Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with developing and emerging countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI supports stakeholders through complementary and integrated workstreams in green growth planning, policy development, investment, implementation, and knowledge sharing that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans. GGGI’s interventions emphasize change in four priority areas considered to be essential to transforming countries’ economies including energy, water, land-use and green cities.

 

PROJECT BACKGROUND 

The objective of this consultancy is to support GGGI in assisting the Government of Ethiopia to coordinate and implement a national-level stakeholder dialogue and strategic planning process that results in the development of a low emission development strategy (LEDS). The work will include conducting extensive analysis, preparing greenhouse gas emissions and development scenarios, and identifying policy and financing options and priorities. 

Countries are invited to produce LEDS in the Paris Agreement in order to provide a roadmap for decarbonization in the long-term, through 2050. Understanding a country’s options for decarbonization is particularly useful in the context of the Nationally Determined Contributions (NDCs), which are five-year mitigation and adaptation targets. However, only three developing countries have developed and submitted a LEDS to date. The Paris Agreement indicates that countries should develop and submit their 

LEDS before 2020 or soon thereafter. These long-term decarbonization pathways can then be used to benchmark against revised and new NDCs.  

The Government of Ethiopia has to date submitted two National Communications to the UNFCCC, the latest in 2015, and it has yet to submit its first biennial update report (BUR). The NDC, integrated in to the ten years development plan of the country, has already set a target of 68% reduction by 2030. In 2020, the Government Ethiopia through the Environment Forest and Climate Change Commission (EFCCC) has requested GGGI’s technical assistance for the development of Ethiopia’s LEDS.   

The overall aim of the LEDS will be to enhance the Ethiopia Government’s ability to plan for decarbonization of its economy in the long-term by providing a framework and a pathway for a progressive revision and enhancement of targets under its NDC to reduce CO2 emissions to 2050. The overall impact of the project is that Ethiopia will continue to take the lead in setting a pathway to a low carbon future and will be able to effectively plan to reduce its GHG emissions and contribute to the implementation of the Paris Agreement.  

The Ethiopia LEDS project is organized around five tasks that align to the five steps or stages typically involved in the LEDS process. 

    • Stage 1: Organize the LEDS Process (Project Task 1) 
    • Stage 2: Assess the Current Situation: Strategies, Policies, Practices, and Capacities (Project Task 2) 
    • Stage 3: Analyze Options: Identify and Analyze BAU and Low Emission Development Scenarios (Project Task 3) 
    • Stage 4: Prioritize Actions: Identify Policy, Financing, and Other Implementation Options and Priorities (Project Task 4) 
    • Stage 5: Prepare LEDS Roadmap, approve, and launch (Project Task 5) 

The specific objective of the project is to develop a concise and strategic LEDS document describing the pathways to low-carbon development/decarbonization for the country reaching to 2050. 

The LEDS will: 

    • Identify the potential evolution of specific sectors (e.g. power, transport, forestry, waste etc.) in a business-as-usual (BAU) scenario (i.e., in the absence of additional low carbon policies and actions); 
    • Identify technically and politically feasible low-carbon development options that have potential to mitigate GHG emissions growth and enhance sinks and island resilience; 
    • Assess the mitigation potential of low- carbon options, as well as attendant costs and financing options; 
    • Propose policy options and an action plan that can help to realize the mitigation potential quantified, including a specific plan for land transport; and 
    • Propose sectoral and economy-wide targets, staggered by 5-year intervals and an MRV framework which will be aligned to existing government monitoring frameworks. 

  

OBJECTIVES / PURPOSE OF THE ASSIGNMENT

The purpose of this assignment is to support the land transport component of the LEDS through an analysis to determine the emissions baseline, the business-as-usual (BAU) scenario, and low emission development scenarios; writing the relevant land transport-focused sections of the LEDS report; and preparing and delivering presentations to Ethiopia’s government and non-government stakeholders to inform and lead to decisions on priority LEDS pathways. For the selected low emission development scenario, develop high level costing and an implementation plan. 

 

SCOPE OF WORK

For the LEDS related assignment, the consultant will primarily support activities under Stage 2-5 of the project with a specific focus on land transport during the modelling period up to 2050, including:

    • Collaborate with the team to prepare materials, participate (virtually), and write-up notes from stakeholder consultations, including 3 stakeholders workshops;
    • In collaboration with the Transport Lead collect data and policy documents as needed for the BAU, and scenario development and modeling tasks for the sector;
    • develop Ethiopia’s baseline and BAU scenario for land transport based on best available information (GHG inventory, current policies, etc.), with clear assumptions, agreed with Steering Committee and the GGGI project team;
    • develop alternative low carbon scenarios including scenarios based on available funds/financing for transport projects in line with additional low emission pathways, with clear assumptions, considering the short, medium, and long term actions and reflecting conditional and non-conditional emission reduction pathways;
    • prepare a written report on the baseline, BAU scenario, alternative scenarios, including tables, charts, graphics, and reference lists;
    • based on feedback from stakeholders and the GGGI project team, on an iterative basis refine the scenarios and recommend targets at 5-year intervals;
    • develop high-level costing and financing options for selected scenarios;
    • revised written scenarios report reflecting government decisions on priority options;
    • based on impact of different scenarios, facilitate prioritization of actions with stakeholders and define final scenarios; final scenarios should include the timeline for implementation of the key actions, description of each, and estimated costing; and
    • In collaboration with the Transport write the final land transport section of the transport chapter (including tables, charts, graphics, and reference lists) in the LEDS document in close collaboration with the GGGI project team.

Details of the tasks above may be further refined or adjusted depending on data and model availability. 

 

OUTPUT / REPORTING REQUIREMENTS / DELIVERABLES / PAYMENT

The consultant will report regularly to the project Lead and Co-lead. The consultant will work as part of a team with GGGI experts and National sectoral experts assigned by the government of Ethiopia.

Proposed deliverables to be produced and provided to GGGI during this consultancy include:

    1. Written report on the BAU scenario for transport, including tables, charts, graphics, and reference lists to be used for discussion with stakeholders and for development of the LEDS document;
    2. Final Low carbon emission scenario report for transport;
    3. Implementation plan report for the transport sector by identifying investment requirements, policies, financing, and other implementation options and priorities;
    4. Participation and presentation on 4 stakeholders’ workshops/trainings and (including presentations using standard GGGI format, and other preparatory materials);
    5. Review and feedback to the transport related sections of the final LEDS document.

The consultant will work very closely with the transport government focal point, who will be responsible for primary data collection and engagement with the Government. In addition, the international consultant will work very closely with GGGI energy expert to fully align the development of the energy and transport emission pathways. Lastly, the consultant will work very closely with GGGI economic analysis team focusing on identification and assessment of co-benefits of low-carbon transport activities.

The consultant will collect secondary data and provide a database organized in Microsoft Excel or other easily utilized file format, including complete sets of final data tables/datasets, charts, tables, graphics, tools, models, written reports, and all other materials and resources used to prepare the land transport-related baseline, BAU scenario, and all alternative scenarios in electronic form. All of the consultant’s work products developed and used for this assignment will be transferred to and become the property of the Government of Ethiopia and the Global Green Growth Institute. 

Total fee: up to USD 23,000 depending on candidate's credentials.

QUALIFICATIONS / EXPERIENCE / EXPERTISE
    • An advanced university degree (PhD or equivalent preferred) in a discipline related to transport, urban planning, economics, or green growth;  
    • At least 8 years of relevant experience in transport planning, transport LEDS, GHG mitigation, or related experience in the transport sector;
    • Direct prior experience working with government institutions, intergovernmental organizations (IOs), academic institutions, and/or non-governmental organizations in developing countries;
    • Direct experience working on transport-related emissions accounting, analysis, scenario development, and project development;
    • Modeling (or simulation) skills for transport policy/technology options;
    • Familiarity working with the LEAP energy model or other similar modelling frameworks is an asset;
    • Strong command of utilizing Microsoft Excel (including the ability to generate graphics), Microsoft Word, and Microsoft PowerPoint software;
    • Excellent analytical skills, critical thinking ability, and data gathering skills; and
    • Strong writing, editing, and proofreading skills in English are required.
