts at either 6,197 EUR or 7,647 EUR, plus allowances based on eligibility, exempt of French income tax.

This position is twin graded A2/A3. Appointment will be based on the candidate’s level of experience and demonstrated ability to perform the functions at the expected level.

Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.

Selection Process

  • For retained candidates, written tests/video-recorded interviews are foreseen early January 2022 and panel interviews are planned for early February 2022.
