Purpose of consultancy
To contribute to One Health and risk assessment activities of influenza.
Background
The Global Influenza Programme (GIP) coordinates the WHO tripartite zoonotic influenza work plan activities that spans risk assessment, gap analysis, data collection and different information products on zoonotic influenza surveillance in collaboration with OIE/FAO/OFFLU experts and internal WHO One Health teams. The tripartite initiative aims to improve coordination of zoonotic influenza-related activities between the tripartite organizations, sharing of information across different forum and assess risk of emerging zoonotic influenza viruses with impact on animal and human health. Support the Global Influenza Surveillance and Response System (GISRS) laboratories through tailored guidance and information and coordinate activities to increase vigilance and assess rapidly risks associated with emerging zoonotic influenza viruses.
Deliverables
Output 1: Coordinate tripartite activities on zoonotic influenza under One Health work plan
- Activity 2.1: Mapping gaps of surveillance and pandemic risk assessment in collaboration with OIE/FAO/OFFLU
- Activity 2.2: Contribute to the development of an operational framework for rapid risk assessment of emerging zoonotic influenza among the FAO/OIE/OFFLU/WHO
- Activity 2.3: Contribute to the alignment of zoonotic influenza detection/characterization assays between OFFLU and GISRS
Output 2: Tool for Influenza Pandemic Risk Assessment (TIPRA) exercise on emerging zoonotic influenza viruses
- Activity 1.1: Coordinate TIPRA exercises on priority zoonotic influenza viruses
- Activity 1.2: Facilitate TIPRA exercise teleconferences
- Activity 1.3: Prepare virus profiles and TIPRA risk assessment (RA) full and summary reports
- Activity 1.4: Update WHO TIPRA web page with latest RA results
Output 3: Influenza Viruses of Pandemic Potential (IVPP) sharing
- Activity 3.1: Facilitate tracking of IVPP sharing and related reporting mechanisms internally and externally
- Activity 3.2: Update IVPP database and summary of IVPP data
Output 4: Overview of pandemic risks of zoonotic influenza of public health significance
- Activity 4.1 Develop a manuscript in collaboration with experts from GISRS, OFFLU and academia to have an overview of the evolving pandemic risks of zoonotic influenza
Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
Advanced university degree (Master degree or higher) in microbiology, virology or other relevant fields.
Desirable:
PhD in virology, biomedical science or other related fields.
Experience
Essential:
At least 7 years’ experience in influenza virologic surveillance or research, including at least 3 years research experience in zoonotic influenza and 2 years post-doctoral work on zoonotic influenza or the use of WHO TIPRA
Desirable:
Experience at the international level.
Skills/Knowledge:
Essential:
- Excellent analytical skills complemented by good interpersonal and communication skills.
- Excellent writing skills.
- Demonstrated knowledge on influenza surveillance and/or research.
Languages required:
Essential:
Expert knowledge of English
Desirable
Working knowledge of another WHO official language.

Travel to WHO HQ Geneva once or twice during the contract, date(s) to be determined later, to facilitate some activities under the One Health project work plan.
