Senior Women’s Protection & Empowerment (WPE) Manager
Following the 2014 civil war, Libya has been divided into two governmental territories. Since the civil war, the protracted political and internal armed conflict has deteriorated the humanitarian situation in Libya. In April 2019, military and armed forces from the parties of the conflict have engaged in armed clashes in Tripoli. Since that day, over 60,000 Libyans and non-Libyans have been displaced, many are still trapped in the active conflict areas, and more than 1 million people in need of life-saving health care and protection services.
The situation, also coupled with Covid-19 pandemic, has impacted the physical and mental well-being and living standards of Libyans, migrants and refugees while exposing them to significant protection risks. The break-down in governance structures has resulted in deterioration of public services, exacerbating existing vulnerabilities and diminishing people’s coping capacities. The country’s capacity of responding the basic needs and the impact of the crisis has been shrunken. Women and girls are especially affected by the prolonged displacement, fear of violence, movement restrictions as well as the limited number of specialized services providing the remedy for and prevention of the gender-based violence.
The IRC launched an emergency program in September 2016 which aimed to provide life-saving medical care and integrated protection services. At present, the IRC is conducting health, protection and governance activities in Tripoli, Misrata, Tawergha Gharhyan, Zwara, Zawya, Khoms and Bani Walid expanding its protection department, with a focus on Child Protection, Women’s Protection and Empowerment (GBV), Rule of Law and MHPSS across the majority of its project locations.
Scope of work
The IRC’s Integrated Protection Programme has a large Women’s Protection Empowerment (WPE) Team working to provide response and prevention to gender-based violence against women and girls through direct interventions impacting on the lives of women and girls in the areas of Tripoli and Misrata and through mainstreaming in health response in the other operational areas in Libya. IRC’s WPE programming provides direct psychosocial support services, including group activities and GBV case management through health facilities and women and girls safe spaces (WGSS). To ensure the social emotional needs of adolescent girls and women are met, WPE has rolled out the implementation of Women Speak Out, Girl Shine and Women Rise curriculums. To address the risks women and girls face, WPE conducts risk mitigation and outreach with a strong community-based approach. The IRC currently runs one Women and Girls’ Safe Spaces as a direct implementer and three more in coordination with the local women’s CSOs as well as a transit shelter for refugees. The IRC is planning to enhance the scope of women empowerment activities in Libya and Tunisia and implement more integrated programs with livelihood and early recovery components. Snr. WPE Manager will be responsible for the overall implementation, quality, and oversight of all WPE programming and WPE staff in Libya and will support IPC to design and develop for more integrated programs with livelihood, governance and health components for women and girls in Libya and Tunisia.
In collaboration with and under the direct supervision of Integrated Protection Coordinator (IPC), the Snr WPE Manager will:
1.Technical Quality and Program Management (45%):
•Oversee and manage the running of the WPE program in different locations where IRC is present
•Develop and implement WPE project work plans in line with the projects’ goals, objectives, staffing and budget.
•Maintain your weekly, monthly and longer-term work plan and calendar, keeping them up to date and putting in place systems for prioritization of workload and delegation tasks to supervisees according to their roles and responsibilities.
•Work closely with the IPC to develop, monitor, and update the spending plans and budgets for the WPE activities and complete inputs on cash forecasts on time.
•Ensure accurate use of budget codes, and continually monitor spending against the approved budgets for your activities, oversee and approve project expenditures in-line you’re your authorization limit,
•Ensure expenditures are allowable according to IRC and donor regulations.
•Raise and track PRs as needed and communicate progress and concerns to the IPC.
•Update Grant Management tools on a bi-weekly basis with information/input from the Snr WPE Program Officers, including spending plans, procurement plans, HR plans and work plans.
•Meet with the WPE Manager and Snr WPE Officers to discuss programming progress, successes, challenges, responsiveness of IRC’s programs and location to emergencies, quality and areas for improvement, adaptation or change, putting in place an action and contingency plans and follow up.
•Work closely with the Integrated Protection Coordinator and WPE Technical Advisor (TA) to ensure that all programming adheres to a women-, girl- and survivor-cantered and feminist approach and that staff are supported to build and strengthen their practice and attitude in this area; and flag any related concerns to IPC.
•Write proposals for WPE with support from IPC and Grants Unit to contribute to the development of the WPE program, and concept notes to expand/strengthen the WPE portfolio in Libya.
•With the Coordinator and with the regular support from the WPE TA, review and approve all current and newly adapted materials, information, resources, activities and tools used in PSS and non-PSS activities to ensure they are culturally appropriate and in line with the women, girl and survivor-centered approach.
•Conduct regular in-person technical support field visits in Tripoli and Misrata, and provide weekly remote support to your direct supervisees, to oversee the successful implementation of WPE activities in your designated areas of operation (IDP shelters, clinics, urban W(G)SS, and mobile location);
•Provide management support to the team in setting up and running women and girl-centered safe space activities and services – including consultation with women and girls for planning, scheduling, and content development.
•Ensure the WPE teams are facilitating psychosocial activities that includes supporting women and girls in building social networks, risk reduction and mitigation, safely accessing information and engaging in recreational activities.
•Ensure the teams are conducting regular quality community outreach and engagement on building program acceptance, trust, prevention.
•Plan and monitor the procurement/distribution of activity materials for all WPE activities as per work plans and donors’ requirements.
•Coordinate with the supply chain manager to ensure proper equipment and materials for the activities in place
•Oversee the planning and distribution of in-kind assistance materials (dignity kits and other NFIs, if any planned) and post-distribution monitoring in your areas.
•Provide technical support on GBV case management and PSS to the team, ensuring they adhere to international standards and GBV guiding principles when working with women and girl survivors of male violence.
•Provide weekly GBV case management supervision and ensure GBV case management steps, case management meetings, referrals, data protection and documentation are happening in timely, safe and quality manner, by conducting case conferences with the different teams on a regular basis.
•Ensure case documentation, filing, storage, disposal is in-line with standards and provide immediate feedback and action on any issues.
•Ensure that the program teams are routinely and regularly assessing safety and risk across all services for women and girls, activities and site of operation, raising any concerns immediately.
2. Monitoring, Evaluation, Learning (10%)
•Oversee information management in your sites of coverage, working with the team ensuring GBV information generated from our services is managed in-line with safety and ethical standards, the GBVIMS guidelines, information sharing and data protection protocols; for this request support and input from the line manager;
•Work with the team to ensure WPE programming remains relevant to the needs, priorities and interests of all women and adolescent girls, ensuring that regular assessments, FDGs and community discussions are conducted with all women and adolescent girls by the team and that any issues are being raised, are regularly informing program design, and make adaptations accordingly with guidance from the WPE TA and IPC;
•Update and maintain a consolidated master WPE Program Data and Indicator Tracker on a weekly basis to ensure accuracy and completeness of the data provided, and follow up with your Snr WPE Program Officers on any issues or missing information; ensure you follow up with the Snr WPE Program Officers on submitted the tracker on a weekly basis in time for the deadline;
•Review and ensure the accuracy and completeness of the weekly reports received from the Snr WPE Program Officers gathered from your sites of coverage; raising any challenges or concerns immediately, submit to the IPC before the deadline
•Work with the IPC, with input from the WPE team, on regularly reflecting on: progress, stories of change and success, emerging good practices; and areas that are not working, falling short; document what is being learnt and continue to build on this learning; action planning to address, adjust and change our programming and approaches.
3. Project Reporting (15%)
•Prepare your contributions to internal and external reports within agreed deadlines using IRC and donor formats;
•Seek input from the Snr WPE Program Officers, Protection Information Management Officers, and M&E team;
•Ensure regular communication with IPC for updates on achievements, challenges, donor reports and proposals’ development;
•Work closely with IPC and M&E Team to create templates for WPE activity reports and monitoring tools, to compile qualitative and quantitative data for donors’ reports and for program quality documentation;
•Translate and analyze regularly reports coming from inside Libya as per request from IPC;
4. Representation and Coordination (10%)
•Coordinate closely and have good working relationships with the Administrative Team, the Finance, Supply Chain and HR teams to ensure smooth processes;
•Coordinate with health actors, including IRC Health Managers and Mental Health team, on the provision of safe and confidential access to essential life-saving services (i.e.: clinical management of rape, SAC, PAC, FP, other SRH) for survivors.
•Advocate for the above-mentioned services and their quality (internally and externally), and identify other solutions (i.e. hiring WPE midwives through health, staff trainings, and trainings on SRH drugs and administering PEP);
•Coordinate with the other programs on referral protocols and SOPs between the health, mental health, child protection, PRoL teams, Governance Program and WPE team when applicable.
•Engage with child protection actors, including IRC Child Protection team, promote safe and appropriate referrals between the child protection and WPE team in line with the Caring for Child Survivor guidelines.
•Represent the WPE Program in grant opening, review and closure meetings
•Collaborate with the Humanitarian Access team, security focal points, and IPC to ensure cooperation with local stakeholders and the ability to implement programming in multiple locations and in line with humanitarian principles;
•Develop and maintain effective working relationships with NGOs, UN agencies and authorities;
•Represent IRC’s WPE programs at relevant internal and external coordination and program-related meetings and provide sound technical contributions;
•Collaborate closely with the IRC’s Health, Protection and Governance Programs and Managers to ensure productive coordination and holistic care for women and girls.
5. Staff Supervision, Development and Team Leadership (20%)
•Maintain open, supportive, and professional relationships with team members, and promote a strong team spirit
•Provide day-to-day management support and guidance to enable WPE staff to successfully perform in their positions;
•Ensure timely completion and submission of monthly timesheets, probation reviews, appraisals and annual performance reviews;
•Provide regular on-going and constructive feedback to develop their practice;
•Conduct support one-to-one supervision session once per month;
•Follow up on the roll out of case management and core competency assessments and supervision tools with WPE case management team to monitor comprehension of and ability to apply key concepts;
•Provide related feedback to teams, develop action plans to address gaps and support skills development;
•Assist with the recruitment and on-boarding of WPE staff; work closely with the Snr WPE Officers and Senior Response Officer to ensure that all new staff are provided with the core WPE and GBV training package, include case management (for Case Workers and supervisors) with follow up practice mentoring, and identify opportunities for further learning and refreshers for the current team, as needed;
•Ensure regular communication and close collaboration with the Integrated Protection Coordinator and Snr WPE Program Officers/direct supervisees;
•Conduct and/or supervise high-quality learning sessions and provide mentoring on needed aspects of WPE and other relevant skills and resources;
•Work with the MHPSS Manager to ensure all are following and utilizing the WPE and MHPSS SOP, working with the to maintain and update this as needed based on learning and experience and the program and support progresses;
•Monitor staff care and well-being and approve and manage all leave requests to ensure adequate coverage; raise any concerns to your supervisor the IPC; support with organising the bi-monthly WPE day.
•Create clear plans for capacity building of key national staff with the aim of localization
Other duties and responsibilities
•Contribute to the vision, strategy, and planning of WPE programming in Libya, including the adaptation and/or expansion of activities to new locations;
•Other relevant duties as assigned by the Integrated Protection Coordinator to support the implementation of the program;
•All IRC staff are required to adhere to The IRC Way Standards for Professional Conduct and the IRC country employment policies.
Key Working Relationships

Position directly supervises and provides technical support to: National WPE Manager (direct report), Snr WPE Officers, WPE Officers and Case Workers, WPE Interpreters and Community Volunteers

•University degree in social work, public health, humanities, other social science or related field;
•3-5 years of working on GBV or VAWG in a managerial role;
•Clear demonstrated understanding of the impact and dynamics of gender inequality and violence against women and girls;
•Demonstrated interest, enthusiasm and commitment to working with women and girls, and their rights, safety, empowerment, and improving their access to resources and services;
•Experience and technical strength in GBV response - including group psychosocial support, GBV case management and or/ delivering services to women and girls affected by conflict. INGO experience is preferred;
•Strong GBV case management supervision skills;
•Experience with the GBVIMS+/Primero+;
•Knowledge of project management, including budget management, reports, and tracking indicators;
•Experience providing training and mentoring to others;
•Excellent communication, listening and observation skills, including ability to create trust, support, respect and interact with women, girls and survivors of all ages, background and diversity;
•Experience in supervising staff, activity design, planning and monitoring, and overseeing direct services;
•Demonstrated understanding of and ability to maintain confidentiality and respect for clients;
•Positive and professional attitude, including ability to lead and work well in a team setting;
•Ability to organize and priorities work and competing tasks, meet deadlines, and maintain composure;
•Ability to analyze medium and long-term program needs;
•Positive and professional attitude, flexible, creative, and able work under pressure;
•Excellent leadership ability and willingness to make independent decisions;
•Ability to discuss sensitive issues with respect, empathy, and professionalism;
•Familiarity with principles of monitoring and evaluation; experience in writing brief narrative reports and data reporting;
•Basic computer skills and familiarity with Word/Excel/PowerPoint;
•Fluency in English is essential– knowledge of Arabic and/or French is desired.
Position to be based in Tripoli, Libya, with frequent travels to Misrata (Libya) and Tunis (Tunisia)
