Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The position is located in the Regional Office for Latin America and the Caribbean, in Lima, Peru. The Regional Office has overall political and administrative responsibilities for the promotion of ILO principles and policies in the region and provides strategic guidance and support to all country offices and Decent Work Teams (NTDs) in the region.

 

The position will report to the Regional Director for Latin America and the Caribbean. It will receive guidance and technical support from the Enterprises Department  at headquarters in Geneva and will work closely with other specialists in the region, both from the Regional Office and the ETDs and the Country Offices.
 

Specific Duties

1.    Evaluate and monitor the scope of policies for productive employment and the promotion of productivity based on the ILO productivity ecosystem model dealing with the macro (national), meso (sectoral) and micro (enterprise) levels. This will include institutional design in the context of accelerating trends and digital transformation related to the future of work. This includes the use and application of different policy instruments such as promoting clusters, fostering competitiveness, digitization, diffusion of innovation, and promoting integration into global supply chains. All of the above in connection with the creation of quality employment opportunities and the promotion of gender equality, for sustainable and inclusive development.

 

2.    Give advice and technical support to ILO constituents (governments, employers, workers) on strategies for the integration of employment and productivity, within the framework of national decent work programs, social and economic recovery plans before COVID 19, and the united nations cooperation frameworks for sustainable development. The work will be guided by the provisions of the ILO Centennial Declaration for the Future of Work and the Panama Declaration for the ILO Centennial: For the Future of Work in the Americas.

 

3.    In close collaboration with the Decent Work Teams (ETD) and the Country Offices of the region, as well as with the Technical Departments at headquarters and in cooperation with other agencies, funds and programs of the United Nations common system ( UN) and international financial institutions and other relevant counterparts, design, plan and lead activities for one or several productive sectors, in one or more countries of the region, aimed at researching, analysing and promoting policies for productivity and structural  transformation ; review, monitor and evaluate the results of these policies in the labour markets taking into account gender equality and provide high-quality technical advice on strategies and policies to promote productivity, inclusive and sustainable economic growth, investment and creation quality employment while promoting social dialogue and international labour standards.

 

4.    Contribute to strengthening the capacity of public services that promote productive employment and productivity, particularly in promoting more and better jobs for inclusive and sustainable development.

 

5.    Contribute to the interagency work of the United Nations system in the region, ensuring ILO leadership in actions related to the implementation of Sustainable Development Goal 8 on decent work and economic growth. 

 

6.    Foster alliances and partnerships in the area of their specialty, including with partners from the UN system, international financial institutions, bilateral agencies, academia and other relevant institutions. Identify centers for the development of knowledge, best practices, and contribute to the development of a network for the exchange of knowledge and good practices on the topics of their specialty. This involves developing and maintaining close contacts with governments, employers 'and workers' organizations, international organizations, as well as with donor and cooperating entities, development banks, bilateral sources and other entities interested in productive employment, productivity, structural transformation, and related topics. 

 

7.    Carry out high-level missions in the countries of the region, providing advice on the formulation of policies on the topics of their specialty that are related to the priorities and work programs of the ILO in the region.

8.    Represent the ILO at conferences and meetings where issues related to their specialty are discussed, as well as provide substantive technical inputs and high added value for regional policy debates on issues related to their specialty and when necessary or required by the Directorate. Regional participate directly in these debates.

 

9.    Prepare high-level technical reports, documents or publications, as well as reports or documents aimed at non-specialized audiences and drafts, diagrams, speeches and presentations for the Regional Directorate related to topics of their specialty.

 

10.    Initiate, develop and maintain close contacts with governments and employers 'and workers' organizations, international organizations, as well as with donor and cooperating entities, development banks, bilateral sources and other entities interested in productivity and related issues,  conceptualise , develop and promote development cooperation projects and find possible sources of funding for ILO productivity development programs or projects .

 

11.    Carry out other technical and coordination tasks entrusted by the ILO Regional Directorate.

 

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

  1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation. 
  2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
  3. Provide policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
  4. Formulate and submit project proposals and seek funding.
  5. Evaluate the efficiency and effectiveness of the project activities.
  6. Undertake technical advisory missions independently or in collaboration with other specialists.
  7. Conduct seminars, workshops and technical meetings and training courses.
  8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.
  9. Write manuals and/or training guides on related topics.
  10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
  11. Monitor and coordinate research carried out by junior technical officers and external collaborators.
  12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).
  13. Participate in tripartite reviews on development cooperation activities and international meetings and conferences.

Required qualifications

Education

Higher-level university degree in economics, social sciences, business administration or industrial engineering, preferably with specialization in areas related to industrial economics, science and technology, productive development, sustainable development, digitization and policies for the improvement of productivity. 

Experience

 

At least eight years of experience at the national level or five years at the international level, in the following areas: design and implementation of policies for sustainable development and productive transformation. 

Languages

Excellent command of Spanish and a practical knowledge of English. 

Competencies

Ability to:  summarizing research and drawing empirical conclusions on policy issues; provide reasoned advice on best practices and to address broader issues outside the field of expertise; formulate new concepts and methodologies; develop training material, alternative lines of action and project proposals, political and procedural issues and present them at high-level meetings; design and synthesize strategies to develop programs in the Member States; prepare reports (for example, reports for regional conferences and ILCs, technical publications, training manuals and draft resolutions) and evaluate and monitor technical cooperation activities and projects. 
 

Behavioural
Communication, change orientation and quality orientation. The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

 

 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
