Context
International IDEA is managing an 18 months EU funded programme to support to the Democratic transition in Chad, and to contribute to SDG 16 to promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.
The programme seeks to support the democratic transition by supporting the establishment of mechanisms for an inclusive dialogue and consensus-building on the transition process; strengthen stakeholders’ capacity for constitution building; enhance stakeholders’ capacity for electoral reform that will facilitate credible electoral processes, and strengthen citizens awareness on the transitional process and broader democratic governance practices. It is anticipated that Chad’s transition period and processes will provide an opportunity for Chad’s transition to democracy.
The Senior Programme Officer will be responsible for the Facilitation of National Dialogue. He/She will provide advisory services on a daily basis to the Ministry of National Reconciliation and Dialogue on substantive and technical aspects for the preparation of the Dialogue as well as the implementation of the Inclusive National Dialogue Organizing Committee/s roadmap, organization of the event and to the implementation of its conclusions/recommendations.
Duties and Responsibilities
- Provides advisory services and technical assistance to the Ministry of National Reconciliation and Dialogue as well as the Inclusive National Dialogue Organizing Committee (INDOC) on substantive and technical aspects for the preparation and organization of dialogue (including planning, budgeting and communication).
- Provides advisory services and technical assistance to the Ministry of National Reconciliation and Dialogue, the INDOC as well as other transitional stakeholders in the implementation of the conclusions/recommendations of the Inclusive National Dialogue (particularly in the area of constitution building and electoral proceses).
- Ensures programmatic activities are implemented in line with the priorities of the Ministry of National Reconciliation and Dialogue;
- Leads in building partnerships between the Ministry of National Reconciliation and Dialogue and other Chadian Institutions involved in the Transitional process;
- Builds strategic partnerships with key civil society groups and social movements for the advancement of the Ministry of National Reconciliation and Dialogue’s work and the promotion of democracy;
- Develops proposals for the mobilization of resources to fund specific programme initiatives for the Ministry of National Reconciliation and Dialogue;
- Undertakes representational functions as delegated;
- Produces regular update reports on constitutional and electoral reforms in Chad;
- Provide a contextual analysis of political developments in the country and recommends best practices to be adopted by the project;
- Prepares periodic project reports in line with the project results framework while ensuring disaggregation and profiling of gender, youth and other vulnerable persons;
- Coordinates with other staff of the Ministry of National Reconciliation and Dialogue to enhance it’s programme delivery and impact in Chadian transition to democratic dispensation;
- Monitors and evaluates the reach and impact of International IDEA’s work in Chad.

Programmatic Knowledge
- Has extensive experience and expert knowledge of the political and social context in Chad, combined with excellent understanding of related disciplines in order to approach programmatic issues in a holistic manner
- Good knowledge and experience in the areas of Gender and Media
Education, Experience and Language Requirements
- Post-graduate Degree in Political Science, Law, Social Science or any other relevant field;
- A minimum of eight (8) years of strategic and advisory experience in the field of democracy and governance support in developing country contexts;
- Experience in the facilitation of national dialogues;
- Experience in programme management, policy analysis, and strategic planning;
- Experience working and building partnerships with governments, donors, including the EU, bilateral and multilateral partners and civil society organizations internationally and in the field;
- Experience working in the Africa and West Asia region, preferably the Central Africa Region is desirable.
- Excellent knowledge in written and oral English and French is required; Knowledge of Arabic is desirable.

- Salary: EUR 5 830 per month plus benefits.
