Mission and objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org). The UNHCR has been working in Ukraine for almost 25 years, mainly with refugees and asylum-seekers, as well as in the area of statelessness prevention and reduction. Since the beginning of the conflict in 2014, UNHCR has been assisting Internally Displaced Persons (IDPs) and responding to the humanitarian situation in the east of the country together with other actors.

Context

The Ministry for Reintegration of the Temporarily Occupied Territories of Ukraine was created in response to the situation of temporary occupation of a part of Ukrainian territory in the East of the country and in Crimea, and was tasked to shape and implement the state policy on rehabilitation and peace building in areas affected by the conflict and on reintegration of the temporary occupied territory of Ukraine. Under the Letter of Understanding between the UNHCR and the Ministry, UNHCR provides sup-port in various areas, including Strategic Communication. In this context, it is envisioned the candidate will enhance the efficiency of communication of the Ministry with international counterparts. The UNV will be based at the Ministry’s premises in Kyiv, and will be formally supervised by the Associate Legal Officer of the UNHCR Representation. Practical supervision of the UNV’s performance will be realized by a designated official at the Ministry.

Task description

The national UN Volunteer will undertake the following tasks: • Translate written correspondence between the Ministry and different international stakeholders (including UNHCR) from Ukrainian/Russian to English and vice versa. With up to 210 pages per month that need to be translated, the UNV will work on the translations in conjunction with the respective units of the Ministry; • Translate key documents pertaining to the work on draft laws and policies developed by the Ministry; • Collaborate with UNV online volunteers in case of the need for translation of larger documents. Proofread such translations and ensure correct terminology and accuracy; • In cooperation with the mentioned UNV online volunteers, manage the update of the English version of the Ministry’s website; • Interpret (consecutively) where needed in meetings of the Ministry’s representatives with international organizations and embassies, from Ukrainian/Russian to English and vice versa; • Liaise with UNHCR in Kyiv regarding technicalities that will be crucial to understanding of translations; • Stay abreast of political and socio-economic developments in Ukraine and in the region, as well as of operational developments; • Any other duty, as requested by the supervisor.
