Background - Shared Service Center:

The Shared Service Center (SSC) is responsible for the effective and efficient delivery of essential corporate support services in support of all UNOPS operations in HQ and field office locations and the development and enhancement of policies, procedures and methods in corporate services to keep with current and best practices that best meet UNOPS business needs. Corporate services consist of administrative services, assets management, health and safety, and security.

Background - the role:

In his December 2017 report the Secretary-General presented his vision and proposals to reposition the UN development system to better respond to the 2030 Agenda for Sustainable Development. While the focus was firmly placed on improving the overall effectiveness, accountability and cohesion of the UN development system’s collective results on the ground, the Secretary-General also anticipated that the proposed change measures would have the potential to achieve cost savings that could be redeployed into development activities.

This aspect of the reform – which later came to be known as “the efficiency agenda” – aims to realize cost avoidance and performance improvement by harmonizing, centralizing and consolidating the use of resources to generate efficiencies in financial and quality terms, to be redeployed as part of programmes to better support the 2030 Agenda.

The focus of this role would be on the following areas which are part of the consolidation of business operations for the whole UN development system: 

  1. Common back offices/Local Shared Service Centers for all UN country teams
  2. Improved Business Operations Strategy (BOS) for all UN country teams
  3. UN common premises
  4. Possible consolidation of location-independent business operations into six or seven networks of shared service centers

UNOPS is actively involved in all the above areas, some of which are more advanced than others, so more efforts are needed to progress and contribute further to these important initiatives, which would benefit the whole UN system.

Functional Responsibilities

The Management Senior Analyst will report to the Director, SSC. This role will focus on supporting and coordinating UNOPS participation and inputs in the UN reform agenda and is expected to contribute specifically on the following aspects:


  • Assist the SSC Director in reviewing and analysing CBO/LSSC business cases since the rollout is expected to start soon

  • Coordinate with the respective field/country offices and help them address any issues to do with CBO/LSSC processes

  • Work closely with the field/country offices to ensure that their input to the CBO/LSSC process is solid and maintains UNOPS interests

  • Analyse data based on the information available and make recommendations to the management as well as the respective country offices in terms of signing up for services provided by other agencies or for UNOPS to host LSSC, i.e. providing LSSC services to other UN agencies

  • Continuously monitor updates, analyse data, advise country offices as needed for matters related to UN reform, and specifically items related to the efficiency agenda, namely on:

    • CBO/LSSC

    • Business Operations Strategy (BOS)

    • Common premises

    • Efficiency reporting

    • Global Shared Service Centers

  • Assist the management (Finance & Administration Director and SSC Director) by preparing for the different meetings, and interagency groups they need to attend by:

    • Providing updates and data before the meetings

    • Preparing talking points

    • Highlighting any issues of concern that the management needs to know

    • Make recommendations on where should the focus be

    • Provide any feedback collected from the field offices

    • Conduct analysis to support decision making

  • Liaise with the different UNOPS groups and country offices to contribute to the efficiency reporting that the UN system has started in the following areas:

    • Common efficiency reporting through BOS and LSSC

    • Bilateral efficiency reporting

    • Internal agency efficiency reporting

  • Attend meetings, calls and interagency working groups related to the different efficiency initiatives as requested by the supervisor, and report on the outcomes.

Education/Experience/Language requirements

Education requirements:

  • Masters degree, preferably in Social Sciences, Political Sciences, Business Administration, Economics or related disciplines. A first level university degree may be accepted in lieu of an advanced degree with 2 additional years of relevant experience.

Experience requirements:

  • A minimum of 2 years of relevant experience in management support, liaison or coordination roles is required
  • UN experience will be an asset
  • Field experience will be an asset
  • High proficiency with office software packages is required (at least one year of experience working with spreadsheets, dashboards and presentation tools such as Google Slides/MS PowerPoint)

Language requirements:

  • Full proficiency in English is required. Fluency in another official UN language would be a distinct asset.
