UNDP in Nepal VISION STATEMENT UNDP Nepal works with the people and Government of Nepal, and other development partners to pursue equitable and sustainable human development goals through eradication of poverty, increase in livelihood opportunities, improvement in community resilience against conflict, disasters and impact of climate change, while laying down strong foundations for a society based on rule of law with an inclusive and participatory democracy.

Context

The Support to Knowledge and Life-Long Learning Skills (SKILLS) Programme is a joint policy project running under the National Implementation Modality of UNDP following a bilateral agreement with the Government of Nepal, Ministry of Education, Science and Technology (MoEST). This programme has been designed to suggest pragmatic policy reform initiatives, develop integrated National Technical and Vocational Education and Training (TVET) management information system (MIS), enhance private sector engagement in TVET and come up with policy on entrepreneurship and keeping women in the workforce. It also aims to help increase quality assurance and knowledge networking and governance of TVET programmes and services of MoEST, which is also the implementing agency of the programme. The planned outcomes of the project are to: (a) develop an integrated TVET Policy and Contribute to policy design that can help bring about good governance in the entire TVET sector, (b) run Technical and Vocational Education and Training (TVET) programmes by consolidating all the resource under TVET Fund through SWAp, (c) link technical education and vocational training with higher education, (d) strengthen TVET-MIS, monitoring and evaluation system, and (e) support to carry out province-level skill mapping and develop local level TVET strategic plan.

Task description

The Provincial Monitoring and Coordination Specialist will be responsible for overall coordination and implementation of programme in the field. S/he will undertake regular monitoring visits to project locations to monitor the ongoing programme and report to the National Project Manager by providing: 1. Technical support for the implementation, monitoring and quality assurance of the “Enhancing Returnee Migrant Workers (RMWs) skills for employment” and productive reintegration of RMWs into the labour market and the economy. 2. Coordination and collaboration with Provincial Government, Local Governments, and relevant local partner organizations. 3. Ensure Gender Equality and Social Inclusion (GESI) through project interventions The key Responsibilities of the assignment are: The Provincial Monitoring and Coordination Specialist will work directly under the supervision of National Project Manager (NPM), and in close coordination with the National Project Director (NPD), CTEVT, and the Portfolio Manager-UNDP for the programme. The Specialist involved in this assignment will have to design appropriate method for achieving the assigned tasks. The key responsibilities of the Specialist are as follows: 1. Technical support for the implementation, monitoring and quality assurance of the “Enhancing Returnee Migrant Workers (RMWs) skills for employment” and productive reintegration of RMWs into the labour market and the economy. • Prepare detail implementation and monitoring plans of all the project activities. • Provide technical support for the implementation, monitoring and quality assurance of RMWs short-term training programmes as per the standards of the economic sectors: Agriculture, Construction & Tourism. • Provide technical support to identify or select 1,500 RMWs as key beneficiaries and administrative support to conduct pre & post-counselling, short-term training programme choices of self-employment or wage-employment opportunities to the selected RMWs for their training and certification. • Provide technical support in collecting data and designing newsletters, infographics, factsheets, success/inspiration stories, lesson learnt report, in local and Nepali languages. • Monitor the implemented programmes based on the given standards and develop report(s) accordingly and provide with occupational technology/equipment support to meet the required standard of training programmes. • Assist NPM in the implementation of annual and quarterly work plan primarily focused on RMWs reintegration activities envisioned by the project. • Prepare monthly, quarterly, and annual work plan and reports, as well as other relevant sectoral reports, and submit timely to NPM. • Assist SKILLS and National Skill Testing Board to conduct skill certification process for all trained RMWs. • Provide support to document and disseminate success stories and lessons learnt in Nepali and the local languages. • Provide technical support to carry out the provincial rapid market appraisal for identifying skills gaps and future needs of RMWs. • Help understand migrants’ skills profiles for designing and delivering relevant short-term skills training to RMWs in agriculture, construction or tourism sectors. • Help develop the profile of COVID-19-affected RMWs, including related data in order to create an environment to recognize the skills they have learnt abroad. • Orient relevant provincial staff, elected authorities, and staff of local governments for the effective operationalization of provincial and local committees by bringing together public and private actors for reintegration of RMWs in local economy. • Provide support to conduct a media and outreach campaign to raise awareness for skills training programme and certification of RMWs. 2. Coordination and collaboration with Provincial Government, Local Governments, and relevant local partner organizations • Help coordinate with Province and Local Level authorities, including professional organizations to conduct television and radio programs, documentaries, and panel discussions on the programmes of skills of RMWs. • Ensure that the Province and Local Level coordination and networking meetings, consultations and workshops are held in a timely basis with representation of local governments, RMWs, training providers and relevant stakeholders • Coordinate with relevant organizations/professional associations for conducting meetings, consultations and workshops at the respective Provincial and Local Levels. • Coordinate to conduct radio and TV programmes (advertorial, jingle, panel interview) to inspire RMWs as well as local leaders on how the RMWs are contributing meaningfully to the society by benefiting from the skills training being provided to them. • Coordinate and collaborate with the respective Province and Local Level authorities to disseminate achievements and knowledge products of the projects to wider audience. • Coordinate with SKILLS and other relevant agencies to use social media and other print and digital platforms for the media campaign targeting RMWs, parents, social leaders, local/provincial federal Governments, NGO/INGO, development partners, journalists, local/provincial/federal professional associations. 3. Ensure Gender Equality and Social Inclusion (GESI) through project interventions • Ensure the participation of women and people from disadvantaged group in selecting 1,500 RMWS from the respective Province and Local Levels. • Assist NPM in preparing progress reports including monthly, quarterly, and annual reports as per the demand of SKILLS, MoEST, UNDP, Funding Agency and other development partners. • Provide support for other related tasks as assigned by the National Project Manager (NPM).
