The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has approved 190 projects and has committed USD 10.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective

Operational control and risk management is the foundation to operational excellence. The role of Operational Control Manager is to develop and ensure controls and process disciplines are rigorously maintained and continually enhanced through metrics reporting, risk assessment testing, quality assurance and root cause analysis.   S/he is accountable for developing internal control practices and framework. S/he will help ensure controls are appropriately designed and executed throughout the organization, ensure identification, escalation and mitigation of operational risk, and provide oversight and sponsorship of selected control initiatives.

 

Duties and responsibilities

Purpose

  • Establishment and integration of an Operational Control framework, including the design and implement control structures, governance, and measures interpreting policy and standards requirements to proactively implement a best-in-class control environment;
  • Assess the operational risk aspects of potential new programs/initiatives and financial products together with Division Heads;
  • Assess emerging/material risks, identify trends and remediate control issues;

Engagement

  • Manage relationships and partner across all divisions, while demonstrating an ability to manage by influence to promote change;
  • Strong collaboration with divisions and operational understanding of activities to manage audit activities and institute realistic and practical controls;
  • Provide regular updates and reporting to senior management;
  • Develop external network of peers to understand best practices, industry trends, and emerging risks;

Delivery

  • Drive execution of multiple key operational control initiatives while taking; appropriate action to ensure timely and effective program oversight and execution
  • Develop a framework and process for ongoing design and effectiveness testing of key controls including the establishment and monitoring of corrective action plans;
  • Perform control design reviews to identify control improvements; provide oversight and review of operations errors or near misses;
  • Provide evaluative judgment based on analysis of information in complicated and unique situations and drive formulation of standards and strategies;
  • Management of the control Self-Assessments and audit activities of the divisions.

 

Required experience and qualifications*

  • Master’s or higher-level degree in Administration or another relevant field; or Bachelor’s plus 2 additional years of experience;
  • 11 years or more relevant experience including in operational controls, project management and audit, with preference of experience in international organizations or multilateral development banks;
  • Six Sigma Black Belt or equivalent certification would be highly valuable;
  • Excellent organizational, communication, documentation and project management skills;
  • Excellent leadership and influencing abilities including the ability to drive innovation and change in a constantly evolving environment;
  • Proven experience in the design and testing of controls;
  • Collaboration across differing teams, agendas and perspectives and rationalizing those differing inputs will be required;
  • Ability to engage in abstract thinking and design thinking is an advantage;
  • Fluency in English is essential; knowledge of another United Nations language is an advantage.
