The Development Co-operation Directorate (DCD) encourages co-ordinated, innovative, international action to accelerate the implementation of Agenda 2030 in developing countries, and improve the financing of the Sustainable Development Goals (SDGs). The Directorate helps set international standards for development co-operation, supporting the OECD Development Assistance Committee (DAC), and monitors how donors deliver on their commitments. Drawing upon OECD-wide expertise, DCD supports members and partners with data, analysis and guidance.

 

DCD is leading the development of international methodologies to track development finance from public and private sources in support of the 2030 Agenda for Sustainable Development, and engages in the development of innovative data frameworks with multiple stakeholders, assuring interoperability of different systems, to improve the quality and transparency of development finance for the public.

 

In this context, DCD’s Financing for Sustainable Development (FSD) Division is looking for a dynamic and experienced Development Finance Statistical Policy Analyst to lead a team of statisticians and advance the collection, processing, analysis and publication of data on development co-operation and other resource flows from DAC members, consistent with the DAC Statistical Reporting Directives. 

 

The successful candidate will work under the supervision of the Manager for the Data Collections and Dissemination Unit under the overall guidance of the Head of the FSD Division.

 

Main Responsibilities

 

Data management, policy analysis and advice

  • Conceptualise and manage the enhanced data collection, processing and production of statistics on development co-operation and other resource flows from DAC members.
  • Supervise the team of statisticians on data processing and validation and provide guidance especially with regards to ODA-eligibility matters.
  • Lead efforts to improve processes and systems to enhance the quality, accessibility and visualisation of data collected, compiled and disseminated by DCD to both specialised and non-specialised audiences.
  • Plan and supervise the production of statistics and publications as well as responses to specific requests for statistical outputs.
  • Carry out assessments, through detailed research and analysis, of international organisations by examining their mandates, budgets and activities, in order to determine the extent to which they promote the economic development and welfare of developing countries as their main objective.
  • Lead exercises to update the DAC List of Official Development Assistance (ODA) Recipients and income groups.
  • Conduct analysis and research for the preparation of policy briefs, factsheets, working papers and other publications on ODA and other resource flows.
  • Provide expertise, advice, and guidance on data use, data concepts and ODA-eligibility issues to a range of internal and external stakeholders.
  • Contribute expertise to joint projects and activities with other parts of DCD, the OECD and other key partners.

 

Meeting support and facilitation

  • Contribute to the organisation of meetings, conferences and training workshops, including in collaboration with other international organisations, governments and civil society organisations.
  • Prepare presentations and briefing materials as required.

 

Representation and liaison

  • Establish and maintain effective relations with national statistical reporters, members of the DAC and the Working Party on Development Finance Statistics (WP-STAT), and other stakeholder groups.
  • Represent the Organisation, as required, in relevant international settings, delivering presentations and disseminating OECD analysis through relevant channels, including events, articles, blogs, and other media.

 

Ideal Candidate Profile

 

Academic Background

  • An advanced university degree in economics, statistics, or related discipline.

 

Professional Background

  • Minimum three, preferably five years’ experience in international development, preferably in a bilateral and/or multilateral context. Sound understanding of development finance co‑operation issues especially those relevant for DAC providers.
  • Sound knowledge of development finance and the principles and concepts underlying the recording of international financial flows.
  • Substantial experience with the policy aspects of development co-operation statistics, and with database maintenance and data processing.

Tools

  • Proficiency in the use of the Microsoft Office Suite, Excel 2016 and its advanced features (e.g. VBA, functions, PivotTables, data validation, charts).
  • Experience with SQL Query language or other statistical software applications would be an advantage.

 

Languages

  • Fluency in one of the two official languages of the Organisation (English and French) and knowledge of the other, with a commitment to reaching a good working level.

Contract Duration

  • 13 months fixed term appointment, with the possibility of renewal.

 

What the OECD offers

  • Depending on level of experience, monthly salary starts at either EUR 6 197 or EUR 7 647, plus allowances based on eligibility, exempt of French income tax.

Selection Process

  • For retained candidates, written tests/video-recorded interviews are foreseen in January 2022 and panel interviews are planned for February 2022.
