Mission and objectives

Context

Preventing the development losses and the ‘poverty trap’ of forced displacement would require an understanding of the drivers of displacement and addressing these drivers or taking preventive actions. If preventive actions are not feasible, supporting the resilience of people who remain behind, enacting appropriate actions to tackle longstanding development issues which the presence of forcibly displaced may exacerbate, strengthening and expanding service delivery, and encouraging freedom of movement and the right to work for the forcibly displaced are possible responses to consider as part of support to governments and Member States and population at risk. To help countries achieve the Agenda 2030 in Africa and the priorities under the RBA’s Africa Promise, the opportunities and risks identified under human mobility must be addressed. Aligned with UNDP’s corporate commitment under the Global Forum on Refugees (GRF) and the Global Forum on Migration (GCM) , the Africa Resilience Hub seeks to boost its support to member states and UNDP Country Offices on Human Mobility for Development, to enhance the positive contribution of migrants and displaced population in inclusive socio-economic growth and sustainable development in Africa, strengthen the resilience of the affected population and communities, and reduce the development losses to help achieve the vision. The Human Mobility team at the UNDP Dakar Regional Hub for West and Central Africa is hiring a National UNV to support these efforts in West and Central Africa regions.

Task description

The National Human Mobility Officer will work under the direct supervision of the Regional Human Mobilty Advisor currently based in the UNDP Nairobi Resilience Hub and the overall guidance of the UNDP Dakar Regional Hub Manager. S/he will work closely with the Livelihoods and Ecocomic Recovery Specialist based in Dakar, the Senior HDP Nexus Advisor currently working on the Horn of Africa and the Great Lakes region, including aspects related to human mobility, and the Human Mobility Technical Expert working on the elaboration of the Human Mobility for Development Programme Offer for Africa. The National Human Mobility Officer will support UNDP’s efforts to strengthen the capacities of regional institutions, national and sub-national government and authorities and communities to better prevent, prepare and respond to forced population movement and to maximize the potential of the population on the move for transformative development in Africa. Specifically, the National Human Mobility Officer will contribute to the following: Support countries and governments for stronger capacities for analysis, advocacy and long-term development-oriented solutions to address the risks related to human mobility in the Africa region, including Early Warning and predictive analysis on population movement, working closely with key partners and regional economic commissions. Support countries and governments in the implementation of the commitments under the Comprehensive Refugee Response Framework, the Global Compact for Migration, the Global Compact on Refugees, the Global Forum for Migration and Development, the Platform on Disaster Displacement, the Plan of Action for the Guiding Principles for Internal Displacement (GP20), and other important fora on migration and development. Support national and local governments to mainstream migration into development plans, including localized SDGs. Address the root causes of forced movement of the population, including forced displacement and irregular migration. Invest in resilience-based development to ensure migrants, refugees, IDPs and host communities cope, recover and sustain development gains in crisis and post crisis situations. Support countries to create an enabling environment for sustainable community based re/integration that can contribute to transformative recovery and development Responsibilities/Description of Professional Services: Assist the Team with relevant compilation and analysis on ongoing UNDP support at country level on Durable Solutions for internal displacement in Africa to highlight and strengthen the approach on the Humanitarian-Development-Peace (HDP) nexus and help with advocacy efforts under the High Level Panel on Internal Displacement ; Assist in the mapping of ongoing UNDP initiatives in Africa in support of migration governance, capacity building for safe and regular migration within and outside of Africa at country and sub-regional level; Contribute to the compilation of information and preparation of documentation, including research and analysis of latest data and info when needed and as relevant, to strengthen the advocacy and outreach efforts under Scaling Fences and for safe and legal pathways on migration for recovery and development; Support the joint UNDP-UNHCR West and Central Africa country and sub-regional consultations for the development of a Joint Response and Action Plan on Displacement in the Sahel and Lake Chad Basin and assist in the preparation of related background and feedback reports; Contribute to the scale up and elaboration of the joint UNDP-IOM COVID-19 response for migrants in Africa and assist in the preparation of related background and feedback reports; Support UNDP’s engagement in the Regional Global Compact on Migration Coordination and Review Meetings and UN Network on Migration, as relevant and prepare related feedback reports; Contribute to the compilation of information and preparation of UNDP submissions to the Global Compact on Migration through the Regional Coordination platform, UN Network on Migration, Plan of Action for the Guiding Principles for Internal Displacement (GP20), and other important migration and displacement fora as relevant; Support the elaboration of the Human Mobility for Development PIP, including preparation/organization of the consultations, background analysis and contribution of technical inputs. Support the Team with communication related tasks; Support the capacity development efforts on Human Mobiity, including the establishment and organization of a Community of Practice (CoP) one Human Mobility for Development in Africa. Contribute to the development of the Partnerships and Communication Plan on Human Mobility. Deliverables/Timeline 1.Draft consultation reports, as planned and implemented under the agreed workplan, including preliminary consultations and validations for the draft HM4D PIP, WCA/Sahel Joint Action Plan, Southern Africa Resilience Programme, Regional Consultations (R-UNMN, GCM etc.) 2.Any positioning documents, and analysis reports as required, for background to the consultations 3.Regional submission of inputs for the GCM 4.Identification of COs’ programme demands and capacity needs on HM for a capacity development support plan 5.Support the establishment and organization of a Community of Practice on HM4D and other consultations with COs
