Overview of position

Background:

Globally, our client invests in digital communication to promote children’s rights and the results of organization’s work for families and children.

Since 2012, our client has promoted the rights and wellbeing of children and their families in Libya. Together with our partners, we work throughout the country to reach children and their families through our Health, Nutrition, WASH, Education, Child Protection and Emergency Response interventions. We strengthen the linkages between humanitarian action and development programming, focusing special effort on reaching the most vulnerable and conflict-affected children, to the benefit of all children, everywhere in Libya.

The our client in Libya communication goal is to contribute to the realization of all the rights of all children living in the country, especially the most vulnerable including migrants, refugees and IPDs.

our client in Libya is present in the following social media platforms – Facebook, Twitter and Instagram. We will be expanding to YouTube and launch website.

Objective:

OUR CLIENT in Libya is looking for a communication team is looking for a short-term communication consultant to support the communications team in digital communication.

Under the guidance and supervision of the Head of Communications section, the consultant is responsible for supporting our client Libya’s presence on digital platforms (Facebook, Twitter, Instagram, YouTube and Website).

The consultant will help to design, manage, maintain, implement, and continuously improve our client’s digital plan and digital media communication to maximize its online presence, and engage followers in a dynamic, interactive and meaningful way.

The consultant will actively participate in planning, implementation and monitoring of the section and office communication plans, events, campaigns and activities.

Justification

The consultant will be covering the functions of the current Communication Officer (NOA) as the staff member is on stretch assignment for 3 months with Turkey country office as of 18th October. In addition to support the plans for our client @75 and other key milestones.

Role objectives

The communication consultant will be responsible for the following fields:

·Daily management of our client Libya social media platforms (Facebook, Twitter and Instagram) – content, monitoring and reporting.

-Сreate draft content for social media (general messaging, quotes, photos, snapshots from the published stories etc.) and work on visualization with section graphic designer, partners and via free tools.

-Adapt multimedia assets from GCA (formerly DOC) for local audiences. Maintain a social media calendar of content themes and all upcoming coverage schedules according to the calendar.

-Publish cleared content to social media accounts (publishing on Facebook, YouTube, Instagram, Twitter) on a daily basis.

 ·Planning and implementation of communication and advocacy events and activities

-Develop ideas and plans for implementation for events and activities including social media campaigns around LCO priorities including Climate change in Libya, Mental health and Back to Learning.

-Worked with sections on input and joint activities including art therapy with special focus on youth, migrants, refugees and IDPs.

 ·Support on content creation including photos, shorts videos, animations and Human-Interest stories and ensuring quality control.

Project reporting

The consultant will report to Head of Communications Section and will work closely with other members of the communication team.

Key competencies

·University degree in communications, international relations/public affairs, marketing, social media, or other related disciplines; or equivalent professional work experience, combined with a first university degree in a related discipline.

·At least three years of professional experience working in communication management, including business requirement gathering and execution of enhanced news delivery strategies and web content production.

·Experience in managing social media accounts in a creative and proficient manner with understanding of local context and sensitivities.

·Excellent English and Arabic writing, editing and proof-reading skills is a must.

·Experience working on projects involving multiple agencies, stakeholders, and parties.

·Experience with our client or related development organizations is an asset.

·Strong oral and written communication skills.

·Ability to work effectively in a multicultural environment.

·Ability to handle multiple tasks, prioritize, and work under tight deadlines.

Qualifications:

Education:

A university degree in Communication, International Development, Journalism, Social Media, English language, social sciences, or a similar field. Professional qualifications in Media/Communication /digital media/ photography will be an asset.

Other qualifications

·High ethical standards and understanding of child rights issues and sensitivities relating to children is highly desirable.

·Previous working experience with UNICEF and/or another international development organization is required.

 

Experience:

A minimum of three years of relevant professional experience in developing, producing and/or editing communications materials including for social media and human interest stories, advocacy booklets, brochures, concept notes, proposals, and reportability to effectively grasp and incorporate inputs/feedback from multiple contributors

Administrative considerations

•The consultant will work on his/her own computer(s) and use his/her own resources and materials in the execution of this assignment.

•DSA will be paid for assignments requiring travel outside Tripoli.

•All stories and photographs produced by the consultant will remain the property of UNICEF for unlimited use.

•The consultant will bear the responsibility of ensuring that the parent or guardian of each child sign a waiver (to be provided) giving permission for the collection of information and taking of photographs.

•The consultant will strictly adhere to UNICEF’s policies and guidelines around photographing of children in vulnerable situations (to be shared).

Deliverables:

•Daily web and social media content i.e. links and social media campaigns.

•Monthly social media plans implementation: stories, videos, images, infographics, photos.

•Monthly reporting and analysis.

•Supported activities and events including UNICE[email protected], Baity centre events and other communication and visibility events.

•Develop inputs for donor visibility reporting, office requirements and analysis for presentations and reports as requested by the Head of Communications.

Payment:

•The payment will be made by bank transfer within 30 days upon receipt of satisfactory deliverables of above mentioned deliverables.
