The Programme Management Senior Analyst  will have a first reporting line to the Head of PMO of Senegal Multi-country office and a secondary reporting line to the Country Manager. The functions and services of the PMO include:

  • Strategic Planning/Portfolio Support: Ensuring UNOPS is focused on doing the right projects by supporting management decision-making.
  • Delivery Support: Ensuring UNOPS is doing projects the right way, through the effective delivery of the programme and projects.
  • Best Practices: Applying UNOPS standards in project management, encouraging consistent working practices and ensuring appropriate application."

Functional Responsibilities

The Program Management Senior Analyst will have a primary reporting line to the   PMO Team Lead  and a secondary reporting line to the Country manager of Tunisia. The PMO will provide broad supervision and guidance. 

The role is based in Tunis and is  responsible for supporting TNPO program monitoring, reporting, quality assurance, and knowledge management. In particular, its responsibility  is to ensure that project management policies, processes and methods are followed and practiced according to the organization standards, while acting as the overall Project Assurance capacity within the business unit on behalf of the Head of Program (Executive). The Program Management Senior Analyst strongly contributes to moving the Hub toward achieving its mission-focused goals and objectives. 

He/she identifies probable program issues that may need attention, supports in problem analysis and solution identification as necessary, and assists the Country Manager and the Head of PMO in problem resolution as per action-items assigned.

1. Program Monitoring
 In close collaboration with the PMO team and under the guidance of the PMO Team Lead and the Country Manager, the Program Management Senior Analyst provides appropriate levels of programmatic management and administrative support to the Programme Management regarding all ongoing project activities in North Africa, while maintaining and implementing appropriate standards and best practices in line with UNOPS policies and procedures.

Work with the Country Manager to identify and aggregate program-level risks

Assist the Country Manager and the PMO Team Lead, in collaboration with the project managers, in creating hub level delivery forecasts 
Provide routine oversight and analysis of delivery data within the dashboard system, using UNOPS ERP systems as required.
Identify operational, administrative, financial and other bottlenecks that may impede program delivery; recommend solutions; and take appropriate remedial action as assigned.


2. Projects Set-up and closure
Facilitate the development of high-level programme/project plans, including the collation of lower-level plans into programme/project-level milestones for the portfolio under her/his responsibility. Develop, track and maintain dependencies.
Liaise closely and support the Head of Support Services in all project assets and finance related issues.
For project closure purposes, acts as (or nominates and supervises) a focal point between the Hub and donors throughout the process.
Oversee and coordinate all project closure activities, ensuring appropriate disposal of project assets, timely and effective final (operational) reporting, initiation of financial disbursements as appropriate during Defects Liability Periods, updating of information on the UNOPS Management Workspace (MWS), and effective handover of closed projects to UNOPS HQ for financial closure processes.

3. Program Reporting

In close collaboration with the  PMO Team Lead and Country Manager compile, consolidate and analyze relevant program data 
Ensure that records of program files and other supporting documents are efficiently kept for audit and review processes 
Within the context of monitoring and evaluation,  ensure all projects submit and regularly update specific milestones and targets for the duration of projects' life-cycles, and track progress, or otherwise, against such information.
Contributes to the creation of program level delivery exception reports 
Provide editorial support to projects, ensuring effective and timely dissemination of reports, in line with project documentation and clients' expectations.


4. Quality assurance

Work with internal audit and finance to ensure the programme in North Africa complies with audit requirements.
Work with procurement/purchasing personnel to ensure effective interface with suppliers' quality systems.
Ensure compliance with UNOPS defined standards for programme/project management for the portfolio under her/his responsibility
Coordinate quality reviews of programme/project documents and deliverables. 
Provide quality control for management products (project documents, reports, etc.).
Represent the Country Manager  in supporting key stakeholders to continuously identify and improve operational processes relevant to project implementation.


5. Knowledge management 

Participate in, and advocate PMs' participation in, relevant Communities of Practice. 
Actively interact with PMs and the wider PM community to share case studies, lessons learned, and best practices 
Support the coordination of communications.
Assist the Head of Support Services in ensuring UNOPS HR, Finance, and Procurement policies are understood and adhered to Assist the Head of Support Services to assess the capacity of the national personnel and help develop a capacity building strategy and plan to address the knowledge/skills gap.

The Program Management Senior Analyst directly impacts on achievement of program results by assisting the Country Manager and the PMO Team Lead s to adhere to management methods and strategies, reduced risks, cut costs, and improved success rates.  This consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.

Education/Experience/Language requirements

EDUCATION

A Master’s Degree in a relevant field (e.g. Business Administration, and/or Logistics, and/or International Relations,  and/or  Development Studies). 

A combination of a Bachelor’s degree  in a relevant field (e.g. Business Administration, and/or Logistics, and/or International Relations,  and/or  Development Studies).with an additional 2 years of relevant work experience may be accepted in lieu of a Master’s Degree.

Certification: PRINCE2® Foundation  is an asset; PRINCE2® Practitioner is an asset, 
EXPERIENCE

A minimum of 2 years relevant professional experience, specifically in the field of Program/Project Oversight and Operations Support is required.

Experience and demonstrated knowledge of UN rules and procedures in Procurement, Finance, HR Management and administrative rules and regulations is  an advantage.

Experience in the usage of modern IT and office applications and software is required. 

Working experience in the African region is an advantage.

Experience in a multi-cultural environment is an advantage.

LANGUAGE

Full working knowledge of English and  French is required.
