Job Overview
The Protection and Rule of Law Coordinator leads the IRC’s efforts in Lebanon to meet vulnerable Lebanese and refugees’ protection needs, reducing protection risks and responding to cases of violence, coercion and deprivation, as well as mainstreaming protection throughout the IRC’s response in Lebanon. The Protection and Rule of Law Coordinator will define and manage a clear direction for the PRoL program in Lebanon, drive forward implementation and ensure robust and effective management and oversight to best meet the needs and aspirations of local communities and accountability to stakeholders. The Protection and Rule of Law Coordinator will play a key role in IRC’s external engagement in relevant stakeholders including donors and key humanitarian coordination fora focusing on protection needs. In collaboration with the Policy, Advocacy and Communications Advisor,  the Protection and Rule of Law Coordinator will support in defining the IRC’s  advocacy stance on core protection issues . Currently the PRoL program is implemented in the North, Beirut, Mount Lebanon and Bekaa governorates and it includes: protection monitoring, legal services, case management, cash for protection and community-based protection.  A core responsibility of the Protection Coordinator will be to ensure the quality of protection monitoring intervention, including rigorous data collection from the field and lead on analysis and drafting quality reports that enable program informed decision making and driving advocacy priorities within IRC and the broader humanitarian sector. This requires a high level of external engagement to ensure effective dissemination of protection monitoring data. 
Major Responsibilities
1. Program management and Technical Quality 
•Provide a sound technical basis for the consolidation and harmonization of all protection and rule of law activities across field sites and tools/methodologies, with an emphasis on maintaining and improving program quality. 
•Oversee implementation of the protection and rule of law program, directly supporting Senior Protection Managers on project work plans and budgets; including budget development, budget rea-alignments, spending plans and detailed budget follow-up across multiple grants.  
•Responsible for the quality of donor reporting; ensuring that all inputs to donors reporting is timely and provides a clear and concise overview of project implementation across the geographical areas.
•Ensure that all interventions are in compliance with the IRC’s strategic action plan, theories of change, protection mainstreaming framework, international law and protection standards and national policies.
•Ensure protection monitoring and case management tools are maintained and make necessary adjustment for increased impact.
•Ensure in collaboration with the M&E team that monitoring and evaluation systems are effectively designed and integrated into all stages of the project; that output and impact data are captured and that data is used to optimize program quality.
•Participate in cross-departmental collaboration and coordination in order to ensure that linkages between programs are made and programs gain from protection best practice; in particular with regular contact and coordination with Coordinators from other IRC Lebanon sectors.
•Draft high quality analytical Protection Monitoring Reports on a monthly basis, in close collaboration with the Protection Information Management Manager and with analytical inputs from Senior Protection Managers and Protection Monitoring Officers in each geographical location. 
2. Strategy and New business development
•Roll out IRC Protection Rule of Law sector strategy for Lebanon and ensure it  remains relevant to the changing context 
•Design and develop concept notes and proposals for further protection programming and closely collaborate with the grant team for successful proposal development
3. Representation and coordination
•Represent the IRC in national level and strategic meetings involving protection actors such as the Core Protection Working Group, the National Protection Working Group, LHIF, Inter-Agency coordination meetings, and bi-lateral meetings.
•Represent the IRC at meetings with donors, provide protection context updates on an ad hoc basis and as requested. 
•Regularly coordinate with internal program and operational stakeholders, the Protection/Rule of Law Technical Advisors, Women’s Protection and Empowerment, Child Protection, Economic Recovery and Development, Education, the Regional Durable Solutions Advisor and other IRC colleagues. 
•In collaboration with the Advocacy Advisor, provide input for advocacy purposes and support achievement of advocacy goals, as need. 
•Coordinate with IRC Technical coordinators and Advocacy Advisor to forge connections with key government counterparts at the ministerial level, UN, I/NGOs, human rights actors, municipal and other sub-national government actors. 
4. Partnership
•In collaboration with the partnership unit, support PRoL’s strategic objective to expand into partnership with a local legal NGOS and relevant access to justice stakeholders. Seeks further opportunities for partnerships in other programmatic areas. Working closely with the IRC's Partnerships Unit and the relevant PRoL staff to drafts and/or reviews the PRoL's annual Partnerships Strategy, Stakeholders Analysis, identifying, when needed, strategic partners to jointly achieve safety outcomes for vulnerable populations
•Takes part in periodic Partnerships meetings, such as the Partnerships Working Group and/or Partnerships Review meetings
5. Staff Performance Management, Learning & Development
•Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
•Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
•Hold high-quality meetings with direct reports on a regular and predictable basis,
•Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions for staff care needs for national staff.
•Look for opportunities to support staff in their career growth, where appropriate.
Adhere to and act in accordance with the IRC Global HR Policies and Procedures and communicates through word and example a high standard of compliance with all applicable policies and regulations.
The position line manages 6 direct reports 
Job Requirements
Work Experience: 
-At least 5-year experience implementing multi-donor funded protection programming and managing teams, including experience in emergency or post-conflict project management 
Education:  Advanced university degree in Law, Human Rights or a related field
Demonstrated Skills and Competencies: 
-Demonstrated experience using international human rights standards in protection programming
-Good understanding of M&E systems and use of data or program quality 
-Demonstrated experience in project and budget management
-Strong strategic thinking and proposal writing skills
-Strong leadership, program, staff and budget management and capacity building skills 
-Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player.
-Ability to productively work under pressure while maintaining a sense of humor
-Strong organizational and time-management skills; proven ability to prioritize and deliver on time
-Ability to work both independently and in a dynamic, cross-functional global team structure
-Demonstrated ability to work effectively with stakeholders at all levels
-Ability to manage and work through change in a proactive and positive manner. 
Language Skills: English – Arabic is an asset 
Working Environment:  
-Standard office working environment
-Regular travel to field locations in Lebanon
